    Investment arbitration has an enormous potential to enhance the rule of law at the national level, provided that the atomized investment tribunals network foregoes the perilous task of attempting to singlehandedly build ā€˜new administrative lawā€™ on the international plane or to consider exercise of broad discretion as a normatively satisfactory type of reasoning in awards. Arbitral decision-making should thus turn its normative focus. A national legal system and the rule of law is generally a more immediate concern for a foreign investor and arguably far more relevant for the attraction of foreign direct investment in the long term. The contribution to its enhancement in addition to providing piecemeal protection is thus a more complete and legitimate pursuit of international investment agreementsā€™ aims, in addition to other incidental benefits.Investiciona arbitraža ima veliki potencijal da unapredi vladavinu prava na nacionalnom nivou, pod uslovom da cilj decentralizovane mreže investicionih tribunala prestane da bude nezahvalan zadatak izgradnje ,,novog upravnog pravaā€™ā€™ na međunarodnom nivou ili prosto prihvatanje najÅ”ire diskrecije arbitara kao neminovnosti. Stoga je potrebno preusmeravanje normativnog fokusa u investicionim arbitražama. Nacionalni pravni system i vladavivna prava na domaćem nivou su u načelu daleko značajniji za stranog investitora i dugoročno privlačenje stranih ulaganja od oslanjanja na investicionu arbitražu. Doprinos njihovom jačanju, pored elementa zaÅ”tite konkretnog investitora u pojedinačnom slučaju, je stoga kompletniji i legitimniji način ostvarivanja ciljeva međunarodnog investicionog prava

    Sintering Process Influence on Microstructure and Intergranular Impedance of Rare-Earth Modified BaTiO3-Ceramics

    Sintering process is a complex of different synergetic effects during the ceramics materials consolidation. The microstructural level properties control is very important as a stage in advanced materials prognosis. SEM analysis of Yb/BaTiO3 doped ceramics showed that in samples doped with, a low level of dopant and sintered at higher temperatures the grain size ranged from 10-60 mu m, while with the higher dopant concentration the grain, size ranged between 2-15 mu m. The morphology of sintered BaTiO3-ceramics grains points out the validity of developing new structure analytical methods based on different geometries of grains' model systems. The idea of electrical properties of BaTiO3-ceramics being influenced by intergrain microcontacts can be successfully followed if we start with the two-sphere Coble's model and also the correction of the Coble's model. In this paper, the grains contact models based on spherical, ellipsoidal and polyhedral geometries are presented making a new modeling tool for structure research of BaTiO3-ceramics materials. Intergranular impedance analysis of grains clusters was also introduced. Obtained results enabled establishment of interrelation between. structural and electrical parameters

    Influence of electromagnetic and nuclear radiation in medicine for therapy and diagnosis through processes, facts and statistical analysis

    Contemporary medicine (biomedicine) cannot be imagined without diagnostics and therapeutic methods based on nuclear, laser, acoustical and other processes. The application of these methods is linked to common computer support, signal processing, measuring monitoring techniques, high degree of automatization, and image analyses. The paper analysed contemporary technical issues related to neonatology, ophthalmology, based on the influence of nuclear radiation and laser beams. Some statistical processing and presentations of results obtained in the IGA KCS Hospital, Belgrade, Serbia, in curing vision of prenatal type new-borns with a different degree of pathological state of retinopathy of prematurity are presented. The general conclusion is that, in spite of the good results, a multidisciplinary approach is needed for a deeper understanding of the role of lasers and laser techniques in medicine as well as possible couplings. Potential new applications of lasers important for the fields of neonatology and ophthalmology were also considered

    Crack initiation and propagation resistance of hsla steel welded joint constituents

    The welded joint is heterogeneous in its microstructure, mechanical and geometrical properties, thus the stress field is affected by different factors as well as by residual stress. Therefore, special procedures are needed for experimentally determining the fracture toughness in plane strain, K-Ic, and the impact toughness, usually associated with difficulties in interpreting the measured values. Notched specimens are tested by instrumented Charpy in order to determine impact energy and crack initiation and propagation energies. The pre-cracked specimens are tested by standard, using three-point bending specimens, as geometrically closest to Charpy specimens. In both cases, the notch and crack are located in all various regions of the welded joint of the high-strength low alloyed steel NIONIKRAL-70. Analysis of the results includes speculations on the ratio of energies for crack initiation and propagation vs. fracture toughness

    Analysis of SA 387 Gr. 91 welded joints crack resistance under static and impact load

    This paper presents the results of experimental testing of crack resistance of specimens taken from a welded plate made of steel SA-387 Gr. 91, while taking into account different filler materials and welding procedures that were used. This type of steels is typically used in pressure vessels, pipelines and gas installations in the chemical and petrochemical industry, as well as in thermal installations. Since it is operating under extreme conditions, which include elevated temperatures and/or corrosion, the mechanical properties of SA-387 Gr. 91 will deteriorate over time, especially its welded joints. For this reason, it is very important to thoroughly analyse the behaviour of welded joints, taking into account the possibility of cracks initiating in any of the three welded joint regions, the parent material (PM), the weld metal (WM) and the heat affected zone (HAZ). This can be achieved by determining the total impact energy of Charpy specimens with V-2 notches in each of the three regions, along with their components, crack initiation and crack propagation energy, as well as by measuring the fracture toughness

    Chemical composition and antiproliferative potential of dried wild apple and pear tea before and after in vitro simulated digestion

    Decoctions obtained from dried apple and pear fruits were subjected to in vitro digestion in the presence of a food matrix in order to determine changes in the polyphenol content and antiproliferative activity. The total phenolic and total proanthocyanidins contents were determined using spectrophotometrical methods, and the phenolic compounds were analyzed by RP-HPLC/DAD before and after digestion. Chlorogenic acid and phlorizin dihydrate were the major identified compounds. The addition of a food matrix immediately decreased the contents of individual and total phenolics. After digestion, they were slightly elevated but still lower than in the initial samples. Antiproliferative activity was investigated on human epithelial carcinoma cell line (HeLa), human colon carcinoma (LS174) and human foetal lung fibroblast (MRC-5) cells. The exhibited growth inhibition was not correlated with the content of phenolics in the tested samples, indicating that it could not be explained solely by their content. With the exception of the apple decoction effect on HeLa cells, the digestion process resulted in significant increases in the antiproliferative activity
