Funkcjonowanie urzędów gmin wiejskich w dystrykcie lubelskim Generalnego Gubernatorstwa w latach 1939-1944
Centralne i powiatowe organy administracji Generalnego Gubernatorstwa były obsadzone
i kontrolowane przez Niemców, jednak mniej ważne stanowiska, takie jak kierownictwo
gmin lub przedsiębiorstw komunalnych, zajmowali Polacy. Polskie prawo miało
pozostać w mocy, o ile nie było sprzeczne z przejęciem administracji przez Rzeszę Niemiecką.
W artykule wykorzystane zostały źródła archiwalne. Kwestie związane z funkcjonowaniem
urzędów gmin wiejskich w dystrykcie lubelskim Generalnego Gubernatorstwa
w latach 1939-1944 omówiono na przykładzie konkretnych gmin. Autor pokazuje sposób
mianowania i zwalniania wójtów z zajmowanych stanowisk, a także działalność urzędów
gminnych w zakresie spraw, które zostały narzucone przez władze niemieckie podczas
okupacji - w szczególności ściągania kontyngentów i werbunku sił roboczych do pracy
w III Rzeszy.Central and district administrative offices of the General Government were staffed and
controlled by Germans, however Poles were placed in many less important positions, such
as management of municipalities or municipal enterprises. Polish law was to remain in
place unless it diverged from the taking over of the administration by the German Reich.
The article uses archival materials. The issues connected with the functioning of municipalities
in the Lublin district of the General Government in the 1939-1944 were discussed
in specific examples. The author of the article shows the method of nomination and layoff
village heads. In addition, the article shows the activity of village heads in the matters that
were imposed by the German authorities during the occupation, in particular the collection
of quotas and the recruitment of labour to work in the Third Reich
Struktura i działalność niemieckiego aparatu wysiedleńczego na Zamojszczyźnie
In October 1939, the Zamość Region became a German-occupied territory. First displacement of the population from this area was initiated by the Germans in November 1941. But the organized action began a year later. Then the Germans marked the Zamość Region as “the first settlement area in the Generalgouvernement”. Apart from the Poles, the Ukrainian population was also displaced. The Germans ended the resettlement of the Zamość Region in the summer of 1943. This article describes the structure and activities of the German resettlement system. First, this system was created in the Reichsgau Wartheland. Then the activity of this system was extended to the area of the Zamość Region. Also the German settlement in the Zamość Region was presented. Particular emphasis was put on the German administration of settled villages.Od października 1939 r. Zamojszczyzna znajdowała się pod okupacją niemiecką. Pierwsze wysiedlenia ludności z tego terenu Niemcy rozpoczęli w listopadzie 1941 r., natomiast zorganizowana akcja rozpoczęła się rok później. Wówczas Niemcy określili Zamojszczyznę jako „pierwszy obszar osiedleńczy w Generalnym Gubernatorstwie”. Oprócz Polaków wysiedleniami została objęta ludność ukraińska. Niemcy zakończyli akcję wysiedleńczą na Zamojszczyźnie latem 1943 r. W artykule została opisana struktura i działalność niemieckiego aparatu wysiedleńczego na Zamojszczyźnie. Początkowo został on utworzony w Kraju Warty. Później jego działalność rozciągnięto również na obszar Zamojszczyzny. Ponadto zaprezentowano niemieckie osadnictwo na Zamojszczyźnie.
