Fake and Dishonest: Pathologies of Differentiation of the Civil and the Political Sphere in Hungary
Almost 25 years has passed since transition, and Hungarian democracy is in a
deplorable state. Party politics pervades every aspect of political life, undermining the autonomy of
civil actors, treating them as a potential ‘fan club’ of parties rather than cooperating and consultative
partners. In order to capture what went wrong in Hungarian civil society, we propose a structural
analysis that highlights pathologies of the differentiation between the political and the civil spheres.
We elucidate how the political sphere usurps the autonomy of the civil sphere; thereby not only does it
undermine trust in civil actors, but also undercuts their capacity to perform their control function over
the political sphere. In the analysis, we concentrate on what we identify as the ‘fake-civil/pseudo-civil’
phenomenon and related discourses, relying on the conceptual and theoretical apparatus developed
by Arato and Cohen

Fontos új nemzetközi példákkal finomítottuk médiadinamikai tipológiánkat. Ezen a téren különösen termékenynek bizonyult a Watergate botrány a – World Trade Center”, “Terrorist Attack”, a „Ground Zero”, vagy a „Twin Towers” neveken megjelenő – New York-i terrortámadás, valamint a Guernica közbeszédi témák elemzése. Megállapítottuk, hogy a szenzációk megteremtik az emlékezés Pierre Nora értelmében vett közegét. Feltártuk a szenzációk lieux de mémoire-oká való átalakulásának médiadinamikai mechanizmusát, s azt a folyamatot is, amelynek során a Guernica lieux de mémoire-ból kultúrákon átívelő univerzális szimbólummá vált. A 2008-as válság lehetőséget adott arra, hogy a magyar és európai sajtón kívül amerikai és ázsiai sajtótermékekben is megvizsgáljuk a közbeszédi dinamikában megnyilvánuló helyettesítési folyamatokat. A közbeszédi témahálózatok elemzésére kifejlesztettünk egy speciális szoftvert. A szoftver három (angol, görög, magyar) nyelven képes elkészíteni a különböző szövegállományban együttesen előforduló szavak gyakoriságaként értelmezett súlyozott távolságmátrixát. A válság-diszkurzus elemzése elvezetett a válság és társadalmi innováció kapcsolatának rendszerelméleti vizsgálatához. Arra jutottunk, hogy azok a körülmények, amelyek lehetővé teszik a legkülönfélébb újdonságok megszületését az instabilitás és kényszer metaforapárral írhatók le. Számos konferencián vettük részt és sok szakmai rendezvényt szerveztünk. | Based on important new international examples we introduced a three-fold typology how the life cycle of different topics may evolve in the media. We distinguish between three types of dynamics, which are: actualities, evergreens and sensations. In this regard the topics of Watergate scandal, the terrorist attacks in New York – named “World Trade Center”, “Terrorist Attack” ""Ground Zero"", or the ""Twin Towers"" – and Guernica has proved to be very useful. It was found that the sensations create a community of attention similar to those in the case of Nora’s milieus of memory. We found also evidences that some sensations may get transformed into what Nora called the places of remembering. We analysed the process during which the Guernica transformed from lieux de mémoire to cross-cultural universal symbol. The financial crisis in 2008 provided good opportunity to analyse the substitution processes in the Hungarian, European, as well as Asian press. We have developed the software in order to analyse the networks between different topics. Based on the analysis of discourse about crises we begin the analysis of the relationship between crises and social innovation. We may conclude that big, that is, dramatic changes affecting the whole of one social system are possible if the said system becomes unstable. We have created the http://www.peripato.hu Portal. Az MTA–ELTE Peripato Összehasonlító Társadalmi Dinamika Kutatócsoport Görögország és Magyarország összehasonlító elemzése révén szeretett volna hozzájárulni a 2008-ban kitört hitelválság társadalmi következményeinek elemzéséhez. A kutatás részeként 2014. május folyamán kérdőíves adatfelvételre került sor. A személyes és online lekérdezéssel megvalósuló adatfelvétel célja a választói magatartásban, a civil társadalom reakcióiban megnyilvánuló társadalmi kezdeményezések feltárása volt.
A személyes adatfelvételt az Ipsos Zrt. készítette 2014. május 11. és május 23. között. A minta elemszáma 1000 fő volt. Az online adatfelvételt a GFK Hungária készítette 2014. május 10. és 22. között. A minta elemszáma 2003 fő volt.
A kutatásról készült gyorsjelentés a személyes adatfelvétellel megvalósult kérdőíves felmérés adataiból készített elemzéseket mutatta be. A jelentés az alábbi témákra koncentrált:
- a gazdasági válság érzékelése,
- a civil társadalomról és mozgalmakról alkotott vélemények,
- a korrupcióról alkotott vélemények,
- az egyes nemzetekről alkotott sztereotípiák, valamint
- az Európai Unióról alkotott vélemények.

Abstract
This article analyzes the use of historical analogies to interpret and explain foreign policy behavior, focusing on the South China Sea conflict. In reviewing coverage in the international English-language press, we find a range of historical analogies, from the conflict between Athens and Sparta to the 1938 Munich agreement, to interpret China’s strategy and motivations in the region. While analogies are powerful tools for interpreting international events, their use has dangers as they are often deployed to justify decisions rather than analyze options. This article has two goals. First, we argue that relying excessively on Western analogies for understanding China can be misleading; instead, we suggest visiting examples from China’s past that offer alternative readings of its current ambitions. Second, we suggest a way to overcome the deterministic application of historical analogies by not taking them individually, but rather taking them as sets of alternative scenarios. This way, they can provide important insights for generating critical debate and informing tactful diplomacy
Translating Security across Borders: Staging the Migration Crisis in Hungary and Transylvania
Constitutional othering, ambiguity and subjective risks of mobilization in Hungary
This article discusses how an illiberal regime within the European Union (EU) can hinder the mobilization of citizens and civil actors by creating an atmosphere of “ambiguity”. In our analysis, we first discuss the Hungarian constitution of 2011, which provides the driving force of the regime, and next using the example of the migration crisis show how this atmosphere of ambiguity is created. We argue that although there is no physical violence present, opponents of the regime are disheartened to act because of the general atmosphere relying on the logic of constitutional othering, dividing the world into its enemies and friends and shifting from the rule of law to ruling by law. While the regime’s gaudy campaigns against immigrants, non-governmental organizations (NGOs), the Central European University, the EU or George Soros are omnipresent, we aim to go deeper and highlight the mechanism through which the regime manages to discourage citizens from voicing their discontent
