    Mandatory public benefit reporting as a basis for charity accountability: findings from England & Wales

    Charitable status is inherently linked in many jurisdictions with the requirement that an entity must be established for public benefit. But, until recently the public benefit principle had relatively little impact on the operations of most established charities. However, in England and Wales, reforms linked to the Charities Act 2006 led to a new requirement for public benefit reporting in the trustees’ annual report (TAR) of every registered charity. This new narrative reporting requirement had the potential to affect the understanding of accountability by charities.     With the advent of ever more sophisticated mobile devices, an increasing number of library users are ‘going mobile’, accessing the web and apps (AKA ‘downloadable applications’) whilst on the move. Most phones sold in the UK today may be classed as smartphones, and this combines with the growing profile of other portable web-accessible devices to give libraries pause for thought; the way in which users are able to access our resources has changed, albeit with some demographic differences. Jon Fletcher examines the way that, despite the perceived ubiquity of the ‘all-powerful app’ in advertising campaigns (seemingly implying that everyone owns an iPhone), there is much for each library to think about before deciding their own course of action.     AIMS: Prevalence estimates of Type 2 diabetes and its associated health problems in elderly populations are rare, especially in the very elderly. METHODS: A sample of 15 095 community-dwelling older people aged > or = 75 years were assessed. Type 2 diabetes and associated health problems were identified using self-reporting, general practitioner records, drug histories, and blood and urine measurements. RESULTS: There were 1177 people identified as having Type 2 diabetes mellitus, giving an overall prevalence of 7.8% (95% confidence interval 7.1, 8.5), 9.4% (8.4, 10.5) for men and 6.8% (6.1, 7.6) for women. The age, sex and smoking adjusted odds ratios for various health problems, comparing people with and without diabetes were: low vision 1.6 (1.3, 1.9), proteinuria 1.7 (1.4, 2.1), chronic kidney disease stage 4 or 5 1.5 (1.0, 2.1), angina 1.3 (1.1, 1.6), myocardial infarction 1.5 (1.2, 1.8), cerebrovascular event 2.0 (1.8, 2.1) and foot ulceration 1.7 (1.2, 2.4). CONCLUSIONS: The prevalence of Type 2 diabetes is not high in community-dwelling older people, but diabetes was a contributory factor to a number of health problems

    Temperature dependent anisotropy of the penetration depth and coherence length in MgB$_2

    We report measurements of the temperature dependent anisotropies (γλ\gamma_\lambda and γξ\gamma_\xi) of both the London penetration depth λ\lambda and the upper critical field of MgB2_2. Data for γλ=λc/λa\gamma_\lambda=\lambda_c/\lambda_a was obtained from measurements of λa\lambda_{a} and λc\lambda_c on a single crystal sample using a tunnel diode oscillator technique. γξ=Hc2c/Hc2c\gamma_\xi=H_{c2}^{\parallel c}/H_{c2}^{\bot c} was deduced from field dependent specific heat measurements on the same sample. γλ\gamma_\lambda and γξ\gamma_\xi have opposite temperature dependencies, but close to TcT_c tend to a common value (γλγξ=1.75±0.05\gamma_\lambda\simeq \gamma_\xi=1.75\pm0.05).
