    Terrorist Financing and Money Laundering

    Terrorism  causes  enormous  costs  to  society.  Since  the  9/11  attacks,  the  “war  on  terror”  has  therefore  been  an  important  challenge  to  all  civilized  countries.  In  the  present  contribution  we  analyze the root causes and costs of terrorist activity, thereby setting the stage for discussing the  need for measures against terrorist financing. We argue that running a terrorist organization requires  substantial financial resources which are transferred to the groups through clandestine and often  illegal channels. Anti-money laundering policies may appear useful measures to stop transfers to  terrorist groups; however, they are not sufficient means to deal with all facets of terrorist financing.  Compared  to  similar  activities  of  organized  crime,  terrorist  financing  involves  “reverse”  money  laundering. This is a consequence of some fundamental differences between terrorism and organized  crime, which also lead to different implications in terms of choosing appropriate counter-measures.terrorist financing, causes and costs of terrorism, money laundering, organized  crime vs. terrorism, anti-terrorist financing policies

    An estimated quarter of a billion people, or around 5 per cent of the global adult population, used drugs at least once in 2015. Even more worrisome is the fact that about 29.5 million of those drug users, or 0.6 per cent of the global adult population, suffer from drug use disorders. This means that their drug use is harmful to the point that they may experience drug dependence and require treatment.The magnitude of the harm caused by drug use is underlined by the estimated 28 million years of "healthy" life (disability-adjusted life years (DALYs)) lost worldwide in 2015 as a result of premature death and disability caused by drug use.Of those years lost, 17 million were attributable solely to drug use disorders across all drug types. DALYs attributable to morbidity and mortality resulting from all causes of drug use have increased overall in the past decade.Yet, with fewer than one in six persons with drug use disorders provided with treatment each year, the availability of and access to science-based services for the treatment of drug use disorders and related conditions remain limited

This article highlights how the dictatorship accelerated its implementation for political motives and this resulted in a failure of the system due to the lack of public financing and the high pharmaceutical, medical and infrastructure cost

    This article examines connections between Colombia’s internal armed conflict and agrarian questions. It pays attention to the country’s specific historical trajectory of agrarian change, the violent expression of social tensions that this elicited, and the particular ways in which these dynamics were influenced by a changing global context.This analysis of the intimate ties between violent conflict and agrarian questions in Colombia, both in terms of their historical development and their contemporary manifestations, challenges popular notions of the relationship between armed conflict and development. In particular, the article contributes to a critique of the conventional version of the conflict–development nexus by illustrating ways in which the experience of capitalist development in Colombia has been violent and produced poverty

    Should the government provide insurance for catastrophes?

    This paper evaluates the need for a government role in insuring natural and man-made catastrophes in the United States. Although insurance markets have been stressed by major natural catastrophes, such as Hurricane Katrina, government involvement in the market for natural catastrophe insurance should be minimized to avoid crowding-out more efficient private market solutions, such as catastrophe bonds. Instead, government should facilitate the development of the private market by reducing regulatory barriers. The National Flood Insurance Program has failed to cover most property owners exposed to floods and is facing severe financial difficulties. The program needs to be drastically revised or replaced by private market alternatives, such as federal "make available" requirements with a federal reinsurance backstop. A federal role may be appropriate to insure against mega-terrorist events. However, any program should be minimally intrusive and carry a positive premium to avoid crowding-out private market alternatives.Insurance, Government

    Counter-Terrorism in New Europe

    In recent years the nature of terrorism has changed dramatically and has taken on a new combination of characteristics. The fight against this terrorism has become a global concern and central issue of international government policies. Counter-terrorism policies have transformed all around the world, and the importance states place on certain aspects of their counter-terrorist measures vary considerably. There is no agreement on how best to fight terrorism. Within the European Union (EU) this disagreement is the most visible, with some countries supporting the United States in their military fight against terrorism, while other strongly oppose it. This paper will focus on five of the ten new EU members that joined in 2004 (Estonia, Poland, the Czech Republic, Slovenia and Malta) and review some of their existing counter-terrorism measures. In doing so the paper will examine the strengths and weaknesses of each individual state’s policy and highlight some of the general trends and patterns among them

    The financial means of international terror and transnational organized crime organizations are analyzed. First, some short remarks about the organization of international terror organizations are made. Second and in a much more detailed way a literature review is provided about the financing of terrorist and transnational organized crime organizations, their sources and the various methods they use. Third, an attempt is made to estimate the financial means of terror organizations with the help of a latent estimation approach (MIMIC procedure). The figures show that Al Qaeda and other terror organizations have sufficient financial means.     The Global Spread of Stock Exchange, 1980-1998

    Nations opened local stock exchanges at a rapid pace during the late 1980s and 1990s, creating a channel for investment capital from wealthy industrial nations to "emerging markets" as well as a mechanism for institutional change in local economies. This study examines the local and global processes by which exchanges spread, examining all nations "at risk" during the 1980s and 1990s. We find that local factors influencing the creation of stock exchanges included the size of the economy (overall and relative to population size); the legacy of colonialism; and a recent transition to multi-party democracy. Global factors associated with creating exchanges included levels of prior investment by multinationals; IMF "structural adjustment" aid; centrality in trade flows; and regional "contagion." In contrast to prior work in financial economics, we find no evidence for the influence of legal tradition, and contrary to the implications of dependency theory, we find no sign that foreign capital penetration affects the creation of exchanges. We also find no consistent evidence for the influence of stock exchanges on inequality or human development at the national level, above and beyond their effect on economic and population growth.     Labour repression and social justice in Franco’s Spain: the political objectives of compulsory sickness insurance, 1942-1957

    [Abstract:]This article analyzes the basic characteristics of the labor and social policies of the Franco dictatorship established in Spain after the Civil War (1936-1939), and the links which existed between them. The offer of support to working families was presented through a paternalistic discourse of ‘social justice’ which was combined with tough repressive measures in the labor market. Within this context, compulsory social insurances pursued a political end, as they served to mitigate social tensions in a context of worker repression and harsh living conditions. Sickness insurance was a key element in this strategy, and it turned out to be very economical for the dictatorship, as the burden of financing the system was placed on employers and, above all, the workers themselves. This led to financial and management problems within a system providing imperfect coverage, with low benefits and serious inequalities in protection. Consequently, Spain moved away from other advanced countries which, at this time, were establishing their welfare states on the basis of two pillars: the universalization of benefits and the redistributive character of the system from a social point of view

    The present study offers a framework, rooted in Disaster Studies. The next few sections will first discuss the analytical tool box, which we have largely drawn from Disaster Studies. Thereafter the food regime will be looked into in the quantitative (food security, Section 3.1) and qualitative sense (food safety, Section 3.2), and the actors and rules and regulations for international food aid discussed. It will become clear that the private sector has a key role to play in both categories. Chapter 4 calls attention to the increasing complexities and uncertainties in the global food system that complicate food governance. To get anything done at all, a simplification seems necessary, such as declaring a food problem a safety issue
