    Learning from information crises: Exploring aggregated trustworthiness in big data production

    In a crisis situation when traditional venues for information dissemination aren't reliable and information is needed immediately "aggregated trustworthiness", data verification through network evaluation and social validation, becomes an important alternative. However, the risk with evaluating credibility through trust and network reputation is that the perspective can get biased. In these socially distributed information systems there is therefore of particularly high importance to understand how data is socially produced by whom. The purpose with the research project presented in this position paper is to explore how patters of bias in information production online can become more transparent by including tools that analyze and visualize aggregated trustworthiness. the research project consists of two interconnected parts. We will first look into a recent crisis situation, the case Red Hook after Hurricane Sandy, to see how the dissemination of information took place in the recovery work, focusing on questions of credibility and trust. Thereafter, this case study will inform the design of two collaborative tools where we investigate how social validation processes can be made more transparent

    Characterization of the use of social media in natural disasters: A systematic review

    © 2014 IEEE. Social media sites are playing a significant role in rapid propagation of information when disasters occur. This effective communication platform is a great useful tool for emergency (disaster) management agencies during all phases of disaster management life cycle: prevention (mitigation), preparedness, response, and recovery. This study has conducted a systematic review of social media use in disaster management literature to identify how social media sites have been used during these four critical phases of disaster management life cycle in order to recommend strategies for government officials. A systematic method has been used to search four major academic databases for this review. The search resulted in 40 articles and categorized the findings in six main themes: situational awareness, data collection methods, distributed sensor systems, news and rumors, sentiment analysis, and digital volunteerism

    Disaster Aid as a Domain of Media and Humanitarian Politics

    This chapter discusses the role of media and communications play in the construction of disasters. The construction of disasters refers to the meaning-making and political action related to disasters. The chapter addresses the relationship between communication, media and disasters from four perspectives. First, it explores the changing conceptions of disasters, in particular the definitional power of humanitarian discourses. Second, it examines the role of media and humanitarian communication in sustaining various political and economic interests. Third, this chapter explores how new media technologies have contributed to the visibility of disasters and to the empowerment of disaster-affected people. Fourth, the chapter addresses the role of disaster narratives in shaping how people make sense of disasters and the ways in which disasters are managed and responded to.Peer reviewe

    Enablers in Crisis Information Management: A Literature Review

    Social media often plays a central role in crisis informatics as it is an important source for assessing, understanding, and locating crises quickly and accurately. In addition, social media enables actors to react more effectively and efficiently when managing crises. However, enablers of crisis information management have not been carved out explicitly in a systematic view. Therefore, we perform a literature review to synthesize the existing literature on crisis information management with a focus on technical enablers and their classification into the crisis-management phases. As our results show, searching for crisis informatics mostly results in social media-related publications. We found that Twitter is one of the most important technical enablers but that research on other social media platforms is underrepresented. Also, most publications center on the post-crisis phases of crisis management, leaving out the pre-crisis phases

    Collaboration among humanitarian relief organizations and volunteer technical communities : identifying research opportunities and challenges through a systematic literature review

    Collaboration is the foundation to strengthen disaster preparedness and for effective emergency response actions at all levels. Some studies have highlighted that remote volunteers, i.e., volunteers supported by Web 2.0 technologies, possess the potential to strengthen humanitarian relief organizations by offering information regarding disaster-affected people and infrastructure. Although studies have explored various aspects of this topic, none of those provided an overview of the state-of-the-art of researches on the collaboration among humanitarian organizations and communities of remote volunteers. With the aim of overcoming this gap, a systematic literature review was conducted on the existing research works. Therefore, the main contribution of this work lies in examining the state of research in this field and in identifying potential research gaps. The results show that most of the research works addresses the general domain of disaster management, whereas only few of them address the domain of humanitarian logistics.     Institutional vs. Non-institutional use of Social Media during Emergency Response: A Case of Twitter in 2014 Australian Bush Fire

    © 2017, Springer Science+Business Media, LLC. Social media plays a significant role in rapid propagation of information when disasters occur. Among the four phases of disaster management life cycle: prevention, preparedness, response, and recovery, this paper focuses on the use of social media during the response phase. It empirically examines the use of microblogging platforms by Emergency Response Organisations (EROs) during extreme natural events, and distinguishes the use of Twitter by EROs from digital volunteers during a fire hazard occurred in Australia state of Victoria in early February 2014. We analysed 7982 tweets on this event. While traditionally theories such as World System Theory and Institutional Theory focus on the role of powerful institutional information outlets, we found that platforms like Twitter challenge such notion by sharing the power between large institutional (e.g. EROs) and smaller non-institutional players (e.g. digital volunteers) in the dissemination of disaster information. Our results highlight that both large EROs and individual digital volunteers proactively used Twitter to disseminate and distribute fire related information. We also found that the contents of tweets were more informative than directive, and that while the total number of messages posted by top EROs was higher than the non-institutional ones, non-institutions presented a greater number of retweets
