    Diagnosing the voids of knowledge in the transformation process in managing and standardizing smart city development: the case of the government of Indonesia

    PurposeThis study investigates smart city development projects implemented by the Government of Indonesia (GoI) from 2017 at the regional and municipal levels. Moreover, it provides a critical perspective on the lack of knowledge of the transformation process, substantive knowledge, and the wide-regime-shifting balance of knowledge required to accomplish smart city development. From the project scope perspective, this research elaborates on technical defaults of the regional and municipal GoI's initiating, constructing, and implementing smart cities.Research methodologyThe authors conducted semi-structured interviews to explore how these project doers operate in each stage of the smart city development, including initiation, work in progress, implementation, and reporting. In addition, the research questions of this semi-structured interview are derived from this study's critical perspective and the knowledge domains of smart city development.OriginalityFirst, this study sheds light on the development of 100 smart cities by the GoI, with 50 financed but unfinished projects since 2017, indicating design failure. Second, we argue that the blueprint designed by the GoI smart communities does not demonstrate comprehensive political will or the conducting of socio-cultural and technical analyses to encourage and support the development of smart cities. Third, this study uniquely highlights that the GoI wants to build smart cities using collective cognition or mutual understanding, but lacks knowledge of the transformation process and substantive knowledge for system analysis and design, development, and implementation, leading to uncertainty and non-uniform approaches to smart city developments across various regions and municipalities. Fourth, this research criticizes the misalignment and imbalance of knowledge between the GoI, the targeted regions and municipalities, and all agents involved in developing smart cities.FindingsThe authors find four unique theme formulations: the GoI's behaviors in equivalencing with regular procurement, the voids of knowledge in the transformation process, substantive knowledge boundaries, and letting these projects progress without accompanying committed knowledge boundaries and working for a future without a signifier. Finally, this study suggests that the government should prioritize mastery of knowledge of the transformation processes in smart city development and implement agile strategies to ensure these projects' success and future benefits

    Blurring Boundaries: Transforming Place, Policies, and Partnerships for Postsecondary Education Attainment in Metropolitan Areas

    By 2020, more than six out of 10 U.S. jobs will require postsecondary training. Despite a slight increase in college attainment nationally in recent years, the fastest-growing minority groups are being left behind. Only 25 and 18 percent of Blacks and Hispanics, respectively, hold at least an associate's degree, compared with 39 percent of Whites. Without substantial increases in educational attainment, particularly for our nation's already underserved groups, the United States will have a difficult time developing a robust economy.Home to 65 percent of Americans, and a majority of all African Americans and Hispanics (74 and 79 percent, respectively), the 100 largest metropolitan statistical areas (MSAs) can play a strong role in developing this nation's workforce. In fact, to reach a national attainment target that meets our workforce needs, more than half of college degrees could be generated from the these cities. The majority of degrees needed among African-American and Hispanic adults could also be produced in MSAs.Clearly, investing in and organizing around the potential of metropolitan areas is critical, and the stakes have never been higher. Yet the current funding climate requires strategic public and private partnerships to invest in education innovation and human capital development in order to have the most robust impact on sustainable national growth. For this study, the Institute for Higher Education (IHEP) sought to follow up on its previous work examining MSA educational attainment rates by further exploring policies that either inhibit or facilitate degree production, and identifying metropolitan-level, cross-section collaborations that help local leaders contribute to national completion goals

    Bay Area Smart Growth Scorecard

    The Bay Area Smart Growth Scorecard is a landmark assessment of the planning policies of all 110 cities and counties of the San Francisco Bay Area.Although a city's current development is apparent to anyone who visits it, the policies that guide a city's future development are not so obvious. The Smart Growth Scorecard provides the first view into these policies and the first comparison among them.The Smart Growth Scorecard evaluated 101 cities in seven policy areas:preventing sprawl; making sure parks are nearby; creating homes people can afford; encouraging a mix of uses; encouraging density in the right places; requiring less land for parking; defining standards for good development. On average, Bay Area cities scored 34% (of a possible 100%), meaning cities are doing only a third of what they could be to achieve smart growth.The Smart Growth Scorecard evaluated eight counties (San Francisco is treated as a city) in five policy areas:managing growth; permanently protecting open space; preserving agricultural land; conserving natural resources; and offering transportation choices. On average, Bay Area counties scored 51%.The scores are low overall. But in every policy area, at least one city or county is doing well, whether it is a city that is encouraging walkable neighborhoods, or a county that is preserving its agricultural land. The Association of Bay Area Governments estimates that Bay Area will have one million additional residents by 2020; the Smart Growth Scorecard evaluates how well all the region's jurisdictions are planning for that growth, and how they can do better

    Lessons learned in effective community-university-industry collaboration models for smart and connected communities research

    In 2017, the Boston University Hariri Institute for Computing and the Initiative on Cities co-hosted two workshops on “Effective Community-University-Industry Collaboration Models for Smart and Connected Communities Research,” with the support of the National Science Foundation (NSF). These efforts brought together over one hundred principal investigators and research directors from universities across the country, as well as city officials, community partners, NSF program managers and other federal agency representatives, MetroLab Network representatives and industry experts. The focus was on transdisciplinary “smart city” projects that bring technical fields such as engineering and computer science together with social scientists and community stakeholders to tackle community-sourced problems. Presentations, panel discussions, working sessions and participant white papers surfaced operational models as well as barriers and levers to enabling effective research partnerships. To capture the perspectives and beliefs of all participants, in addition to the presenters, attendees were asked to synthesize lessons on each panel topic. This white paper summarizes the opportunities and recommendations that emerged from these sessions, and provides guidance to communities and researchers interested in engaging in these types of partnerships as well as universities and funders that endeavor to nurture them. It draws on the collective wisdom of the assembled participants and the authors. While many of the examples noted are drawn from medium and large cities, the lessons may still be applicable to communities of various sizes.National Science Foundatio

    Jobs4Kids: Networking and learning for youth within one regional economy in Victoria, Australia

    In this paper I present some of the insights generated by ethnographic longitudinal research into regional learning networks focused on education, training and employment for youth that were instituted by the State government of Victoria, Australia from 2001 onwards. The research, funded by the Australian Research Council Linkage Project, was completed by a team of researchers at Deakin University working in partnership with one of the networks: the Smart Geelong Region Local Learning and Employment Network (SGR LLEN). In this paper I will undertake a number of tasks. Given the remoteness of the research context I will provide a — necessarily limited — overview of both the geographical and policy context before outlining what a Local Learning and Employment Network (LLEN) is, and does. I then move to outline the establishment of an Employer Reference Group (ERG) as a key strategy of the SGR LLEN . The paper closes with a synopsis of the research findings in regard to the possibilities within, and limitations around, a policy focus on networking and collaboration

    Big data and smart cities: a public sector organizational learning perspective

    Public sector organizations (city authorities) have begun to explore ways to exploit big data to provide smarter solutions for cities. The way organizations learn to use new forms of technology has been widely researched. However, many public sector organisations have found themselves in new territory in trying to deploy and integrate this new form of technology (big data) to another fast moving and relatively new concept (smart city). This paper is a cross-sectional scoping study—from two UK smart city initiatives—on the learning processes experienced by elite (top management) stakeholders in the advent and adoption of these two novel concepts. The findings are an experiential narrative account on learning to exploit big data to address issues by developing solutions through smart city initiatives. The findings revealed a set of moves in relation to the exploration and exploitation of big data through smart city initiatives: (a) knowledge finding; (b) knowledge reframing; (c) inter-organization collaborations and (d) ex-post evaluations. Even though this is a time-sensitive scoping study it gives an account on a current state-of-play on the use of big data in public sector organizations for creating smarter cities. This study has implications for practitioners in the smart city domain and contributes to academia by operationalizing and adapting Crossan et al’s (Acad Manag Rev 24(3): 522–537, 1999) 4I model on organizational learning

    A Framework for Integrating Transportation Into Smart Cities

    In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities. This research provides recommendations for policy and professional practice as it relates to integrating transportation into smart cities
