    Legal Conceptions of Parenthood: Adoptive Parents as Stewards

    In this paper, I outline common conceptions of parenthood and assess the strengths and weaknesses of these models, including the proprietarian, consent, causal, and stewardship models. In what follows, each type of parenthood is evaluated for 1) its description of how a parent comes to be or 2) its normative claims about how a parent should act in regard to their child throughout the child’s life. After weighing the strengths and weaknesses of each conception, I conclude that the stewardship view is the most successful conception of parenthood not only because of its description of what makes a parent a parent, but because it the robust normative account it offers regarding what makes a parent a good parent throughout the life of the child. After making this case, I then apply this ideal model to adoptive parents in order to illustrate that these parents are just as, if not better, suited to be parents than the traditional biological parent is

The problem of wealth is, and has always been, one of the most important ethical problems of the world. Neither religion nor civilization can evade that problem and live. Money, the most common of temporal things, can be used for good or for evil, depending upon the desire and wish of the individual who has possession of it. For this reason it involves uncommon and eternal consequences. No wonder, then, that God has given stewardship so important a place in the training of the human race. It is one of the divine kindergarten methods of developing human life. The grace of giving is God\u27s antidote for human selfishness. It has three distinct angles of relation in which to be viewed: upward, in relation to God; inward, in relation to the Individual; outward, in relation to Society

    Understanding Public Evaluation: Quantifying Experimenter Intervention

    Public evaluations are popular because some research questions can only be answered by turning “to the wild.” Different approaches place experimenters in different roles during deployment, which has implications for the kinds of data that can be collected and the potential bias introduced by the experimenter. This paper expands our understanding of how experimenter roles impact public evaluations and provides an empirical basis to consider different evaluation approaches. We completed an evaluation of a playful gesture-controlled display – not to understand interaction at the display but to compare different evaluation approaches. The conditions placed the experimenter in three roles, steward observer, overt observer, and covert observer, to measure the effect of experimenter presence and analyse the strengths and weaknesses of each approach

    Water Quality Trading and Agricultural Nonpoint Source Pollution: An Analysis of the Effectiveness and Fairness of EPA's Policy on Water Quality Trading

    Water quality problems continue to plague our nation, even though Congress passed the Clean Water Act (CWA) to "restore and maintain the chemical, physical, and biological integrity of the Nation's waters"1 more than three decades ago. During the past thirty years, the dominant sources of water pollution have changed, requiring us to seek new approaches for cleaning up our waters. Water quality trading has been heralded as an approach that can integrate market mechanisms into the effort of cleaning up our water. This Article examines the Environmental Protection Agency's (EPA) policy on water quality trading and the prospects for water quality trading to help improve water quality.Part II briefly describes our water quality problems and causes. Part III examines the theoretical basis for trading and the EPA's Water Quality Trading Policy. Part IV discusses the potential impact of total maximum daily loads (TMDLs) on water quality trading, and Part V analyzes potential problems that water quality trading programs confront. Part VI addresses distributional and efficiency concerns that arise when considering trading and agricultural nonpoint source pollution. Part VII then examines issues relating to water quality trading and state laws before reaching conclusions and recommendations in Part VIII

    Stewardship of the evolving scholarly record: from the invisible hand to conscious coordination

    The scholarly record is increasingly digital and networked, while at the same time expanding in both the volume and diversity of the material it contains. The long-term future of the scholarly record cannot be effectively secured with traditional stewardship models developed for print materials. This report describes the key features of future stewardship models adapted to the characteristics of a digital, networked scholarly record, and discusses some practical implications of implementing these models. Key highlights include: As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Past stewardship models were built on an "invisible hand" approach that relied on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections. Future stewardship of the evolving scholarly record requires conscious coordination of context, commitments, specialization, and reciprocity. With conscious coordination, local stewardship efforts leverage scale by collecting more of less. Keys to conscious coordination include right-scaling consolidation, cooperation, and community mix. Reducing transaction costs and building trust facilitate conscious coordination. Incentives to participate in cooperative stewardship activities should be linked to broader institutional priorities. The long-term future of the scholarly record in its fullest expression cannot be effectively secured with stewardship strategies designed for print materials. The features of the evolving scholarly record suggest that traditional stewardship strategies, built on an “invisible hand” approach that relies on the uncoordinated, institution-scale efforts of individual academic libraries acting autonomously to maintain local collections, is no longer suitable for collecting, organizing, making available, and preserving the outputs of scholarly inquiry. As the scholarly record continues to evolve, conscious coordination will become an important organizing principle for stewardship models. Conscious coordination calls for stewardship strategies that incorporate a broader awareness of the system-wide stewardship context; declarations of explicit commitments around portions of the local collection; formal divisions of labor within cooperative arrangements; and robust networks for reciprocal access. Stewardship strategies based on conscious coordination involve an acceleration of an already perceptible transition away from relatively autonomous local collections to ones built on networks of cooperation across many organizations, within and outside the traditional cultural heritage community

    Practice transformations to optimize the delivery of HIV primary care in community healthcare settings in the United States: A program implementation study.

    BackgroundThe United States HIV care workforce is shrinking, which could complicate service delivery to people living with HIV (PLWH). In this study, we examined the impact of practice transformations, defined as efficiencies in structures and delivery of care, on demonstration project sites within the Workforce Capacity Building Initiative, a Health Resources and Services Administration (HRSA) Ryan White HIV/AIDS Program Special Projects of National Significance (SPNS).Methods and findingsData were collected at 14 demonstration project sites in 7 states and the District of Columbia. Organizational assessments were completed at sites once before and 4 times after implementation. They captured 3 transformation approaches: maximizing the HIV care workforce (efforts to increase the number of existing healthcare workforce members involved in the care of PLWH), share-the-care (team-based care giving more responsibility to midlevel providers and staff), and enhancing client engagement in primary HIV care to reduce emergency and inpatient care (e.g., care coordination). We also obtained Ryan White HIV/AIDS Program Services Reports (RSRs) from sites for calendar years (CYs) 2014-2016, corresponding to before, during, and after transformation. The RSR include data on client retention in HIV care, prescription of antiretroviral therapy (ART), and viral suppression. We used generalized estimating equation (GEE) models to analyze changes among sites implementing each practice transformation approach. The demonstration projects had a mean of 18.5 prescribing providers (SD = 23.5). They reported data on more than 13,500 clients per year (mean = 969/site, SD = 1,351). Demographic characteristics remained similar over time. In 2014, a majority of clients were male (71% versus 28% female and 0.2% transgender), with a mean age of 47 (interquartile range [IQR] 37-54). Racial/ethnic characteristics (48% African American, 31% Hispanic/Latino, 14% white) and HIV risk varied (31% men who have sex with men; 31% heterosexual men and women; 7% injection drug use). A substantial minority was on Medicaid (41%). Across sites, there was significant uptake in practices consistent with maximizing the HIV care workforce (18% increase, p < 0.001), share-the-care (25% increase, p < 0.001), and facilitating patient engagement in HIV primary care (13% increase, p < 0.001). There were also significant improvements over time in retention in HIV care (adjusted odds ratio [aOR] = 1.03; 95% confidence interval [CI] 1.02-1.04; p < 0.001), ART prescription levels (aOR = 1.01; 95% CI 1.00-1.01; p < 0.001), and viral suppression (aOR = 1.03; 95% CI 1.02-1.04; p < 0.001). All outcomes improved at sites that implemented transformations to maximize the HIV care workforce or improve client engagement. At sites that implemented share-the-care practices, only retention in care and viral suppression outcomes improved. Study limitations included use of demonstration project sites funded by the Ryan White HIV/AIDS Program (RWHAP), which tend to have better HIV outcomes than other US clinics; varying practice transformation designs; lack of a true control condition; and a potential Hawthorne effect because site teams were aware of the evaluation.ConclusionsIn this study, we found that practice transformations are a potential strategy for addressing anticipated workforce challenges among those providing care to PLWH. They hold the promise of optimizing the use of personnel and ensuring the delivery of care to all in need while potentially enhancing HIV care continuum outcomes

    This paper explores ways in which Christian business educators can integrate Adam Smith’s views on marketplace ethics into a biblical framework. Often Smith’s thoughts on self-interest are highlighted without reference to his insights regarding the role of virtue in commercial life. After outlining two dominant interpretations of Smith, his ideas are integrated with a biblical conception of commercial life as stewardship. The goal of this integration is to aid Christian business faculty in their continued efforts to go beyond career preparation in their courses to include the higher telos of Christ-like character
