    Voice Operated Information System in Slovak

    Speech communication interfaces (SCI) are nowadays widely used in several domains. Automated spoken language human-computer interaction can replace human-human interaction if needed. Automatic speech recognition (ASR), a key technology of SCI, has been extensively studied during the past few decades. Most of present systems are based on statistical modeling, both at the acoustic and linguistic levels. Increased attention has been paid to speech recognition in adverse conditions recently, since noise-resistance has become one of the major bottlenecks for practical use of speech recognizers. Although many techniques have been developed, many challenges still have to be overcome before the ultimate goal -- creating machines capable of communicating with humans naturally -- can be achieved. In this paper we describe the research and development of the first Slovak spoken language dialogue system. The dialogue system is based on the DARPA Communicator architecture. The proposed system consists of the Galaxy hub and telephony, automatic speech recognition, text-to-speech, backend, transport and VoiceXML dialogue management modules. The SCI enables multi-user interaction in the Slovak language. Functionality of the SLDS is demonstrated and tested via two pilot applications, ``Weather forecast for Slovakia'' and ``Timetable of Slovak Railways''. The required information is retrieved from Internet resources in multi-user mode through PSTN, ISDN, GSM and/or VoIP network

    RESUMEN La cantidad de dispositivos con capacidad de conexión a Internet crece rápidamente. En la actualidad se dispone de teléfonos móviles basados en tecnología WAP (Wireless Application Protocol) o I-Mode, Agendas Digitales Personales, Kioskos Internet, teléfonos convencionales basados en acceso a la Web por medio de la voz, dispositivos basados en televisión interactiva, electrodomésticos, entre otros. Desarrollar una versión de una aplicación web para cada uno de los dispositivos con conectividad a la Web resulta inviable. Por otra parte, desarrollar aplicaciones web que puedan ser visualizados en forma apropiada y aprovechando al máximo las capacidades del dispositivo se constituye en una tarea compleja. En esta tesis se propone un framework, entendido como un marco de trabajo genérico, que sirva como guía para el desarrollo de portales web pervasivos que puedan ser accedidos desde múltiples dispositivos, evitando el desarrollo de un portal por cada uno y teniendo en cuenta las grandes variaciones pueden existir en sus capacidades. Adicionalmente se ha planteado un modelo de agrupamiento de dispositivos, que permita definir una serie de grupos, así como las características asociadas a los mismos, en forma tal que puedan generarse posteriormente los formatos asociados a estos grupos de dispositivos y no a elementos individuales y se ha propuesto y validado una arquitectura de referencia para el desarrollo de aplicaciones pervasivas, que no genere dependencia de tecnologías de servidor, y que permita incorporar la solución de agrupamiento planteada previamente. ____________________________________________________________________________________________________The purpose of the Ubiquitous or Pervasive Computing - an emergent paradigm of personalized computation- is to obtain device interoperability under different conditions. The devices were designed for different purposes by different companies or from different technological generations. The ever increasing market of web enabled devices has brought up diverse challenges related to the difficulty of visualizing content in a unified form to diverse clients, while at the same time taking into account the great differences in the capacities of these devices. It is not feasible to develop a separate application for each of these devices, simply because the number of different devices is too high and still growing. In the analysis of existing proposals dealing with the modelling of ubiquitous web applications, the link that exists between the logical and conceptual modelling and the physical modelling of the applications is not clear enough, and the way in which the context aspects related to web access from these devices cannot be specified. On the other hand, the available commercial products are supplier-specific. Every future platform change would a costly and painstaking process In this thesis we present a proposal of a framework for the development of web applications that can be accessed from different types of devices, such as PCs, PDAs, mobile phones based on diverse technologies (like WAP and I-Mode) and conventional telephones that access the web through voice gateways and voice portals. The proposed framework serves as a guide for the development of this type of applications and it can be deployed to different server configurations and software development technologies. In order to obtain this objective, a description of diverse theoretical elements related to dynamic generation of information that can be acceded by devices has been made, as well as a description of involved technologies whose hardware, software and connectivity characteristics vary remarkably. The theoretical study was carried out in parallel with tests based on the different technologies used.     Mr. Meteo: Providing climate information for the unconnected

    A majority of the world remain unconnected to the World Wide Web due to issues like low literacy and relevant information. This study presents Mr. Meteo, a system that provides weather information via voice calls in local languages to rural farmers in Ghana. The study used an interdisciplinary approach to identify relevant informational needs and socio-economic implications, and early end-user and stakeholder involvement. Mr. Meteo was deployed in Bolgatanga, Ghana and represents a novel design in terms of actual web data access to rural areas. The positive feedback from farmers, and stakeholder’s interest in continuity, shows this approach to be an appropriate method of development and implementation of information systems for rural areas; successful due to end-user and stakeholder involvement, focus on existing technologies, the use of voice technologies to mitigate the problem of illiteracy, and information relevance to end-users. This paper presents the methodology and results of this novel, practical, local-context ICT4D project,that has produced a viable information system for rural communities

    Ubiquitous Mesh Networking: application to mobile communication and information dissemination in a rural context

    ICT has furthered the social and economic development of societies but, rural African communities have lagged behind due to issues such as sparse population, low household income, a lack of electricity and other basic infrastructure that make it unattractive for telecommunication service providers to extend service provision. Where the service is available, ubiquitous service coverage has not translated into ubiquitous access for individuals because of the associated costs. A community-wide WMN offering VoIP using fixed telephone handsets has been deployed as a viable alternative to the cellular service provider. The effectiveness of this WMN VoIP service springs from the mobile phone usage statistics which showed that the majority of calls made are intra-community. This dissertation has been an effort towards improved communication and access to information for the under-served communities. Key contributions include, mobile VoIP support, translation gateway deployment to make textual information accessible in voice form via the phone, IP-based radio for community information dissemination. The lack of electricity has been mitigated by the use of low-power devices. In order to circumvent the computational challenges posed by the processing and storage limitations of these devices, a decentralised system architecture whereby the processing and storage load are distributed across the mesh nodes has been proposed. High-performance equipment can be stationed at the closest possible place with electricity in the area and connectivity extended to the non-electrified areas using low-power mesh networking devices. Implementation techniques were investigated and performance parameters measured. The quality of service experienced by the user was assessed using objective methods and QoS correlation models. A MOS value of 4.29, i.e. very good, was achieved for the mobile VoIP call quality, with the underlying hardware supporting up to 15 point-to-point simultaneous calls using SIP and the G.711 based codec. Using the PEAQ algorithm to evaluate the IP-based radio, a PEAQ value of 4.15, i.e. good, was achieved. Streaming audio across the network reduces the available bandwidth by 8Kbps per client due to the unicast nature of streaming. Therefore, a multicast approach has been proposed for efficient bandwidth utilization. The quality of the text-to-voice service rendered by the translation gateway had a PESQ score of 1.6 i.e. poor. The poor performance can be attributed to the TTS engine implementation and also to the lack of robustness in the time-alignment module of the PESQ algorithm. The dissertation also proposes the use of the WMN infrastructure as a back-haul to isles of WSNs deployed in areas of interest to provide access to information about environmental variables useful in decision making

    Building multi-domain conversational systems from single domain resources

    Current Advances In The Development Of Mobile And Smart Devices Have Generated A Growing Demand For Natural Human-Machine Interaction And Favored The Intelligent Assistant Metaphor, In Which A Single Interface Gives Access To A Wide Range Of Functionalities And Services. Conversational Systems Constitute An Important Enabling Technology In This Paradigm. However, They Are Usually Defined To Interact In Semantic-Restricted Domains In Which Users Are Offered A Limited Number Of Options And Functionalities. The Design Of Multi-Domain Systems Implies That A Single Conversational System Is Able To Assist The User In A Variety Of Tasks. In This Paper We Propose An Architecture For The Development Of Multi-Domain Conversational Systems That Allows: (1) Integrating Available Multi And Single Domain Speech Recognition And Understanding Modules, (2) Combining Available System In The Different Domains Implied So That It Is Not Necessary To Generate New Expensive Resources For The Multi-Domain System, (3) Achieving Better Domain Recognition Rates To Select The Appropriate Interaction Management Strategies.     Decision support systems (DSS) have evolved over the past four decades from theoretical concepts into real world computerized applications. DSS architecture contains three key components: knowledge base, computerized model, and user interface. DSS simulate cognitive decision-making functions of humans based on artificial intelligence methodologies (including expert systems, data mining, machine learning, connectionism, logistical reasoning, etc.) in order to perform decision support functions. The applications of DSS cover many domains, ranging from aviation monitoring, transportation safety, clinical diagnosis, weather forecast, business management to internet search strategy. By combining knowledge bases with inference rules, DSS are able to provide suggestions to end users to improve decisions and outcomes. This book is written as a textbook so that it can be used in formal courses examining decision support systems. It may be used by both undergraduate and graduate students from diverse computer-related fields. It will also be of value to established professionals as a text for self-study or for reference

    Human Resource Management in Emergency Situations

    The dissertation examines the issues related to the human resource management in emergency situations and introduces the measures helping to solve these issues. The prime aim is to analyse complexly a human resource management, built environment resilience management life cycle and its stages for the purpose of creating an effective Human Resource Management in Emergency Situations Model and Intelligent System. This would help in accelerating resilience in every stage, managing personal stress and reducing disaster-related losses. The dissertation consists of an Introduction, three Chapters, the Conclusions, References, List of Author’s Publications and nine Appendices. The introduction discusses the research problem and the research relevance, outlines the research object, states the research aim and objectives, overviews the research methodology and the original contribution of the research, presents the practical value of the research results, and lists the defended propositions. The introduction concludes with an overview of the author’s publications and conference presentations on the topic of this dissertation. Chapter 1 introduces best practice in the field of disaster and resilience management in the built environment. It also analyses disaster and resilience management life cycle ant its stages, reviews different intelligent decision support systems, and investigates researches on application of physiological parameters and their dependence on stress. The chapter ends with conclusions and the explicit objectives of the dissertation. Chapter 2 of the dissertation introduces the conceptual model of human resource management in emergency situations. To implement multiple criteria analysis of the research object the methods of multiple criteria analysis and mahematics are proposed. They should be integrated with intelligent technologies. In Chapter 3 the model developed by the author and the methods of multiple criteria analysis are adopted by developing the Intelligent Decision Support System for a Human Resource Management in Emergency Situations consisting of four subsystems: Physiological Advisory Subsystem to Analyse a User’s Post-Disaster Stress Management; Text Analytics Subsystem; Recommender Thermometer for Measuring the Preparedness for Resilience and Subsystem of Integrated Virtual and Intelligent Technologies. The main statements of the thesis were published in eleven scientific articles: two in journals listed in the Thomson Reuters ISI Web of Science, one in a peer-reviewed scientific journal, four in peer-reviewed conference proceedings referenced in the Thomson Reuters ISI database, and three in peer-reviewed conference proceedings in Lithuania. Five presentations were given on the topic of the dissertation at conferences in Lithuania and other countries
