System Governance Analysis of Complex Systems
The purpose of this research was to develop and deploy a systems-based framework for analysis of complex governance systems using a multimethodology research design. Two research gaps motivated this research: (1) lack of an integrated conceptualization of a system governance construct, (2) an absence of studies that consider both the governed and governing systems as well as the emergent interactions that arise from within complex governance systems.
The research focused on three primary questions: (1) What are the distinctive characteristics of governance?; (2) What system-based framework can be developed for analysis of governance in complex systems?, and (3) What results from deployment of the framework in a field setting? The multimethodology research design that guided the effort included three primary phases. First, the literature was synthesized to derive a set of governance elements. This synthesis was accomplished across an extensive and multidisciplinary literature set by a novel method of content document clustering analysis to reveal important elements of governance. Second, a conceptual framework for analysis of system governance was constructed from the confluence of extant governance literature and systems theory. This governance system analysis framework was informed by Bunge\u27s (2003) system perspective to advance the understanding of governance that will be meaningful in a given practice. Finally, a case based application of the analysis framework was conducted to examine implications of the framework from a field perspective.
The original research provided contributions to theory, methodology, and practice. From a theoretical perspective, the research contributed to the body of knowledge by providing: (1) a literature derived set of generalizable elements of governance, and (2) the development of a systems-based framework to be used to analyze complex governance systems. From a methodological stand-point, the research advanced an integrated multimethodology research design that featured: (1) a novel content analysis approach for synthesis of diverse literature; (2) the development of an integrated systems analysis method; and (3) a rigorous single-case study application within the engineering management discipline. Lastly, from a practical perspective, the systems framework provided a foundation for derivative approaches to enhance practices related to system governance

EXPLOITING KASPAROV'S LAW: ENHANCED INFORMATION SYSTEMS INTEGRATION IN DOD SIMULATION-BASED TRAINING ENVIRONMENTS
Despite recent advances in the representation of logistics considerations in DOD staff training and wargaming simulations, logistics information systems (IS) remain underrepresented. Unlike many command and control (C2) systems, which can be integrated with simulations through common protocols (e.g., OTH-Gold), many logistics ISs require manpower-intensive human-in-the-loop (HitL) processes for simulation-IS (sim-IS) integration. Where automated sim-IS integration has been achieved, it often does not simulate important sociotechnical system (STS) dynamics, such as information latency and human error, presenting decision-makers with an unrealistic representation of logistics C2 capabilities in context. This research seeks to overcome the limitations of conventional sim-IS interoperability approaches by developing and validating a new approach for sim-IS information exchange through robotic process automation (RPA). RPA software supports the automation of IS information exchange through ISsâ existing graphical user interfaces. This âoutside-inâ approach to IS integration mitigates the need for engineering changes in ISs (or simulations) for automated information exchange. In addition to validating the potential for an RPA-based approach to sim-IS integration, this research presents recommendations for a Distributed Simulation Engineering and Execution Process (DSEEP) overlay to guide the engineering and execution of sim-IS environments.Major, United States Marine CorpsApproved for public release. A model for representing the motivational and cultural factors that influence mobile phone usage variety
Mobile phone usage involves the mobile phone, the telecommunications system, mobile phone users,
and the adoption and use of the system. Mobile communications is a complex and rapidly changing
industry consisting of the hardware, software, network and business aspects. Mobile phone users are
influenced by demographic, social, cultural and contextual factors that complicate the understanding of
mobile phone usage.
Advances in technology and market competition drive the addition of new services and features. In
contrast, human cognition and attention are more constrained and many users find it difficult to cope with
the cognitive demands of mobile phone technology.
The aim of this study is to develop a model for representing the influence of motivational needs and
cultural factors on mobile phone usage variety. The link between motivational needs and mobile phone
usage variety, the cultural factors that influence mobile phone usage variety, as well as usage spaces as an
approach to representing usage variety, are researched.
The research encompasses a literature study, structured interviews, a pilot study and a survey. The pilot
study and survey yielded data about mobile phone usage of university students under the age of 30 in
South Africa. The results from the statistical analysis were triangulated with the findings of the literature
study and the observations made about mobile phone usage during this two-year period. A final survey was
conducted to verify the model.
The contribution of this study is a mobile phone technology usage model (MOPTUM) for representing
the motivational and cultural factors that influence mobile phone usage variety in such a way that users can
use the model to express their mobile phone usage needs in non-technical terms while marketers and
designers can use the model to convert the expressed user needs into the features required.
MOPTUM draws on concepts and models from sociology, computer-supported cooperative work,
human-computer interaction and technology adoption models from the field of marketing. MOPTUM
verifies some existing findings on mobile phone usage and then integrates and extends these existing
models to provide a new model for understanding the motivational and cultural factors that influence
mobile phone usage variety.ComputingPh. D. (Computer Science
Naval Research Program 2019 Annual Report
NPS NRP Annual ReportThe Naval Postgraduate School (NPS) Naval Research Program (NRP) is funded by the Chief of Naval Operations and supports research projects for the Navy and Marine Corps. The NPS NRP serves as a launch-point for new initiatives which posture naval forces to meet current and future operational warfighter challenges. NRP research projects are led by individual research teams that conduct research and through which NPS expertise is developed and maintained. The primary mechanism for obtaining NPS NRP support is through participation at NPS Naval Research Working Group (NRWG) meetings that bring together fleet topic sponsors, NPS faculty members, and students to discuss potential research topics and initiatives.Chief of Naval Operations (CNO)This research is supported by funding from the Naval Postgraduate School, Naval Research Program (PE 0605853N/2098). https://nps.edu/nrpChief of Naval Operations (CNO)Approved for public release.
