    Interoperability, Trust Based Information Sharing Protocol and Security: Digital Government Key Issues

    Improved interoperability between public and private organizations is of key significance to make digital government newest triumphant. Digital Government interoperability, information sharing protocol and security are measured the key issue for achieving a refined stage of digital government. Flawless interoperability is essential to share the information between diverse and merely dispersed organisations in several network environments by using computer based tools. Digital government must ensure security for its information systems, including computers and networks for providing better service to the citizens. Governments around the world are increasingly revolving to information sharing and integration for solving problems in programs and policy areas. Evils of global worry such as syndrome discovery and manage, terror campaign, immigration and border control, prohibited drug trafficking, and more demand information sharing, harmonization and cooperation amid government agencies within a country and across national borders. A number of daunting challenges survive to the progress of an efficient information sharing protocol.     Emerging and Established Trends to Support Secure Health Information Exchange

    This work aims to provide information, guidelines, established practices and standards, and an extensive evaluation on new and promising technologies for the implementation of a secure information sharing platform for health-related data. We focus strictly on the technical aspects and specifically on the sharing of health information, studying innovative techniques for secure information sharing within the health-care domain, and we describe our solution and evaluate the use of blockchain methodologically for integrating within our implementation. To do so, we analyze health information sharing within the concept of the PANACEA project that facilitates the design, implementation, and deployment of a relevant platform. The research presented in this paper provides evidence and argumentation toward advanced and novel implementation strategies for a state-of-the-art information sharing environment; a description of high-level requirements for the transfer of data between different health-care organizations or cross-border; technologies to support the secure interconnectivity and trust between information technology (IT) systems participating in a sharing-data “community”; standards, guidelines, and interoperability specifications for implementing a common understanding and integration in the sharing of clinical information; and the use of cloud computing and prospectively more advanced technologies such as blockchain.     Information Systems and Healthcare XXX: Charting a Strategic Path for Health Information Technology

    Despite both the slow diffusion of information technology (IT) throughout health organizations and the high cost of implementation, organizations must focus on key strategic applications that deliver high quality care at lower costs. Identifying the strategic applications that support important healthcare processes is challenging. In this article we propose a framework for developing this high level perspective of strategic health information technology (HIT) applications. We then classify into the components of the framework numerous HIT applications and initiatives reported in the media. Based on an existing framework, we identify two critical dimensions that capture two important characteristics of a healthcare delivery process, namely, the degree of mediation and the degree of collaboration. A healthcare process with a high degree of mediation involves a large series of activities in a sequential manner. Processes with a low degree of mediation “understand” that most participants in care delivery contribute directly, often simultaneously, to the final result. The underlying principle for this dimension is the level of functionality of the application. The degree of collaboration refers to the extent to which information is exchanged among the participants in a process. Depending on the degree of exchange, one can identify processes as having higher or lower degrees of collaboration. The underlying principle for this dimension is the degree of interoperability among the applications. Strategic HIT applications lie on a continuum path from a low-high degree of mediation to a low-high degree of collaboration. Our examples show that healthcare delivery organizations evolve their HIT from ad-hoc isolated systems to interoperable, integrated digital health systems. The strategic framework provides a high level perspective of HIT while assisting in the evaluation of potential HIT candidates for implementation

    Working to consume: consumers as the missing link in the division of labour

    This paper argues that the work of consumers is a significant and constantly developing field of work, and proposes a conceptual framework for understanding consumption work as part of the division of labour. The labour associated with consumption is not new, but has been rapidly expanding in recent years as a consequence of both socio-economic change and technical innovation. Few goods or services are delivered ?complete? to consumers in the sense of being ready for use without further activity, yet the role of consumers in completing a system of provision is rarely acknowledged in theories of either work or consumption. Recognition of the interdependence between the work undertaken prior to and after the purchase of goods and services problematises any assumption that all post-purchase activity comprises consumption and calls for a conception of the division of labour that extends from the market and world of paid employment to encompass also the usually unpaid labour of the end user. Consumption work is defined as ?all work undertaken by consumers necessary for the purchase, use, re-use and disposal of consumption goods?. Its key characteristics are delineated using examples from everyday life, and the approach towards it is distinguished from the practices and theories of consumption, domestic labour, and co-production/prosumption. The paper draws on current international comparative research in three socio-economic fields of activity (the work of food preparation, the installation of broad band and household recycling of waste) to illustrate its main arguments and explore the varieties of consumption work, their shaping by prevailing systems of provision, and their place within the division of labour

    What does it take to create a European Health Data Space? International commitments and national realities

    Public health concerns in Europe demonstrate the necessity of building a health policy that could contribute to the long-term sustainable development of the European Union (EU), as stated in the European Health Union (EHU) manifesto. The main desire to create an EHU is embodied in the launch of the European Health Data Space (EHDS). The EHDS seeks to foster a genuine single market for digital health services and products by, among other things, accelerating the uptake and implementation of harmonised and interoperable electronic health record (EHR) systems across the EU. In the context of primary and secondary use of EHR data, developments in Europe have thus far resulted in patchy and, in some places, non-interoperable solutions. Taking the gap between international ambitions and national realities as a starting point, this paper contends that both EU level and Member State level circumstances should be considered to make the EHDS a reality

    Data Governance and Sovereignty in Urban Data Spaces Based on Standardized ICT Reference Architectures

    European cities and communities (and beyond) require a structured overview and a set of tools as to achieve a sustainable transformation towards smarter cities/municipalities, thereby leveraging on the enormous potential of the emerging data driven economy. This paper presents the results of a recent study that was conducted with a number of German municipalities/cities. Based on the obtained and briefly presented recommendations emerging from the study, the authors propose the concept of an Urban Data Space (UDS), which facilitates an eco-system for data exchange and added value creation thereby utilizing the various types of data within a smart city/municipality. Looking at an Urban Data Space from within a German context and considering the current situation and developments in German municipalities, this paper proposes a reasonable classification of urban data that allows the relation of various data types to legal aspects, and to conduct solid considerations regarding technical implementation designs and decisions. Furthermore, the Urban Data Space is described/analyzed in detail, and relevant stakeholders are identified, as well as corresponding technical artifacts are introduced. The authors propose to setup Urban Data Spaces based on emerging standards from the area of ICT reference architectures for Smart Cities, such as DIN SPEC 91357 “Open Urban Platform” and EIP SCC. In the course of this, the paper walks the reader through the construction of a UDS based on the above-mentioned architectures and outlines all the goals, recommendations and potentials, which an Urban Data Space can reveal to a municipality/city.         The effectiveness of combat and combat support vehicles platforms can be improved significantly by incorporating Vetronics concept at the platform design stage itself which allows on-board systems to be interconnected as networks and enables them not only to share the information with-in the platform but also with the neighbouring platforms. The Vetronics concept not only optimises the on-board computing resources and other electronic sub-systems, also aids in easier platform integration. The Vetronics architecture with in-vehicle networking can be conceived and optimised based for vehicle type, requirement of types of systems envisaged for integration and having a balance between standard and customised components. The conceptual architecture proposed in this paper brings out the benefits offered by Vetronics approach for integration of on-board sub-systems thereby enhancing the platform effectiveness and Battlefield Management System for in-service and futuristic platforms considering the space as one of the major constraints.
