    Impact of traffic management on black carbon emissions: a microsimulation study

    This paper investigates the effectiveness of traffic management tools, includ- ing traffic signal control and en-route navigation provided by variable message signs (VMS), in reducing traffic congestion and associated emissions of CO2, NOx, and black carbon. The latter is among the most significant contributors of climate change, and is associated with many serious health problems. This study combines traffic microsimulation (S-Paramics) with emission modeling (AIRE) to simulate and predict the impacts of different traffic management measures on a number traffic and environmental Key Performance Indicators (KPIs) assessed at different spatial levels. Simulation results for a real road network located in West Glasgow suggest that these traffic management tools can bring a reduction in travel delay and BC emission respectively by up to 6 % and 3 % network wide. The improvement at local levels such as junctions or corridors can be more significant. However, our results also show that the potential benefits of such interventions are strongly dependent on a number of factors, including dynamic demand profile, VMS compliance rate, and fleet composition. Extensive discussion based on the simulation results as well as managerial insights are provided to support traffic network operation and control with environmental goals.     Environmental impact of combined ITS traffic management strategies

    Transport was responsible for 20% of the total greenhouse gas emissions in Europe during 2011 (European Environmental Agency 2013) with road transport being the key contributor. To tackle this, targets have been established in Europe and worldwide to curb transport emissions. This poses a significant challenge on Local Government and transport operators who need to identify a set of effective measures to reduce the environmental impact of road transport and at the same time keep the traffic smooth. Of the road transport pollutants, this paper considers NOx, CO2 and black carbon (BC). A particular focus is put on black carbon, which is formed through incomplete combustion of carboneous materials, as it has a significant impact on the Earth’s climate system. It absorbs solar radiation, influences cloud processes, and alters the melting of snow and ice cover (Bond et al. 2013). BC also causes serious health concerns: black carbon is associated with asthma and other respiratory problems, heart attacks and lung cancer (Sharma 2010; United States Environmental Protection Agency 2012). Since BC emissions are mainly produced during the decelerating and accelerating phases (Zhang et al. 2009), ITS actions able to reduce stop&go phases have the potential to reduce BC emissions.     Regional Data Archiving and Management for Northeast Illinois

    This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the regional transportation agencies, from both technical and business perspectives, about building such a comprehensive transportation information system. Several implementation alternatives are identified and analyzed. This research is carried out in three phases. In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect information on all data elements that they store, including the format, system, and granularity. Their perception of a data archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the hardware, software, labor, and resource requirements. We also identify possible revenue opportunities. A few implementation options for the archive system are summarized in this report; namely: 1. System hosted by a partnering agency 2. System contracted to a university 3. System contracted to a national laboratory 4.     Day-to-day dynamic traffic assignment model with variable message signs and endogenous user compliance

    This paper proposes a dual-time-scale, day-to-day dynamic traffic assignment model that takes into account variable message signs (VMS) and its interactions with drivers’ travel choices and adaptive learning processes. The within-day dynamic is captured by a dynamic network loading problem with en route update of path choices influenced by the VMS; the day-to-day dynamic is captured by a simultaneous route-and-departure-time adjustment process that employs bounded user rationality. Moreover, we describe the evolution of the VMS compliance rate by modeling drivers’ learning processes. We endogenize traffic dynamics, route and departure time choices, travel delays, and VMS compliance, and thereby captur their interactions and interdependencies in a holistic manner. A case study in the west end of Glasgow is carried out to understand the impact of VMS has on road congestion and route choices in both the short and long run. Our main find- ings include an adverse effect of the VMS on the network performance in the long run (the “rebound” effect), and existence of an equilibrium state where both traffic and VMS compliance are stabilized

    Cost Estimate Modeling of Transportation Management Plans for Highway Projects, Research Report 11-24

    Highway rehabilitation and reconstruction projects frequently cause road congestion and increase safety concerns while limiting access for road users. State Transportation Agencies (STAs) are challenged to find safer and more efficient ways to renew deteriorating roadways in urban areas. To better address the work zone issues, the Federal Highway Administration published updates to the Work Zone Safety and Mobility Rule. All state and local governments receiving federal aid funding were required to comply with the provisions of the rule no later than October 12, 2007. One of the rule’s major elements is to develop and implement Transportation Management Plans (TMPs). Using well-developed TMP strategies, work zone safety and mobility can be enhanced while road user costs can be minimized. The cost of a TMP for a road project is generally considered a high-cost item and, therefore, must be quantified. However, no tools or systematic modeling methods are available to assist agency engineers with TMP cost estimating. This research included reviewing TMP reports for recent Caltrans projects regarding state-of-the-art TMP practices and input from the district TMP traffic engineers. The researchers collected Caltrans highway project data regarding TMP cost estimating. Then, using Construction Analysis for Pavement Rehabilitation Strategies (CA4PRS) software, the researchers performed case studies. Based on the CA4PRS outcomes of the case studies, a TMP strategy selection and cost estimate (STELCE) model for Caltrans highway projects was proposed. To validate the proposed model, the research demonstrated an application for selecting TMP strategies and estimating TMP costs. Regarding the model’s limitation, the proposed TMP STELCE model was developed based on Caltrans TMP practices and strategies. Therefore, other STAs might require adjustments and modifications, reflecting their TMP processes, before adopting this model. Finally, the authors recommended that a more detailed step-by-step TMP strategy selection and cost estimate process be included in the TMP guidelines to improve the accuracy of TMP cost estimates

    On-road internal combustion engine (ICE) vehicles are responsible for nearly one-third of energy use and one-quarter of greenhouse gas (GHG) emissions in southeastern Pennsylvania.1 Electric vehicles (EVs), including plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles (AEVs), present an opportunity to serve a significant portion of the region's mobility needs while simultaneously reducing energy use, petroleum dependence, fueling costs, and GHG emissions. As a national leader in EV readiness, the region can serve as an example for other efforts around the country."Ready to Roll! Southeastern Pennsylvania's Regional EV Action Plan (Ready to Roll!)" is a comprehensive, regionally coordinated approach to introducing EVs and electric vehicle supply equipment (EVSE) into the five counties of southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia). This plan is the product of a partnership between the Delaware Valley Regional Planning Commission (DVRPC), the City of Philadelphia, PECO Energy Company (PECO; the region's electricity provider), and Greater Philadelphia Clean Cities (GPCC). Additionally, ICF International provided assistance to DVRPC with the preparation of this plan. The plan incorporates feedback from key regional stakeholders, national best practices, and research to assess the southeastern Pennsylvania EV market, identify current market barriers, and develop strategies to facilitate vehicle and infrastructure deployment
