    “Smashing Into Crowds” -- An Analysis of Vehicle Ramming Attacks

    Vehicle ramming attacks are not new. But since 2010 Jihadists have urged their use. Is this the wave of the future, or a terrorist fad? To answer this and other questions the authors expanded and updated the database used in their May 2018 MTI Security Perspective entitled An Analysis of Vehicle Ramming as a Terrorist Threat to include 184 attacks since January 1, 1970. They also reviewed literature and examined some cases in detail. This MTI Security perspective indicates that while not new, vehicle rammings are more frequent and lethal since 2014, although the number of attacks seems to be dropping in 2019. Still it is too early to know if this is because of government countermeasures or because it is a fad that has come and gone. They also found that: (a) the majority of attacks occur in developed countries like the US and Europe; (b) though not more lethal than some other tactics they can be easily carried out by those who cannot get bombs or guns in a target-rich environment that is difficult to protect; (c) while Jihadists (responsible for only 19% of the attacks) have exhorted their use since 2010, it isn’t clear these calls have been successful -- instead the pattern of attacks suggest a kind of wider contagion; (d) attackers plowing vehicles into public gatherings and pedestrianized streets are the most lethal, particularly the attacks are planned and the drivers rent or steal large trucks or vans driven at speed; and finally, (e) government authorities cannot prevent these attacks but can and are doing things to prevent them and mitigate fatalities when they occur

    Timely and reliable packets delivery over Internet of Vehicles (IoVs) for road accidents prevention: a cross-layer approach

    With the envisioned era of Internet of Things (IoTs), all aspects of Intelligent Transportation Systems (ITS) will be connected to improve transport safety, relieve traffic congestion, reduce air pollution, enhance the comfort of transportation and significantly reduce road accidents. In IoVs, regular exchange of current position, direction, velocity, etc., enables mobile vehicles to predict an upcoming accident and alert the human drivers in time or proactively take precautionary actions to avoid the accident. The actualization of this concept requires the use of channel access protocols that can guarantee reliable and timely broadcast of safety messages. This paper investigates the application of network coding concept to increase content of every transmission and achieve improved broadcast reliability with less number of retransmission. In particular, we proposed Code Aided Retransmission-based Error Recovery (CARER) scheme, introduced an RTB/CTB handshake to overcome hidden node problem and reduce packets collision rate. In order to avoid broadcast storm problem associated with the use of RTB/CTB packet in a broadcast transmission, we developed a rebroadcasting metric used to successfully select a vehicle to rebroadcast the encoded message. The performance of CARER protocol is clearly shown with detailed theoretical analysis and further validated with simulation experiments

    Under-reporting bicycle accidents to police in the COST TU1101 international survey: Cross-country comparisons and associated factors

    Police crash reports are often the main source for official data in many countries. However, with the exception of fatal crashes, crashes are often underreported in a biased manner. Consequently, the countermeasures adopted according to them may be inefficient. In the case of bicycle crashes, this bias is most acute and it probably varies across countries, with some of them being more prone to reporting accidents to police than others. Assessing if this bias occurs and the size of it can be of great importance for evaluating the risks associated with bicycling. This study utilized data collected in the COST TU1101 action “Towards safer bicycling through optimization of bicycle helmets and usage”. The data came from an online survey that included questions related to bicyclists' attitudes, behaviour, cycling habits, accidents, and patterns of use of helmets. The survey was filled by 8655 bicyclists from 30 different countries. After applying various exclusion factors, 7015 questionnaires filled by adult cyclists from 17 countries, each with at least 100 valid responses, remained in our sample. The results showed that across all countries, an average of only 10% of all crashes were reported to the police, with a wide range among countries: from a minimum of 0.0% (Israel) and 2.6% (Croatia) to a maximum of a 35.0% (Germany). Some factors associated with the reporting levels were type of crash, type of vehicle involved, and injury severity. No relation was found between the likelihood of reporting and the cyclist's gender, age, educational level, marital status, being a parent, use of helmet, and type of bicycle. The significant under-reporting – including injury crashes that do not lead to hospitalization – justifies the use of self-report survey data for assessment of bicycling crash patterns as they relate to (1) crash risk issues such as location, infrastructure, cyclists' characteristics, and use of helmet and (2) strategic approaches to bicycle crash prevention and injury reduction.Fil: Shinar, D..     Video Transit Training for Older Travelers: A Case Study of the Rossmoor Senior Adult Community, California, MTI Report 06-04

    In this study, the authors applied principles of social learning and marketing to develop a transit training video for residents of the Rossmoor senior adult community in California . The video features familiar community members successfully navigating specific concerns and problems related to transit use in accessing key community destinations (shopping, health care, and the nearest Bay Area Rapid Transit district station). To evaluate the effectiveness of the video, residents were recruited to complete questionnaires before and after viewing it. Video messages aimed to educate viewers on how to obtain transit information, costs, and payment generated a significant and positive attitudinal change. However, respondents reported that the video did not adequately address the difficulties associated with reading schedules and climbing stairs at transit stations. Survey results also indicate a significant and positive change in respondents’ future use of a broader range of Internet-related information sources. The results also reveal a significant and positive change among respondents in using transit services to the specific destinations presented in the video. However, results are mixed on whether participants might take transit to general destinations not explicitly presented in the video

    Analysis of Disengagements in Semi-Autonomous Vehicles: Drivers’ Takeover Performance and Operational Implications

    This report analyzes the reactions of human drivers placed in simulated Autonomous Technology disengagement scenarios. The study was executed in a human-in-the-loop setting, within a high-fidelity integrated car simulator capable of handling both manual and autonomous driving. A population of 40 individuals was tested, with metrics for control takeover quantification given by: i) response times (considering inputs of steering, throttle, and braking); ii) vehicle drift from the lane centerline after takeover as well as overall (integral) drift over an S-turn curve compared to a baseline obtained in manual driving; and iii) accuracy metrics to quantify human factors associated with the simulation experiment. Independent variables considered for the study were the age of the driver, the speed at the time of disengagement, and the time at which the disengagement occurred (i.e., how long automation was engaged for). The study shows that changes in the vehicle speed significantly affect all the variables investigated, pointing to the importance of setting up thresholds for maximum operational speed of vehicles driven in autonomous mode when the human driver serves as back-up. The results shows that the establishment of an operational threshold could reduce the maximum drift and lead to better control during takeover, perhaps warranting a lower speed limit than conventional vehicles. With regards to the age variable, neither the response times analysis nor the drift analysis provide support for any claim to limit the age of drivers of semi-autonomous vehicles

    Ecodriving and Carbon Footprinting: Understanding How Public Education Can Reduce Greenhouse Gas Emissions and Fuel Use

    Ecodriving is a collection of changes to driving behavior and vehicle maintenance designed to impact fuel consumption and greenhouse gas (GHG) emissions in existing vehicles. Because of its promise to improve fuel economy within the existing fleet, ecodriving has gained increased attention in North America. One strategy to improve ecodriving is through public education with information on how to ecodrive. This report provides a review and study of ecodriving from several angles. The report offers a literature review of previous work and programs in ecodriving across the world. In addition, researchers completed interviews with experts in the field of public relations and public message campaigns to ascertain best practices for public campaigns. Further, the study also completed a set of focus groups evaluating consumer response to a series of websites that displayed ecodriving information. Finally, researchers conducted a set of surveys, including a controlled stated-response study conducted with approximately 100 University of California, Berkeley faculty, staff, and students, assessing the effectiveness of static ecodriving web-based information as well as an intercept clipboard survey in the San Francisco Bay Area. The stated-response study consisted of a comparison of the experimental and control groups. It found that exposure to ecodriving information influenced people’s driving behavior and some maintenance practices. The experimental group’s distributional shift was statistically significant, particularly for key practices including: lower highway cruising speed, driving behavior adjustment, and proper tire inflation. Within the experimental group (N = 51), fewer respondents significantly changed their maintenance practices (16%) than the majority that altered some driving practices (71%). This suggests intentionally altering driving behavior is easier than planning better maintenance practices. While it was evident that not everyone modifies their behavior as a result of reviewing the ecodriving website, even small shifts in behavior due to inexpensive information dissemination could be deemed cost effective in reducing fuel consumption and emissions
