    Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America

    In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

    Evaluations of countering violent extremism programs:Linking success to content, approach, setting, and participants

    Since the September 11 attacks, prevention and countering violent extremism (P/CVE) programs have rapidly increased worldwide, garnering significant interest among researchers. This paper is a systematic review focusing on the evaluations of primary, secondary and tertiary prevention programs from 2001 until 2020. The review identified 74 program evaluations that included satisfactory measures and metrics. Only 32% of the studies deemed the intervention successful, 55% described limited success, and 8% deemed the program had failed. Many of the programs evaluated failed to reach their objectives; some generated negative outcomes such as community disdain and an increase in the likelihood of alienation and stigma. Success was largely a self-assessed measure by the facilitators or stakeholders of the programs or the evaluators of the study. Success indicators can be operationalized as the degree of enhanced sense of belonging (connectedness to the community, social connection), trust and willingness to engage in programs, development of critical thinking skills (integrative complexity theory), and a strong sense of worth (quest for significance). Without a generally accepted set of metrics and no cohesive framework for conducting evaluations, this review offers an important addition to the field on the evidence suitable for program evaluations. An important aim of this systematic review was to identify what makes an effective and successful countering violent extremism program. The key findings indicate that enhancing belonging, identity, trust and community engagement, acknowledging perceptions of injustice, religious mentoring, and the promotion of critical thinking/self-reflection are associated with successful programs. The findings press upon policymakers, funders, and researchers the need to consider and support high-quality evaluations of programs.</p

    One Size Does Not Fit All: Exploring the Characteristics of Exit Programmes in Europe

    This paper presents findings from semi-structured interviews with 17 practitioners representing 14 exit interventions in 7 European countries. Drawing from the literature, the study identified analytical dimensions that provided the semi-structured interview script’s analytical framework (e.g., programme characteristics, implementation team, type of intervention, contact approach, programmes’ duration, the use of risk and needs assessment tools, follow-up/monitoring strategies/aftercare procedures). Results suggest that the goals, role of ideology and contact approach differ considerably across exit programmes. The use of risk and needs assessment tools is inconsistent across the programmes. The programmes’ evaluation was unstructured and primarily qualitative. The study has practical implications, namely the significant effort required to train exit practitioners in risk and needs assessment tools. A multi-agency approach will help improve the follow-up and aftercare practices.     An Examination into Fusion Centers Impact on Information Sharing Post 9/11

    The aftermath of the 9/11 attacks on the United States resulted in the introduction of the National Fusion Center Network. This effort seeks to empower National Security by effectively sharing information between various law enforcement organizations. Since the establishment of the Network, information that addresses the Networks\u27 standard operating procedures and existing barriers to share information effectively has been lacking. This caused many criticisms as to whether the network is in fact effective in fulfilling its mandate to effectively share information between the various law enforcement agencies. Utilizing Bandura\u27s cognitive theory of behavioral change, this phenomenological study identifies the strategies utilized by the Fusion center Network to share information while addressing the barriers that arise during the process. Qualitative data consists of interviews conducted with a purposive sample of N=8 employees at two Fusion Centers in the Network. Data were inductively coded, analyzed, and summarized to answer the research questions and illustrate relevance to the framework. Findings made it clear that staff respondents believe that the Fusion Center Network has a tangible impact on Information Sharing between law enforcement, government, and non-government agencies. This expanded the field of knowledge regarding the Fusion Center Network and made room for future researchers to expound on. Recommendations offered by this study are geared towards assisting policy makers, partner organizations and the public at large to make better decisions toward protecting the Homeland from future acts of terror. This study carries implications for creating positive social change by providing recommendations to assist legislators develop effective policies and to increase national security measures of the United States

    The Right to Silence and The Permission to Talk: Motivational Interviewing and High Value Detainees

    Motivational interviewing (MI) is an evidence-based intervention that has proved effective across diverse clinical contexts with clients ambivalent about and resistant to behavioral change. This article argues that the principles of MI can be successfully applied to law enforcement (LE) interviews with high-value detainees (HVDs; i.e., terrorist suspects). Although the forms of ambivalence and resistance may differ from those in clinical contexts, HVDs must make the decision whether to talk or not when they are interviewed. We argue there is likely ambivalence regarding this. We theorized that 4 MI-consistent (MI) skills may be useful for LE interviewers: reflective listening, summaries, rolling with resistance, and developing discrepancies. Using the Observing Rapport Based Interpersonal Techniques coding manual (Alison, Alison, Elntib, & Noone, 2012), we analyzed 804 tapes of LE interviews with 75 terrorism suspects in the United Kingdom. Multilevel structural equation modeling revealed that MI skills encouraged detainee engagement and subsequent information gain. It also revealed that any approach antithetical to MI had a profoundly negative impact on detainee engagement and subsequent information gain—potentially through creating reactance (a form of resistance based on motivations to regain a freedom when it is threatened).
