    Telecommunications Network Planning and Maintenance

    Telecommunications network operators are on a constant challenge to provide new services which require ubiquitous broadband access. In an attempt to do so, they are faced with many problems such as the network coverage or providing the guaranteed Quality of Service (QoS). Network planning is a multi-objective optimization problem which involves clustering the area of interest by minimizing a cost function which includes relevant parameters, such as installation cost, distance between user and base station, supported traffic, quality of received signal, etc. On the other hand, service assurance deals with the disorders that occur in hardware or software of the managed network. This paper presents a large number of multicriteria techniques that have been developed to deal with different kinds of problems regarding network planning and service assurance. The state of the art presented will help the reader to develop a broader understanding of the problems in the domain

    Techno-economic viability of integrating satellite communication in 4G networks to bridge the broadband digital divide

    Bridging the broadband digital divide between urban and rural areas in Europe is one of the main targets of the Digital Agenda for Europe. Though many technological options are proposed in literature, satellite communication has been identified as the only possible solution for the most rural areas, due to its global coverage. However, deploying an end-to-end satellite solution might, in some cases, not be cost-effective. The aim of this study is to give insights into the economic effectiveness of integrating satellite communications into 4G networks in order to connect the most rural areas (also referred to as white areas) in Europe. To this end, this paper proposes a converged solution that combines satellite communication as a backhaul network with 4G as a fronthaul network to bring enhanced broadband connectivity to European rural areas, along with a techno-economic model to analyse the economic viability of this integration. The model is based on a Total Cost of Ownership (TCO) model for 5 years, taking into account both capital and operational expenditures, and aims to calculate the TCO as well as the Average Cost Per User (ACPU) for the studied scenarios. We evaluate the suggested model by simulating a hypothetical use case for two scenarios. The first scenario is based on a radio access network connecting to the 4G core network via a satellite link. Results for this scenario show high operational costs. In order to reduce these costs, we propose a second scenario, consisting of caching the popular content on the edge to reduce the traffic carried over the satellite link. This scenario demonstrates a significant operational cost decrease (more than 60%), which also means a significant ACPU decrease. We evaluate the robustness of the results by simulating for a range of population densities, hereby also providing an indication of the economic viability of our proposed solution across a wider range of areas

    Mobile infrastructure markets have changed dramatically during the past years. The industry is experiencing a shift from traditional large-scale, hardware-driven system roll-outs to software and services -driven business models. Also, the telecommunications and internet worlds are colliding in both mobile infrastructure and services domains requiring established network equipment vendors and mobile operators to transform and adapt to the new business environment. This paper utilizes Schoemaker's scenario planning process to reveal critical uncertain elements shaping the future of the industry. Four possible scenarios representing different value systems between industry's key stakeholders are created. After this, five strategic options with differing risk and cost factors for established network equipment vendors are discussed in order to aid firm's strategic planning process. --

    The Internet is increasingly viewed as an "indispensable" resource for general development and economic growth (UNDP 1999). Its adoption by governments, organizations and individuals has resulted in the shrinking of spatial and temporal distances between different regions of the world, and has greatly facilitated the "free" and quick exchange of information. Such constrictions of time and space impact upon social and economic interactions at all levels of society. Furthermore, ramifications of this impact are felt by a society, group or individual irrespective of whether or not they use the Internet. The ability to access the Internet, and in particular the costs associated with such access, are therefore important points of consideration. Not only do these costs contribute to the disproportional spread of the Internet across the world's population; they also potentially contribute to uneven patterns of development within, and between countries

    Towards 5G: scenario-based assessment of the future supply and demand for mobile telecommunications infrastructure

    Moving from 4G LTE to 5G is an archetypal example of technological change. Mobile Network Operators (MNOs) who fail to adapt will likely lose market share. Hitherto, qualitative frameworks have been put forward to aid with business model adaptation for MNOs facing on the one hand increasing traffic growth, while on the other declining revenues. In this analysis, we provide a complementary scenario-based assessment of 5G infrastructure strategies in relation to mobile traffic growth. Developing and applying an open-source modelling framework, we quantify the uncertainty associated with future demand and supply for a hypothetical MNO, using Britain as a case study example. We find that over 90% of baseline data growth between 2016 and 2030 is driven by technological change, rather than demographics. To meet this demand, spectrum strategies require the least amount of capital expenditure and can meet baseline growth until approximately 2025, after which new spectrum bands will be required. Alternatively, small cell deployments provide significant capacity but at considerable cost, and hence are likely only in the densest locations, unless MNOs can boost revenues by capturing value from the Internet of Things (IoT), Smart Cities or other technological developments dependent on digital connectivity.Edward Oughton, Zoraida Frias, Tom Russell and David Cleevely would like to express their gratitude to the UK Engineering and Physical Science Research Council for funding via grant EP/N017064/1: Multi-scale InfraSTRucture systems AnaLytics (Mistral).     A complex systems perspective on innovation, investment and regulation of evolving telecommunications networks

    This thesis is a Doctoral Thesis of the International Executive Doctorate Programme (DBA) at the School of Management, Cranfield University, UK. The purpose of the study is to present the results of the research dedicated to the topic of Infrastructure Sharing, a common method to make use of the limited infrastructure resources of many stakeholders. The research aims to develop a decision support tool for a National Regulating Authority (NRA) on the basis of a software simulation representing infrastructure in use as complex systems consisting of agent and infrastructure networks. By applying a computational Agent-Based Modelling (ABM) approach to policy decisions, i.e. influence of Duct and Pole Access (DPA) to incumbent telecommunication infrastructures, the research investigates regulatory considerations that stimulate the development of alternative networks. The final deliverable of the research is a simulation tool that provides a solid foundation for simulating experiments, which allows analysis of demand for broadband services by different subgroups of users. The results of the study are of value for regulators, practitioners, representatives of telecommunication and other network industries, and scholars who deal with the topic of sustainable infrastructure development and recognise the value of a complex system perspective
