    Naval Ship Maintenance: An Analysis of the Dutch Shipbuilding Industry Using the Knowledge Value Added, Systems Dynamics, and Integrated Risk Management Methodologies

    Sponsored Report (for Acquisition Research Program)Initiatives to reduce the cost of ship maintenance have not yet realized the normal cost-reduction learning curve improvements. One explanation is the lack of recommended technologies. Damen, a Dutch shipbuilding and service firm, has incorporated similar technologies and is developing others to improve its operations. The research team collected data on Dutch ship maintenance operations and used them to build three types of computer simulation models of ship maintenance and technology adoption. The results were analyzed and compared with previously developed modeling results of U.S. Navy ship maintenance and technology adoption. Adopting 3D PDF alone improves ROI significantly more than adopting a logistics package alone and adding both technologies improves ROI more than adding either technology alone. Adoption of the technologies would provide cost benefits far in excess of not using the technologies and there were marginal benefits in sequentially implementing the technologies over immediately implementing them. There are a number of issues in comparing the results with previous research but the potential benefits of using the technologies are very high in both cases. Implications for acquisition practice include the need for careful analysis and selection from among a variety of available information technologies and the recommendation for a phased development and implementation approach to manage uncertainty.Acquisition Research Progra

    This research study focuses on developing a framework that can be utilized by system architects to understand the emergent behavior of system architectures. The objective is to design a framework that is modular and flexible in providing different ways of modeling sub-systems of System of Systems. At the same time, the framework should capture the adaptive behavior of the system since evolution is one of the key characteristics of System of Systems. Another objective is to design the framework so that humans can be incorporated into the analysis. The framework should help system architects understand the behavior as well as promoters or inhibitors of change in human systems. Computational intelligence tools have been successfully used in analysis of Complex Adaptive Systems. Since a System of Systems is a collection of Complex Adaptive Systems, a framework utilizing combination of these tools can be developed.     A Survey of Agent-Based Modeling Practices (January 1998 to July 2008)

    In the 1990s, Agent-Based Modeling (ABM) began gaining popularity and represents a departure from the more classical simulation approaches. This departure, its recent development and its increasing application by non-traditional simulation disciplines indicates the need to continuously assess the current state of ABM and identify opportunities for improvement. To begin to satisfy this need, we surveyed and collected data from 279 articles from 92 unique publication outlets in which the authors had constructed and analyzed an agent-based model. From this large data set we establish the current practice of ABM in terms of year of publication, field of study, simulation software used, purpose of the simulation, acceptable validation criteria, validation techniques and complete description of the simulation. Based on the current practice we discuss six improvements needed to advance ABM as an analysis tool. These improvements include the development of ABM specific tools that are independent of software, the development of ABM as an independent discipline with a common language that extends across domains, the establishment of expectations for ABM that match their intended purposes, the requirement of complete descriptions of the simulation so others can independently replicate the results, the requirement that all models be completely validated and the development and application of statistical and non-statistical validation techniques specifically for ABM.Agent-Based Modeling, Survey, Current Practices, Simulation Validation, Simulation Purpose

    Requirement Volatility, Standardization and Knowledge Integration in Software Projects: An Empirical Analysis on Outsourced IS Development Projects

    Information systems development (ISD) projects are highly complex, with different groups of people having  to collaborate and exchange their knowledge. Considering the intensity of knowledge exchange that takes place in outsourced ISD projects, in this study a conceptual model was developed, aiming to examine the influence of four antecedents, i.e. standardization, requirement volatility, internal integration, and external integration, on two dependent variables, i.e. process performance and product performance. Data  were collected from 46 software companies in four big cities in Indonesia. The collected data were examined to verify the proposed theoretical model using the partial least square structural equation modeling (PLS-SEM) technique. The results show that process performance is significantly influenced by internal integration and standardization, while product performance is  significantly influenced by external integration and  requirement volatility. This study contributes  to a better understanding of how knowledge integration can be managed in outsourced ISD projects in view of increasing their success

    Direct and Mediating Influences of User-Developer Perception Gaps in Requirements Understanding on User Participation

    User participation is considered an effective way to conduct requirements engineering, but user-developer perception gaps in requirements understanding occur frequently. Since user participation in practice is not as active as we expect and the requirements perception gap has been recognized as a risk that negatively affects projects, exploring whether user-developer perception gaps in requirements understanding will hinder user participation is worthwhile. This will help develop a greater comprehension of the intertwined relationship between user participation and perception gap, a topic that has not yet been extensively examined. This study investigates the direct and mediating influences of user-developer requirements perception gaps on user participation by integrating requirements uncertainty and top management support. Survey data collected from 140 subjects were examined and analyzed using structural equation modeling. The results indicate that perception gaps have a direct negative effect on user participation and negate completely the positive effect of top management support on user participation. Additionally, perception gaps do not have a mediating effect between requirements uncertainty and user participation because requirements uncertainty does not significantly and directly affect user participation, but requirements uncertainty indirectly influences user participation due to its significant direct effect on perception gaps. The theoretical and practical implications are discussed, and limitations and possible future research areas are identified
