    Occupational stress is a topic of substantial interest to organizational researchers and managers, as well as society at large. Stress arising from work conditions can be pervasive and significant in its impact on individuals, their families and organizations. There is also a widespread belief that management of job stress is a key factor for enhancing individual performance on the job, hence increasing organizational effectiveness. Sethi and Schuler 1984 outlined four major reasons why job stress and coping have become prominent issues: a concern for individual employee health and well-being; b the financial impact on organizations including days lost due to stress-related illness; c organizational effectiveness; and d legal obligations on employers to provide safe and healthy working environments

    This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. The IPCC was jointly established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), in particular to assess in a comprehensive, objective, and transparent manner all the relevant scientific, technical, and socioeconomic information to contribute in understanding the scientific basis of risk of human-induced climate change, the potential impacts, and the adaptation and mitigation options. Beginning in 1990, the IPCC has produced a series of Assessment Reports, Special Reports, Technical Papers, methodologies, and other key documents which have since become the standard references for policymakers and scientists.This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decisionmaking under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies

    AbstractThe methods used to plan adaptation to climate change have been heavily influenced by scientific narratives of gradual change and economic narratives of marginal adjustments to that change. An investigation of the theoretical aspects of how the climate changes suggests that scientific narratives of climate change are socially constructed, biasing scientific narratives to descriptions of gradual as opposed rapid, non-linear change. Evidence of widespread step changes in recent climate records and in model projections of future climate is being overlooked because of this. Step-wise climate change has the potential to produce rapid increases in extreme events that can cross institutional, geographical and sectoral domains.Likewise, orthodox economics is not well suited to the deep uncertainty faced under climate change, requiring a multi-faceted approach to adaptation. The presence of tangible and intangible values range across five adaptation clusters: goods; services; capital assets and infrastructure; social assets and infrastructure; and natural assets and infrastructure. Standard economic methods have difficulty in giving adequate weight to the different types of values across these clusters. They also do not account well for the inter-connectedness of impacts and subsequent responses between agents in the economy. As a result, many highly-valued aspects of human and environmental capital are being overlooked.Recent extreme events are already pressuring areas of public policy, and national strategies for emergency response and disaster risk reduction are being developed as a consequence. However, the potential for an escalation of total damage costs due to rapid change requires a coordinated approach at the institutional level, involving all levels of government, the private sector and civil society.One of the largest risks of maladaptation is the potential for un-owned risks, as risks propagate across domains and responsibility for their management is poorly allocated between public and private interests, and between the roles of the individual and civil society. Economic strategies developed by the disaster community for disaster response and risk reduction provide a base to work from, but many gaps remain.We have developed a framework for valuing adaptation that has the following aspects: the valuation of impacts thus estimating values at risk, the evaluation of different adaptation options and strategies based on cost, and the valuation of benefits expressed as a combination of the benefits of avoided damages and a range of institutional values such as equity, justice, sustainability and profit.The choice of economic methods and tools used to assess adaptation depends largely on the ability to constrain uncertainty around problems (predictive uncertainty) and solutions (outcome uncertainty). Orthodox methods can be used where both are constrained, portfolio methodologies where problems are constrained and robust methodologies where solutions are constrained. Where both are unconstrained, process-based methods utilising innovation methods and adaptive management are most suitable.     The determinants of successful partnering: a transaction cost perspective

    Support is emerging for the assertion that partnering can have a significant beneficial influence on project relationships and project outcomes. However, not all of the evidence bears this out: there are some examples of less-than-successful experiments with partnering approaches. Questions quite naturally arise as to whether any particular elements or aspects of partnering have differed in some of the documented examples, thus giving rise to their relative success or failure. In order to answer such questions there is a need for a theoretical framework against which to analyse the relative performance of partnering projects. In this paper, the authors propose an approach based upon aspects of Transaction Cost Economics (TCE) theory. It is argued that two main factors, contractual incompletedness and opportunism, are fundamental in determining whether project relationships are adversarial or not. The validity of the approach is examined by applying it retrospectively to a strategic partnering agreement involving more than 80 individual building projects. This agreement had been the subject of a four-year study and had been found to produce benefits in a number of areas, not least in the avoidance of conflict and disputes. After analysis, evidence for the reduction of contractual incompletedness was mixed, however the opportunistic inclinations of the participants (specifically, the contractors) were effectively attenuated by a clearly observable combination of factors, which included preselection criteria, and the use of appropriate management and commercial frameworks in which to operate. The case study suggests a prima facie validity to the analytical approach that was adopted, which merits further testing: the next stages being to develop and refine the framework, and to carry out comparative multi-case research on a number of different partnering projects

    The impact of regulation, ownership and business culture on managing corporate risk within the water industry

    Although the specifics of water utility ownership, regulation and management culture have been explored in terms of their impact on economic and customer value, there has been little meaningful engagement with their influence on the risk environment and risk management. Using a literature review as the primary source of information, this paper maps the existing knowledge base onto two critical questions: what are the particular features of regulation, ownership and management culture which influence the risk dynamic, and what are the implications of these relationships in the context of ambitions for resilient organizations? In addressing these queries, the paper considers the mindful choices and adjustments a utility must make to its risk management strategy to manage strategic tensions between efficiency, risk and resilience. The conclusions note a gap in understanding of the drivers required for a paradigm shift within the water sector from a re-active to a pro-active risk management culture. A proposed model of the tensions between reactive risk management and pro-active, adaptive risk management provides a compelling case for measured risk management approaches which are informed by an appreciation of regulation, ownership and business culture. Such approaches will support water authorities in meeting corporate aspirations to become "high reliability" services while retaining the capacity to out-perform financial and service level targets

    Understanding new venture market application search processes: A propositional model.

    Technology-based ventures are confronted with complex decisions on how to apply their technology platform in highly uncertain and ambiguous market environments. Based on four case studies, a dynamic decision model is developed in which we highlight the similarities between the search and learning processes in venture development contexts and in new product development contexts. This entrepreneurial search and learning process is understood as consisting of sequences of episodes – characterized by uncertainty and ambiguity - and scripts – i.e. approaches to market application search.
