    Loran-C performance assurance assessment program

    The Federal Aviation Administration (FAA) has accepted the Loran-C navigation system as a supplemental navigation aid for enroute use. Extension of Loran-C utilization to instrument approaches requires establishment of a process by which the current level of performance of the system is always known by the pilot. This system 'integrity' translates into confidence that, if the system is made available to the pilot, the guidance will be correct. Early in the consideration of Loran-C for instrument approaches, the Loran-C Planning Work-Group (LPW) was formed with membership from the FAA, the US Coast Guard, various state governments, aviation users, equipment manufacturers and technical experts. The group was hosted and co-chaired by the National Association of State Aviation Officials (NASAO). This forum was ideal for identification of system integrity issues and for finding the correct process for their resolution. Additionally, the Wild Goose Association (WGA), which is the international Loran-C technical and user forum, regularly brings together members of the FAA, Coast Guard, and the scientific community. Papers and discussions from WGA meetings have been helpful. Given here is a collection of the issues in which Ohio University became involved. Issues definition and resolution are included along with the recommendations in those areas where resolution is not yet complete

    This Report details the results and lessons of a decade long (2003-2013) Partnership for Transparency Fund (www.ptfund.org) support to Filipino civil society organizations to fight corruption. It celebrates the successes and reflects on challenges faced as PTF enters a new phase in its partnership. In 2014 PTF established a regional affiliate called PTF Asia as a foundation headquartered in Manila. As efforts worldwide and in the Philippines have evolved during these ten years, the discussion in this Report offers lessons in going forward towards this new phase as well as initiatives beyond the Philippine

    Wireless Medical Sensor Networks: Design Requirements and Enabling Technologies

    This article analyzes wireless communication protocols that could be used in healthcare environments (e.g., hospitals and small clinics) to transfer real-time medical information obtained from noninvasive sensors. For this purpose the features of the three currently most widely used protocols—namely, Bluetooth® (IEEE 802.15.1), ZigBee (IEEE 802.15.4), and Wi-Fi (IEEE 802.11)—are evaluated and compared. The important features under consideration include data bandwidth, frequency band, maximum transmission distance, encryption and authentication methods, power consumption, and current applications. In addition, an overview of network requirements with respect to medical sensor features, patient safety and patient data privacy, quality of service, and interoperability between other sensors is briefly presented. Sensor power consumption is also discussed because it is considered one of the main obstacles for wider adoption of wireless networks in medical applications. The outcome of this assessment will be a useful tool in the hands of biomedical engineering researchers. It will provide parameters to select the most effective combination of protocols to implement a specific wireless network of noninvasive medical sensors to monitor patients remotely in the hospital or at home
