    A governance analysis of the Barotse floodplain system, Zambia: identifying obstacles and opportunities

    The Barotse floodplain is an ecosystem characterized by a paradox of widespread poverty amidst high ecological and agricultural potential. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to address this paradox on the assumption that the rural poor have the potential to transform their lives using the aquatic resources in their environment. Understanding the conditions for natural resources use and management is critical for a program that seeks to transform the livelihoods of households dependent on natural resources. The purpose of this report is to identify and analyze key governance variables influencing the livelihood outcomes of AAS program interventions in the Barotse floodplain system

    Comparison of institutional arrangements for river basin management in eight basins

    This study represents an effort toward understanding conditions that affect successful or unsuccessful efforts to devolve water resource management to the river basin level and secure active stakeholder involvement. A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements.     Sustainability experiments in the agri-food system : uncovering the factors of new governance and collaboration success

    In recent years, research, society and industry recognize the need to transform the agri-food system towards sustainability. Within this process, sustainability experiments play a crucial role in transforming the structure, culture and practices. In literature, much attention is given to new business models, even if the transformation of conventional firms toward sustainability may offer opportunities to accelerate the transformation. Further acceleration could be achieved through collaboration of multiple actors across the agri-food system, but this calls for a systems approach. Therefore, we developed and applied a new sustainability experiment systems approach (SESA) consisting of an analytical framework that allows a reflective evaluation and cross-case analysis of multi-actor governance networks based on business and learning evaluation criteria. We performed a cross-case analysis of four agri-food sustainability experiments in Flanders to test and validate SESA. Hereby, the key factors of the success of collaboration and its performance were identified at the beginning of a sustainability experiment. Some of the key factors identified were risk sharing and the drivers to participate. We are convinced that these results may be used as an analytical tool for researchers, a tool to support and design new initiatives for policymakers, and a reflective tool for participating actors

    Adaptive Governance and Evolving Solutions to Natural Resource Conflicts

    New Zealand is facing increasing challenges in managing natural resources (land, freshwater, marine space and air quality) under pressures from domestic (population growth, agricultural intensification, cultural expectations) and international (climate change) sources. These challenges can be described in terms of managing ‘wicked problems’; i.e. problems that may not be understood fully until they have been solved, where stakeholders have different world views and frames for understanding the problem, the constraints affecting the problem and the resources required to solve it change over time, and no complete solution is ever actually found. Adaptive governance addresses wicked problems through a framework to engage stakeholders in a participative process to create a long term vision. The vision must identify competing goals and a process for balancing them over time that acknowledges conflicts cannot always be resolved in a single lasting decision. Circumstances, goals and priorities can all vary over time and by region. The Resource Management Act can be seen as an adaptive governance structure where frameworks for resources such as water may take years to evolve and decades to fully implement. Adaptive management is about delivery through an incremental/experimental approach, limits on the certainty that governments can provide and stakeholders can demand, and flexibility in processes and results. In New Zealand it also requires balancing central government expertise and resources, with local authorities which can reflect local goals and knowledge, but have varying resources and can face quite distinct issues of widely differing severity. It is important to signal the incremental, overlapping, iterative and time-consuming nature of the work involved in developing and implementing adaptive governance and management frameworks. Managing the expectations of those involved as to the nature of the process and their role in it, and the scope and timing of likely outcomes, is key to sustaining participation.Adaptive capacity; governance; resilience

    Decision support system for the long-term city metabolism planning problem

    A Decision Support System (DSS) tool for the assessment of intervention strategies (Alternatives) in an Urban Water System (UWS) with an integral simulation model called “WaterMetÂČ” is presented. The DSS permits the user to identify one or more optimal Alternatives over a fixed long-term planning horizon using performance metrics mapped to the TRUST sustainability criteria (Alegre et al., 2012). The DSS exposes lists of in-built intervention options and system performance metrics for the user to compose new Alternatives. The quantitative metrics are calculated by the WaterMetÂČ model and further qualitative or user-defined metrics may be specified by the user or by external tools feeding into the DSS. A Multi-Criteria Decision Analysis (MCDA) approach is employed within the DSS to compare the defined Alternatives and to rank them with respect to a pre-specified weighting scheme for different Scenarios. Two rich, interactive Graphical User Interfaces, one desktop and one web-based, are employed to assist with guiding the end user through the stages of defining the problem, evaluating and ranking Alternatives. This mechanism provides a useful tool for decision makers to compare different strategies for the planning of UWS with respect to multiple Scenarios. The efficacy of the DSS is demonstrated on a northern European case study inspired by a real-life urban water system for a mixture of quantitative and qualitative criteria. The results demonstrate how the DSS, integrated with an UWS modelling approach, can be used to assist planners in meeting their long-term, strategic level sustainability objectives

    Towards a pragmatic approach for dealing with uncertainties in water management practice

    Management of water resources is afflicted with uncertainties. Nowadays it is facing more and new uncertainties since pace and dimension of changes (e.g. climatic, demographic) are accelerating and are likely to increase even more in the future. Hence it is crucial to find pragmatic ways to deal with these uncertainties in water management. So far, decision-making under uncertainty in water management is based on either intuition, heuristics and experience of water managers or on expert assessments all of which are only of limited use for water managers in practice. We argue for an analytical yet pragmatic approach to enable practitioners to deal with uncertainties in a more explicit and systematic way and allow for better informed decisions. Our approach is based on the concept of framing, referring to the different ways in which people make sense of the world and of the uncertainties. We applied and tested recently developed parameters that aim to shed light on the framing of uncertainty in two sub-basins of the Rhine. We present and discuss the results of a series of stakeholder interactions in the two basins aimed at developing strategies for improving dealing with uncertainties. The strategies are synthesized in a cross-checking list based on the uncertainty framing parameters as a hands-on tool for systematically identifying improvement options when dealing with uncertainty in water management practice. We conclude with suggestions for testing the developed check-list as a tool for decision aid in water management practice.     Participation in multicriteria decision support - the case of conflicting water allocation in the Spree River basin

    This discussion paper presents the Integrated Methodological Approach for participatory multi-criteria decision support under uncertainty (IMA), which emerged from the debates about participation, multi-criteria analysis (MCA) and benefit-cost analysis (BCA). It provides a framework for participatory and science-based evaluation processes with combined use of BCA and MCA to support large-scale public decisions. While IMA does not claim to realize an all-inclusive participation scheme, it offers the advantage to improve the quality of decision making through advances in competence and fairness.     Good Governance: A Framework for Implementing Sustainable Land Management, Applied to an Agricultural Case in Northeast-Brazil

    Land management needs to cope with persistent environmental and societal changes. This requires functional governance systems. The purpose of this research is to develop a good governance framework for the implementation of sustainable land management. Good governance theory is extensive, although its operationalization remains difficult. We derived a set of good governance attributes from the literature: (i) the functionality of the regulatory framework, (ii) the legitimacy and accountability of the actors, (iii) the fairness and transparency of the decision-making processes, and (iv) quality control and adaptiveness. These constitute a framework which, supported by guiding questions, facilitates the evaluation of governance attributes to assess sustainable land management practices. We applied the scheme to a case study in Northeast Brazil regarding sustainable land management where biological pest control is considered to be a biodiversity-related ecosystem service. Since its adoption often falls short of expectations, we scrutinized its governance system. First, experts answered our guiding questions, and second, we involved local stakeholders in the discussion of good governance attributes through the participatory approach of constellation analysis. Trust in agricultural consultants and issues of the practical application of pest control turned out to be crucial. The workshop participants requested a model farm to build more trust and experience. There was considerable demand for policy at the national planning level to formulate and monitor the content of the agricultural advisory program.
