    The transformation of transport policy in Great Britain? 'New Realism' and New Labour's decade of displacement activity

    In a 1999 paper, Goodwin announced ‘the transformation of transport policy in Great Britain’. His central point was that consensus was emerging among policy makers and academics based on earlier work including Transport: The New Realism, which rejected previous orthodoxy that the supply of road space could and should be continually expanded to match demand. Instead a combination of investment in public transport, walking and cycling opportunities and – crucially – demand management should form the basis of transport policy to address rising vehicle use and associated increases in congestion and pollution / carbon emissions. This thinking formed the basis of the 1997 Labour government’s ‘sustainable transport’ policy, but after 13 years in power ministers neither transformed policy nor tackled longstanding transport trends. Our main aim in this paper is to revisit the concept of New Realism and re-examine its potential utility as an agent of change in British transport policy. Notwithstanding the outcome of Labour’s approach to transport policy, we find that the central tenets of the New Realism remain robust and that the main barriers to change are related to broader political and governance issues which suppress radical policy innovation

    Database of historic ports and coastal sailing routes in England and Wales

    This data paper presents a reconstruction of historical ports and coastal routes in England and Wales during the age of the sailing ship, ending at the beginning of the twentieth century. The dataset was created by an amalgamation of twenty different sources,including geographical data, primary sources and secondary literature. Ports found in historical documents were listed by year of appearance and georeferenced. Ports that appear in multiple sour-ces were listed only once. Coastal routes between ports were drawn based on navigation charts and bathymetry data, distinguishing five categories with different characteristics. Visibility from the coast was deduced from elevation rasters and lighthouse locations. Subsequently both ports and coastal routes were checked using topo-logical rules to ensure the connectivity of the network. The data is provided in shapefile format with all the attributes and can be analysed using Geographical Information Systems (GIS) for different types of geographical and historical studies

    Transport in a sustainable urban future

    Transport is acknowledged as a vital ingredient of any credible strategy for the sustainable city because of the key role it plays in promoting economic development, quality of life and wellbeing. Yet managing urban transport effectively, given its complex and intersecting economic, environmental and social impacts, is also precisely the kind of ‘wicked problem’ that policy makers consistently find hard to resolve (Docherty and Shaw, 2011a; Conklin, 2006; Rittel and Webber, 1973). Many of the reasons for this are longstanding and emanate in particular from the dominance of the private car in meeting the demand for mobility, which has built up over many decades in the developed world, but which is now being reproduced at a much higher pace in the fast growing cities of the Pacific Rim and elsewhere (Newman and Kenworthy, 1999; Lyons and Loo, 2008). Although it has undoubtedly transformed our patterns of travel and consumption, concerns over the limitations and externalities of private car transport – primarily traffic congestion, environmental degradation and social exclusion – have for many years stimulated various initiatives designed to mitigate these externalities (Feitelson and Verhoef, 2001; Knowles et al, 2008). The conflict between the car, long promoted by neoliberal voices as a potent weapon of the free market and individual liberty, and competing visions of a more ‘public’ transport system based on collective modes such as the bus and train, and active travel by walking and cycling, has been played out over many years. Nowhere has this conflict been more intense than in cities, as it is here that the problems such as congestion, poor local air quality and mobility deprivation are often at their most intense (Cahill, 2010; Docherty et al, 2008)

    How circular is your tyre: Experiences with extended producer responsibility from a circular economy perspective

    The circular economy (CE) emphasises closing material loops to retain material value. The current practice of tyre recycling in the Netherlands, through a system of extended producer responsibility (EPR), appears an overwhelming success, with claims of 100% recovery. Yet, there is limited critical understanding regarding the system’s circularity, considering alternative value retention options and resource recovery outcomes. This study analyses this Dutch tyre EPR system and reflects on how it can be improved from a systemic CE perspective. It uses a qualitative case study approach, using interviews and a review of policy, legal and EPR reporting documents. This paper assesses the governance of this sector and reflects on the existing system, including its circularity and value retention outcomes. Our analysis reveals seven central issues concerning how the EPR system currently functions, resulting in limited circularity and sustainability outcomes, despite high material recovery levels. To address these issues we recommend the continuous improvement of recovery and sustainability targets beyond a single product life cycle, a more transparent and inclusive governance system, as well as a greater focus on sufficiency strategies, e.g. design for durability and a broader transformation of transport models. This paper adds a practical understanding of the capacity of EPR to contribute to CE

    Regional patterns of transport CO2 and total CO2 emissions in the EU15 countries

    The decarbonisation of the economy is a well-established international trend in environmental research. Decarbonisation is normally defined as a decreasing carbon intensity of the economy, measured by dividing the carbon dioxide (CO2) emissions with the gross domestic product (GDP). The paper compares two aspects of the carbon intensity of the economy: (1) The total CO2 emission intensity of the economy and (2) the transport CO2 emission intensity of the economy. Data is gathered from the current fifteen European Union (EU15) countries from 1960 to 1999. The countries are grouped by cluster analysis and regional patterns of the groupings are analysed. It can be concluded that while the total CO2 intensity of the economy has decreased, the transport CO2 intensity has in fact increased in the EU15 countries. Regarding the whole period, only Ireland and Austria showed decreasing transport CO2 intensity. It seems, that in the 1990?s a change in the trend was achieved also in Denmark, Finland, Sweden and United Kingdom. In the United States, transport CO2 intensity began to decrease already in the mid 1970?s, but still in 1999 the figures were approximately two times greater than that of the EU15.     Bicycle and car share schemes as inclusive modes of travel? A socio-spatial analysis in Glasgow

    Public bicycle and car sharing schemes have proliferated in recent years and are increasingly part of the urban transport landscape. Shared transport options have the potential to support social inclusion by improving accessibility: these initiatives could remove some of the barriers to car ownership or bicycle usage such as upfront costs, maintenance and storage. However, the existing evidence base indicates that, in reality, users are most likely to be white, male and middle class. This paper argues that there is a need to consider the social inclusivity of sharing schemes and to develop appropriate evaluation frameworks accordingly. We therefore open by considering ways in which shared transport schemes might be inclusive or not, using a framework developed from accessibility planning. In the second part of the paper, we use the case study of Glasgow in Scotland to undertake a spatial equity analysis of such schemes. We examine how well they serve different population groups across the city, using the locations of bicycle stations and car club parking spaces in Glasgow, comparing and contrasting bike and car. An apparent failure to deliver benefits across the demographic spectrum raises important questions about the socially inclusive nature of public investment in similar schemes

    An Ethnography of Moving in Nairobi: Pedestrians, Handcarts, Minibuses and the Vitality of Urban Mobility

    abstract: This ethnography follows mobile trajectories on roads in Nairobi to investigate how the transformation of transport infrastructure has affected people’s everyday mobility. I follow diverse mobile actors, including pedestrians, handcart (mkokoteni) workers, and minibus (matatu) operators, whose practices and ideas of moving are central to understand the city’s ordinary mobility. I also situate their everyday ways of moving in the rules, plans and ideas of regulators, such as government officials, engineers and international experts, who focus on decongesting roads and attempt to reshape Nairobi’s better urban mobility. Despite official and popular aspirations for building new roads and other public transport infrastructure, I argue that many mobile actors still pursue and struggle with preexisting and non-motorized means and notions of moving that are not reflected in the promise of and plans for better mobility. This ethnography also reveals how certain important forms of ordinary mobility have been socially marginalized. It explores what kinds of difficulties are created when the infrastructural blueprints of road “experts” and the notions that politicians promote about a new urban African mobility fail to match the reality of everyday road use by the great majority of Nairobi residents. By employing mobile participant observation of the practices of moving, this study also finds important ethnographic implications and suggestions for the study of mobile subjects in an African city where old and new forms of mobility collide.Dissertation/ThesisDoctoral Dissertation Anthropology 201
