    E-Government and Democracy in Russia

    Against the backdrop of creeping authoritarianism by the Putin administration, this paper examines whether or not Russian efforts to enact e-government are enhancing, inhibiting, or neutral towards the establishment of preconditions for democracy in Russia. Eighty official regional governmental websites in 2003 and 85 in 2004 are examined to benchmark their contents according to a set of measures related to Information, Communications / Participation, Action / Transaction, and Integration. This paper also considers the contributions of the Electronic Russia (E-Russia) program launched in 2002 as a nine-year, $2.57B effort to bring e-government to Russia. It is concluded that the main thrust of the websites was on the Information category, with some increases in the Communications / Participation from 2003 to 2004. Almost no services were enacted. Using a detailed analysis of the E-Russia expenditures, it is concluded that this program was focused more on building infrastructure than on building up e-government websites or increasing Internet access. Most support is found for the proposition that Russian e-government efforts so far have done little to enhance the preconditions for democracy, but at the same time should not be viewed as a Potemkin village, i.e. as a means to conceal moves away from democracy

    Healthcare reform in Russia: problems and prospects

    This paper examines the prospects for reform of Russia’s healthcare system. It begins by exploring a number of fundamental imbalances that characterise the current half-reformed system of healthcare provision before going on to assess the government’s plans for going ahead with healthcare reform over the medium term. The challenges it faces include strengthening primary care provision and reducing the current over-reliance on tertiary care; restructuring the incentives facing healthcare providers; and completing the reform of the system of mandatory medical insurance

    Green Economy: Regional Priorities

    The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075

    Trade development strategy, regional economic development and cooperation: The case of the Murmansk region, Russia

    The purpose of the article is to explore the concept of a trade development strategy and to identify its impact on cross-border trade and cooperation. The case focuses on the Murmansk region and cross-border trade with Finland. This study is designed as a qualitative, single-case, embedded study. Primary data collection was executed by means of a survey and semi-structured interviews. The acquired data were analyzed by developing a case description. In this study trade development strategy is understood from the practice theory perspective and is defined as a set of strategic activities initiated by formal and informal institutions. The concept of a trade development strategy includes activities related to (1) intelligent growth, (2) trade promotion, (3) infrastructure development, and (4) support for market access and international trade cooperation. This study reveals that the absence of a thoroughly devised international trade´development strategy in the Murmansk region does not allow for the streamlining of strategizing activities related to trade development; therefore the activities tend to be uncoordinated and unbalanced

    Russian police and transition to democracy: lessons from one empirical study

    The paper discusses public experiences of policing in today’s Russia, public attitudes towards police resulting from such experiences and wider social implications of those attitudes. At the basis of the discussion is an empirical study which has been carried out by the author. The study has found abundant evidence of distrust towards – and fear of – police by contemporary Russians. It is argued that the corrupt, brutal and unaccountable police who lack legitimacy in the eyes of citizens trigger public responses that may help to deepen social inequalities, subvert the process of establishing the rule of law and impede the Russian transition to democracy. Moreover, if citizens view the police as illegitimate – indeed, believe that the very state agency designed to protect them actually presents threats to their security – the legitimacy of the entire state structure is at risk

    From “Clientelism” to a “Client-centred orientation”? The challenge of public administration reform in Russia

    The inefficiency, corruption and lack of accountability that afflict public administration in Russia impose substantial direct costs on both entrepreneurs and ordinary citizens. This paper examines the major weaknesses of Russia’s public administration and assesses the government’s recently revised programme of administrative reform. It lays particular stress on the relationship between public bureaucracies and the larger institutional environment within which they operate, as well as on the need for far greater transparency of public bodies and stronger non-judicial means of redress for citizens wishing to challenge bureaucratic decisions. Many of the problems of Russia’s public administration are aggravated by the fact that the Russian state often tries to do too much: the paper therefore explores the link between administrative reform and the scope of state ownership and regulation

    Stimulating innovation in Russia: the role of institutions and policies

    This paper examines the potential role of innovation policy in enhancing long-term productivity growth in Russia. It begins by exploring the role of framework conditions for business in encouraging innovative activities, particularly with respect to intellectual property rights and competition. Realising Russia’s innovation potential will also require reform of the large public science sector. This raises issues pertaining to the organisation and financing of public research bodies and, in particular, to the incentives and opportunities they face in commercialising the results of their research. Finally, the paper looks at the potential role of direct interventions, such as special economic zones and technoparks, as well as the scope for improving the tax regime for private-sector R&D
