Developing sustainable business models for institutions’ provision of open educational resources: Learning from OpenLearn users’ motivations and experiences

Universities across the globe have, for some time, been exploring the possibilities for achieving public benefit and generating business and visibility through releasing and sharing open educational resources (OER). Many have written about the need to develop sustainable and profitable business models around the production and release of OER. Downes (2006), for example, has questioned the financial sustainability of OER production at scale. Many of the proposed business models focus on OER’s value in generating revenue and detractors of OER have questioned whether they are in competition with formal education. This paper reports on a study intended to broaden the conversation about OER business models to consider the motivations and experiences of OER users as the basis for making a better informed decision about whether OER and formal learning are competitive or complementary with each other. The study focused on OpenLearn - the Open University’s (OU) web-based platform for OER, which hosts hundreds of online courses and videos and is accessed by over 3,000,000 users a year. A large scale survey and follow-up interviews with OpenLearn users worldwide revealed that university provided OER can offer learners a bridge to formal education, allowing them to try out a subject before registering on a formal course and to build confidence in their abilities as learners. In addition, it was found that using OER during formal paid-for study can improve learners’ performance and self-reliance, leading to increased retention and satisfaction with the learning experience

Open educational resources for all? Comparing user motivations and characteristics across The Open University’s iTunes U channel and OpenLearn platform.

With the rise in access to mobile multimedia devices, educational institutions have exploited the iTunes U platform as an additional channel to provide free educational resources with the aim of profile-raising and breaking down barriers to education. For those prepared to invest in content preparation, it is possible to produce interactive, portable material that can be made available globally. Commentators have questioned both the financial implications for platform-specific content production, and the availability of devices for learners to access it (Osborne, 2012). The Open University (OU) makes its free educational resources available on iTunes U and via its web-based open educational resources (OER) platform, OpenLearn. The OU’s OER on iTunes U reached the 60 million download mark in 2013; its OpenLearn platform boasts 27 million unique visitors since 2006. This paper reports the results of a large-scale study of users of the OU’s iTunes U channel and OpenLearn platform. A survey of several thousand users revealed key differences in demographics between those accessing OER via the web and via iTunes U. In addition, the data allowed comparison between three groups: formal learners, informal learners and educators. The study raises questions about whether university-provided OER meet the needs of users and makes recommendations for how content can be modified to suit their needs. As the publishing of OER becomes core to business, we reflect on reasons why understanding users’ motivations and demographics is vital, allowing for needs-led resource provision and content that is adapted to best achieve learner satisfaction, and to deliver institutions’ social mission

Models, Process and Tool to Assist Cooperative Scenarization of Distant Learning Modules

International audienceThis paper deals with cooperative pedagogical scenarization. It presents a work carried out after an experience aiming at creating online training courses for an university degree. In the experience, lecturers had no experience in designing full online courses, and needed the support of pedagogical engineers to adapt their courses to suit online learner's requirements. The paper presents several models allowing pedagogical engineers to specify scenarios and also the process to be carried out in order to design these scenarios with lecturers. These models have been integrated in an online platform allowing pedagogical engineers to assist lecturers all along the design process to export the produced scenarios on the Moodle platform

The National Workshop on “Effective Management of EResources in Research Libraries" is the first of its kind organised by the Library & Documentation Centre of ICAR-Central Marine Fisheries Research Institute, Kochi. Periodic trainings on newer technologies developed in the field of Library & Information Sciences help library professionals to enhance their professional competencies that will contribute largely to the output of the parent organization. Topics of current relevance towards development and modernisation of research libraries are included in the Workshop which is expected to help the participants to understand the possibilities and ways of supporting the research activities of the parent Institution more effectively

Virtual Internationalization in Higher Education

Digital media and information and communication technology (ICT) are being used more and more in international contexts at universities. In her English-language dissertation, the author examines how this technological potential can be used strategically to expand internationalization. The data basis of the thesis is a content analysis of contributions to international conferences on university internationalization, online and distance learning, university management and research, and ICT and internationalization. The selected abstracts were analyzed based on the model of "Comprehensive Internationalization" (CI). From the results, the author outlines a model for Virtual Internationalization (VI) that considers curricula, international cooperation, and distance learning as well as the roles of university strategy, administration, management, and teaching staff. Making the case: opening education through collaboration

Open education (Oe) describes a range of practices which support and promote the open sharing of knowledge, resources, and educational opportunities, often with the goal of making these free at the point of use, regardless of socioeconomic status or geographic location. Through Oe it is possible to build public capabilities across the spectrum of formal, informal and non-formal educational routes and to create lifelong and lifewide learning opportunities and education for all. Grounded in the Universal Declaration of Human Rights, Unesco regards education as a basic human right that reduces poverty and lessens inequalities, which should be viewed as a cornerstone of sustainable development and ultimately, social justice, and promotes Oe as foundational for these activities and aims. To ignite and sustain these innovative learning and teaching opportunities and make them available for all, policies are needed. Social justice, redistribution, recognition, and cultural diversity underpinning inclusion are a challenge for education, including Oe, although it offers multiple opportunities and tools aimed precisely at adapting to very diverse user communities. Enabling policies at the institutional level can play a crucial role in fostering Oe, and higher education can thereby play an important role in overcoming challenges created by neoliberal educational systems which lead to lack of funding in education, and a lack of prestige associated with the educator role as compared with that of the researcher. The article examines the micro politics of Oe and examples of collaboration across institutions and roles, in order to make the case for higher education institutions to support knowledge equity, and to prioritise collective expert knowledge-building and radical collaboration
