    Efficient Neural Network Implementations on Parallel Embedded Platforms Applied to Real-Time Torque-Vectoring Optimization Using Predictions for Multi-Motor Electric Vehicles

    The combination of machine learning and heterogeneous embedded platforms enables new potential for developing sophisticated control concepts which are applicable to the field of vehicle dynamics and ADAS. This interdisciplinary work provides enabler solutions -ultimately implementing fast predictions using neural networks (NNs) on field programmable gate arrays (FPGAs) and graphical processing units (GPUs)- while applying them to a challenging application: Torque Vectoring on a multi-electric-motor vehicle for enhanced vehicle dynamics. The foundation motivating this work is provided by discussing multiple domains of the technological context as well as the constraints related to the automotive field, which contrast with the attractiveness of exploiting the capabilities of new embedded platforms to apply advanced control algorithms for complex control problems. In this particular case we target enhanced vehicle dynamics on a multi-motor electric vehicle benefiting from the greater degrees of freedom and controllability offered by such powertrains. Considering the constraints of the application and the implications of the selected multivariable optimization challenge, we propose a NN to provide batch predictions for real-time optimization. This leads to the major contribution of this work: efficient NN implementations on two intrinsically parallel embedded platforms, a GPU and a FPGA, following an analysis of theoretical and practical implications of their different operating paradigms, in order to efficiently harness their computing potential while gaining insight into their peculiarities. The achieved results exceed the expectations and additionally provide a representative illustration of the strengths and weaknesses of each kind of platform. Consequently, having shown the applicability of the proposed solutions, this work contributes valuable enablers also for further developments following similar fundamental principles.Some of the results presented in this work are related to activities within the 3Ccar project, which has received funding from ECSEL Joint Undertaking under grant agreement No. 662192.     Contractors as modern Master Builders: Virtual Design and Construction as an enabler of meaningful experiences to project teams for achieving optimized substation management

    Effective substation management should include engineering and construction costs. While the construction process has to be methodically planned and sequenced to achieve optimized construction costs, substation designers play a vital role for delivering cost-efficient substations. Integrated design and construction has been proposed as a way to achieve effective project management, which historically viewed, was a responsibility of a “master builder”, thus causing Contractors to identify themselves as “master builders”. As EPC is a highly competitive arena, Contractors are looking for ways to differentiate themselves from their competitors. Some are turning to 3D technologies, while others turn to the design-construction integration. Virtual Master Builder (VMB) supports both 3D technologies and the designconstruction integration. Due to a global shortage of worldwide available expertise, Contractors turn to education and training of their employees. While education aims at providing basic skills, training aims to provide the skill necessary to do the job. This paper examines these basic skills as a part of personal mastery before defining organizational learning as a key organizational competence. Physical Virtuality realm is seen as a fruitful ground for staging of memorable and transformational experiences leading towards achieving “accelerated learning”, and especially 4D models as representations of a “space-time” environment. The project case of Skopje 4 SS 380/110 kV rehabilitation is given as an example of 4D models usage. Project Engineering is seen as a middle ground between engineering and management in order to achieve goals of effective substation management and cost-efficient substation solutions. Project teams are seen as Virtual Design and Construction (VDC) users to achieve these goals

    An Assessment of the Role of Government Agencies in Public-Private Partnerships in Housing Delivery in Nigeria

    Nigeria faces a tremendous shortfall in housing provisions, especially in its urban areas. Consequently, Public-Private Partnership in housing provisions has been adopted as a means of addressing this problem. Several previous studies have focused on the role of government agencies in the governmentprovider approach to housing, but adequate attention has not been given to the role of government agencies in Public-Private Partnerships in housing. This paper attempts to fill this gap in literature by examining the role of government agencies in Public-Private Partnerships in housing. A study of thirteen government agencies in six selected Nigerian cities was undertaken. The findings indicate that though the agencies tended to focus on the provision of access to land and the regulatory framework for housing development, the majority of Nigerians have not benefited from this arrangement. The paper recommends that government agencies should also be involved in providing basic amenities and subsidies to ensure that Public-Private Partnership housing serves the interest of most Nigerians

    Enablers and Barriers to the Successful Delivery of Accelerated Learning Programmes

    This review identified enablers and barriers to the successful delivery of accelerated learning programmes and complementary education. The policy environment is identified as being an overarching factor that can behave as both an enabler and a barrier, with contexts that integrate non-formal education into policy texts being among the most enabling. Other enablers and barriers are explored in relation to programme delivery, followed by a brief exploration of learners transitioning into the formal education system. The report identified inconsistencies in the terminology surrounding accelerated learning and complementary learning programmes, and has therefore adopted the most common language used: accelerated education programmes (AEPs). A key reflection from this review is on the tension that exists between successful AEPs integrating effectively with national systems, whilst also remaining independent enough to overcome the barriers faced by those same systems
