    Between analysis and transformation: technology, methodology and evaluation on the SPLICE project

    This paper concerns the ways in which technological change may entail methodological development in e-learning research. The focus of our argument centres on the subject of evaluation in e-learning and how technology can contribute to consensus-building on the value of project outcomes, and the identification of mechanisms behind those outcomes. We argue that a critical approach to the methodology of evaluation which harnesses technology in this way is vital to agile and effective policy and strategy-making in institutions as the challenges of transformation in a rapidly changing educational and technological environment are grappled with. With its focus on mechanisms and multiple stakeholder perspectives, we identify Pawson and Tilley’s ‘Realistic Evaluation’ as an appropriate methodological approach for this purpose, and we report on its use within a JISC-funded project on social software, SPLICE (Social Practices, Learning and Interoperability in Connected Environments). The project created new tools to assist the identification of mechanisms responsible for change to personal and institutional technological practice. These tools included collaborative mind-mapping and focused questioning, and tools for the animated modelling of complex mechanisms. By using these tools, large numbers of project stakeholders could engage in a process where they were encouraged to articulate and share their theories and ideas as to why project outcomes occurred. Using the technology, this process led towards the identification and agreement of common mechanisms which had explanatory power for all stakeholders. In conclusion, we argue that SPLICE has shown the potential of technologically-mediated Realistic Evaluation. Given the technologies we now have, a methodology based on the mass cumulation of stakeholder theories and ideas about mechanisms is feasible. Furthermore, the summative outcomes of such a process are rich in explanatory and predictive power, and therefore useful to the immediate and strategic problems of the sector. Finally, we argue that as well as generating better explanations for phenomena, the evaluation process can itself become transformative for stakeholders

    Achieving Alignment: An Analysis of Enterprise Architecture Best Practices within the United States Air Force

    This research uncovers areas of best practices that support achieving alignment between an organization’s Information Technology (IT) and its business processes. One principal finding of this effort revealed that the means used to achieve alignment exists within the effective application of Enterprise Architecture (EA), a common practice found throughout the Federal Government, Department of Defense, and the Air Force. EA is the tool used to achieve alignment; likewise, the reason for developing IT architecture is to achieve alignment of IT investments and mission objectives. This research groups the best practices into vision, identification, framework, and governance. Interestingly, these practices relate to an Enterprise Architecture’s depiction of the to be target state, the as is baseline, the tools and models used for communication, and the motivation and management of the transition plan. The insights achieved by this research should strengthen the use of Enterprise Architecture within the Air Force by enabling senior leaders and decision-makers to align strategy and IT investment towards improving mission accomplishment

    Determinants of innovativeness in SMEs. disentangling core innovation and technology adoption capabilities

    This paper studies innovativeness in SMEs from a set of innovation indicators at the firm level, capturing various types of innovation (product, process, organisational, and marketing innovations) and the level of innovativeness in these firm’s developments. The article identifies two separate dimensions in the innovativeness of Spanish SMEs, using factor analysis techniques. One dimension is associated with the capabilities for core/internal innovation and the other with the capabilities for the adoption of technology. The paper shows that significant differences exist in the personal and organisational factors that favour these two dimensions. The entrepreneur’s motivation, business planning, and cooperation in R&D activities constitute significant factors when considering the core dimension of a firm’s innovativeness, but have no effect on the firm’s capabilities for technology adoption. However, the use of external consultancy services seems to have no significant effect on the core dimension of the innovativeness of anSME, whereas it is a relevant factor for its technology adoption. Furthermore, it is shown that the entrepreneur’s education plays a more significant role in the core dimension of a firm’s innovativeness than in its capabilities for technology adoption. Depending on the policy objectives, these differences should lead to the application of specific policy approaches when an attempt to stimulate innovation in SMEs is made

    UK export performance research - review and implications

    Previous research on export performance has been criticized for being a mosaic of autonomous endeavours and for a lack of theoretical development. Building upon extant models of export performance, and a review and analysis of research on export performance in the UK for the period 1990-2005, an integrated model of export performance is developed and theoretical explanations of export performance are put forward. It is suggested that a multi-theory approach to explaining export performance is viable. Management and policy implications for the UK emerging from the review and synthesis of the literature and the integrated model are discussed

    Capturing a community’s vision as a pattern language: Case study of the Mooiplaas community in Great Kei Municipality, South Africa

    Existing tools for capturing a community’s vision during a spatial planning and land-use management exercise often do not adequately articulate a community’s vision in an inspiring way and in a way that planners and the community are able to communicate what the vision actually means. The ‘pattern language’ approach, pioneered by Christopher Alexander and others, is introduced as a possible ‘new’ approach in South Africa that can be used to articulate a community’s vision as part of a municipal spatial development framework planning process. It is shown, based on qualitative research conducted at Mooiplaas, in the Great Kei Municipality in the Eastern Cape province of South Africa, that a preliminary pattern language can be developed by working with a specific community to identify those features of their community they would like to retain and improve as well as what new features they would like to introduce into their community based on their vision. Areas for further research related to the ‘pattern language’ concept are identified.&nbsp

    Customers as decision-makers: strategic environmental assessment in the private sector

    Despite its diversification and global spread, strategic environmental assessment (SEA) remains limited mainly to activities characterised by well-defined planning processes, typically within the public sector. This article explores the possible application of SEA within certain private-sector contexts where higher-level strategy-making itself is inherently weaker and development is often piecemeal and reactive. The possible adaptation of SEA to the preparation of a strategic document by a particular industrial concern in the UK is examined: this draws attention to the multi-actor nature of development processes within the industry. This leads to the suggestion that SEA in this setting should be thought of as a form of environmental advocacy oriented towards industrial customers, who are understood as sharing a decision-making role in infrastructure development.</p
