The enablers and implementation model for mobile KMS in Australian healthcare

In this research project, the enablers in implementing mobile KMS in Australian regional healthcare will be investigated, and a validated framework and guidelines to assist healthcare in implementing mobile KMS will also be proposed with both qualitative and quantitative approaches. The outcomes for this study are expected to improve the understanding the enabling factors in implementing mobile KMS in Australian healthcare, as well as provide better guidelines for this process

Developing Teaching Materials Two-Dimensional Figure-Based on Palembang Local Cultural Context

Developing teaching materials is important to help students in learning mathematics especially for two-dimensional figure by using Palembang local cultural context. The purpose of the research was to develop whether the teaching materials two-dimensional figure-based on Palembang local cultural context are valid, practical, and have potential effect. The research method used research and development (R&D). The research consists of two stages, namely the preliminary stage and the formative evaluation stage. In one-to-one evaluation involved three students. Then, small group evaluation involved 9 (nine) students in the research. Meanwhile, in field test stage involved 29 students. Data collection techniques employed interviews, tests and documentation. The research was conducted in seventh graders at one of junior high school in Indonesia. The results of this study were the developed teaching materials were categorized as valid, practical and have potential effect. The average score of validity content, construct and product design were 3.65 which was very highly valid level. The practicality of one-to-one was 3.47 and small group evaluation was 3.61 which was at very highly practical level. The teaching materials were categorized as effective. It showed that there were 24 students (82.75%) out of 29 students (17.24%)

Exploratory study to explore the role of ICT in the process of knowledge management in an Indian business environment

In the 21st century and the emergence of a digital economy, knowledge and the knowledge base economy are rapidly growing. To effectively be able to understand the processes involved in the creating, managing and sharing of knowledge management in the business environment is critical to the success of an organization. This study builds on the previous research of the authors on the enablers of knowledge management by identifying the relationship between the enablers of knowledge management and the role played by information communication technologies (ICT) and ICT infrastructure in a business setting. This paper provides the findings of a survey collected from the four major Indian cities (Chennai, Coimbatore, Madurai and Villupuram) regarding their views and opinions about the enablers of knowledge management in business setting. A total of 80 organizations participated in the study with 100 participants in each city. The results show that ICT and ICT infrastructure can play a critical role in the creating, managing and sharing of knowledge in an Indian business environment

Budget reviews and commissions of audit in Australia

Examining the origins, conduct, conclusions of, and reactions to, previous budget reviews provides some indications about how the current National Commission of Audit might unfold. Introduction On 22 October 2013 the Abbott Government announced the appointment of a National Commission of Audit. In announcing the review, Treasurer Joe Hockey and Finance Minister Cormann said ‘[i]t is …essential that the Commonwealth government live within its means and begin to pay down debt’. The review, headed by the president of the Business Council of Australia, Tony Shepherd AO, has broad terms of reference that are intended to allow it to ‘assess the role and scope of Government, as well as ensuring taxpayers’ money is spent wisely and in an efficient manner.\u27The other members of the Commission are the current head of the New South Wales Independent Regulatory and Pricing Tribunal, Dr Peter Boxall AO, former public servants Tony Cole AO and Robert Fisher AM, and former politician Amanda Vanstone. The appointment of the current Commission of Audit has not passed without criticism. For example, the Shadow Finance Minister, Tony Burke has described the review as a ‘Commission of Cuts,’ and declared that it was ‘an extraordinary outsourcing of the responsibilities of Government across to big business’. The current National Commission of Audit is but one in a long series of budget reviews that have been conducted by Commonwealth, state and territory governments in Australia. Many previous reviews have largely been forgotten by the general public and sometimes even by the governments that have commissioned them. Others provided broad recommendations that have assisted in providing coherence and purpose to what have usually been new administrations. Examining the origins, conduct and conclusions of, and reactions to previous reviews provides some indications about how the current National Commission of Audit might unfold. While every review is inevitably a product of its time and the political and economic circumstances in which it was commissioned, there are recurring themes that emerge from many of these exercises. Arguably, the general nature of the findings and recommendations of budget reviews can be broadly predicted, but how—and even if—governments respond to them cannot.  Examining past reviews may also show whether the current review has provided genuinely new approaches to managing and prioritising Commonwealth expenditure and service delivery, or has rehashed well-worn policy prescriptions posed repeatedly by prior reviews

A Convenient Untruth: Fact and Fantasy in the Doctrine of Odious Debts

The few years since the U.S. incursion into Iraq in 2003 have witnessed an explosion in the literature on odious debts - that is, debts incurred (a) without the consent of the people (e.g., by a despotic regime); (b) from which no benefits accrued to the people; and (c) when the creditors had knowledge of the foregoing. The key question in the literature is whether successors to the despotic regime are obligated to pay the debts of the despot. That is, whether the newly democratic nation of Iraq is obligated to pay the debts of Saddam Hussein. The starting point for almost every discussion - scholarly or popular - of this doctrine is an obscure legal scholar named Alexander Nahum Sack, variously described as the pre-eminent scholar on public debts of his time, a former minister to Tsar Nicholas II, and a Russian professor of law who penned the doctrine of odious debts while teaching in Paris. This Article excavates the background of Alexander Sack, separating the reality of his life from the myth perpetuated in the odious debts literature. Instead of the heroic and eminent Tsarist exile, the evidence reveals a peripatetic legal scholar who taught in five different universities on two continents, and after being fired from a tenured position, ended his life penniless. We are left then with these questions: What does the reality of Sack mean for the legal status of the odious debts doctrine? And how is it that he achieved this iconic status when even minimal inquiry would have revealed a far more murky reality
