    Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.     A STOCHASTIC SIMULATION-BASED HYBRID INTERVAL FUZZY PROGRAMMING APPROACH FOR OPTIMIZING THE TREATMENT OF RECOVERED OILY WATER

    In this paper, a stochastic simulation-based hybrid interval fuzzy programming (SHIFP) approach is developed to aid the decision-making process by solving fuzzy linear optimization problems. Fuzzy set theory, probability theory, and interval analysis are integrated to take into account the effect of imprecise information, subjective judgment, and variable environmental conditions. A case study related to oily water treatment during offshore oil spill clean-up operations is conducted to demonstrate the applicability of the proposed approach. The results suggest that producing a random sequence of triangular fuzzy numbers in a given interval is equivalent to a normal distribution when using the centroid defuzzification method. It also shows that the defuzzified optimal solutions follow the normal distribution and range from 3,000-3,700 tons, given the budget constraint (CAD 110,000-150,000). The normality seems to be able to propagate throughout the optimization process, yet this interesting finding deserves more in-depth study and needs more rigorous mathematical proof to validate its applicability and feasibility. In addition, the optimal decision variables can be categorized into several groups with different probability such that decision makers can wisely allocate limited resources with higher confidence in a short period of time. This study is expected to advise the industries and authorities on how to distribute resources and maximize the treatment efficiency of oily water in a short period of time, particularly in the context of harsh environments

    The Coastal Response Research Center (CRRC), a partnership between the University of New Hampshire (UNH) and NOAA\u27s Office of Response and Restoration (ORR), is leading an effort to develop a data platform capable of interfacing both static and real-time data sets accessible simultaneously to a command post and assets in the field with an open source internet mapping server. The Environmental Response Management Application (ERMA™) is designed to give responders and decision makers ready access to geographically specific data useful during spill planning/drills, incident response, damage assessment and site restoration. In addition to oil spill and chemical release response, this website can be relevant to other environmental incidents and natural disasters, responses and regional planning efforts. The platform is easy to operate, without the assistance of Information Technology or Geographic Information Systems (GIS) specialists. It allows users to access individual data layer values, overlay relevant data sets, and zoom into segments of interest. The platform prototype is being developed specifically for Portsmouth Harbor and the Great Bay Estuary, NH. The prototype demonstrates the capabilities of an integrated data management platform and serves as the pilot for web-based GIS platforms in other regions

    What About BOEM? The Need to Reform the Regulations Governing Offshore Oil and Gas Planning and Leasing

    The nature of offshore oil and gas activities is changing as companies are forced into difficult and remote areas, including the U.S. Arctic Ocean. As evidenced by the 2010 Deepwater Horizon tragedy and Shell\u27s error-plagued efforts to drill exploration wells in the Chukchi and Beaufort seas in 2012, the rules governing whether and under what conditions to allow offshore drilling in frontier areas have not kept pace with environmental and technical changes. These rules were implemented in 1979 and have remained substantively the same since. Recent changes to at the Department of the Interior to disband the Minerals Management Service, improve certain safety requirements, and move toward implementing Arctic-specific spill prevention and response requirements are important steps. Those changes, however, apply only after the decision to allow oil and gas activity has been made. Congress has not amended the governing statute, and the agency has not modified in any meaningful way the regulations that govern the initial processes through which it decides whether and under what circumstances to allow offshore oil and gas activities in a given area. This Article argues that the regulations that govern offshore oil and gas planning and leasing should be fundamentally revised to account for changes in the industry and agency, remedy broadly acknowledged deficiencies, and reflect new administrative policies. It also recommends a path to achieve the needed change

    Miniaturized data loggers and computer programming improve seabird risk and damage assessments for marine oil spills in Atlantic Canada

    Obtaining useful information on marine birds that can aid in oil spill (and other hydrocarbon release) risk and damage assessments in offshore environments is challenging. Technological innovations in miniaturization have allowed archival data loggers to be deployed successfully on marine birds vulnerable to hydrocarbons on water. A number of species, including murres (both Common, Uria aalge, and Thick-billed, U. lomvia) have been tracked using geolocation devices in eastern Canada, increasing our knowledge of the seasonality and colony-specific nature of their susceptibility to oil on water in offshore hydrocarbon production areas and major shipping lanes. Archival data tags are starting to resolve questions around behaviour of vulnerable seabirds at small spatial scales relevant to oil spill impact modelling, specifically to determine the duration and frequency at which birds fly at sea. Advances in data capture methods using voice activated software have eased the burden on seabird observers who are collecting increasingly more detailed information on seabirds during ship-board and aerial transects. Computer programs that integrate seabird density and bird behaviour have been constructed, all with a goal of creating more credible seabird oil spill risk and damage assessments. In this paper, we discuss how each of these technological and computing innovations can help define critical inputs into seabird risk and damage assessments, and when combined, can provide a more realistic understanding of the impacts to seabirds from any hydrocarbon release
