    Blockchain technologies in healthcare institutions : focus on security and effective cooperation with the government

    Purpose: This article considers the relevance of healthcare modernization processes in Russia in terms of marketing activities activation, public-private partnerships intensification. Design/Methodology/Approach: The problem of ensuring security when government and healthcare institutions interact by means of blockchain technologies is under-explored and requires further research and investigation. Therefore, methods of induction, deduction, problem, system and logical analysis along with the economic process and system modelling method combined with the formalization method are used in this article. Findings: A mechanism for effective ensuring the safety of interaction between the government and healthcare institutions using blockchain technologies in the course of conducting financial flows and operational information exchange in modern Russia is proposed. Practical Implications: The proposed mechanism for effective ensuring of security in terms of interaction between the government and the healthcare institution by means of blockchain technologies in modern Russia effectively ensures the security of interaction between the government and healthcare institutions .     Knowledge transfer processes in PFI: identification of barriers and enablers

    Increasingly, the UK’s Private Finance Initiative has created a demand for construction companies to transfer knowledge from one organization or project to another. Knowledge transfer processes in such contexts face many challenges, due to the many resulting discontinuities in the involvement of organisations, personnel and information flow. This paper empirically identifies the barriers and enablers that hinder or enhance the transfer of knowledge in PFI contexts, drawing upon a questionnaire survey of construction firms. The main findings show that knowledge transfer processes in PFIs are hindered by time constraints, lack of trust, and policies, procedures, rules and regulations attached to the projects. Nevertheless, the processes of knowledge transfer are enhanced by emphasising the value and importance of a supportive leadership, participation/commitment from the relevant parties, and good communication between the relevant parties. The findings have considerable relevance to understanding the mechanism of knowledge transfer between organizations, projects and individuals within the PFI contexts in overcoming the barriers and enhancing the enablers. Furthermore, practitioners and managers can use the findings to efficiently design knowledge transfer frameworks that can be used to overcome the barriers encountered while enhancing the enablers to improve knowledge transfer processes

    Ex post information rents and disclosure in sequential screening

    We study ex post information rents in sequential screening models where the agent receives private ex ante and ex post information. The principal has to pay ex post information rents for preventing the agent to coordinate lies about his ex ante and ex post information. When the agent’s ex ante information is discrete, these rents are positive, whereas they are zero in continuous models. Consequently, full disclosure of ex post information is generally suboptimal. Optimal disclosure rules trade off the benefits from adapting the allocation to better information against the effect that more information aggravates truth-telling

    Land Use Strategy (LUS) Delivery Evaluation Project : Volume 1: Main Report

    Scotland’s first Land Use Strategy (LUS) – Getting the best from our land – was published in March 2011. The LUS is a requirement of the Climate Change (Scotland) Act 2009, highlighting the important contribution that Scottish Ministers expect land use and land management to make towards the climate change agenda in Scotland. The crucial component of the LUS are its ten principles for sustainable land use – the LUS Principles. The LUS Principles are the key mechanism by which the strategic intent of the national level LUS can be translated into regional and local level planning and decision-making, through existing land use delivery mechanisms, to inform action on the ground. The overall aim of the LUS Delivery Evaluation Project therefore was “to evaluate the range of current land use delivery mechanisms, to ascertain their effectiveness in translating the strategic Principles of the LUS into decision-making on the ground”. The evaluation considered eleven case study land use delivery mechanisms ranging from an urban Local Development Plan (LDP) to the Loch Lomond and the Trossachs National Park Partnership Plan

    Adaptive Laplace Mechanism: Differential Privacy Preservation in Deep Learning

    In this paper, we focus on developing a novel mechanism to preserve differential privacy in deep neural networks, such that: (1) The privacy budget consumption is totally independent of the number of training steps; (2) It has the ability to adaptively inject noise into features based on the contribution of each to the output; and (3) It could be applied in a variety of different deep neural networks. To achieve this, we figure out a way to perturb affine transformations of neurons, and loss functions used in deep neural networks. In addition, our mechanism intentionally adds "more noise" into features which are "less relevant" to the model output, and vice-versa. Our theoretical analysis further derives the sensitivities and error bounds of our mechanism. Rigorous experiments conducted on MNIST and CIFAR-10 datasets show that our mechanism is highly effective and outperforms existing solutions.Comment: IEEE ICDM 2017 - regular pape
