    The price of optimum in Stackelberg games on arbitrary single commodity networks and latency functions

    Let M be a single s-t network of parallel links with load dependent latency functions shared by an infinite number of selfish users. This may yield a Nash equilibrium with unbounded Coordination Ratio [23, 43]. A Leader can decrease the coordination ratio by assigning flow αr on M, and then all Followers assign selfishly the (1 − α)r remaining flow. This is a Stackelberg Scheduling Instance (M, r, α), 0 ≤ α ≤ 1. It was shown [38] that it is weakly NP-hard to compute the optimal Leader’s strategy. For any such network M we efficiently compute the minimum portion βM of flow r> 0 needed by a Leader to induce M ’s optimum cost, as well as her optimal strategy. This shows that the optimal Leader’s strategy on instances (M, r, α ≥ βM) is in P. Unfortunately, Stackelberg routing in more general nets can be arbitrarily hard. Roughgarden pre-sented a modification of Braess’s Paradox graph, such that no strategy controlling αr flow can induce ≤ 1α times the optimum cost. However, we show that our main result also applies to any s-t net G. We take care of the Braess’s graph explicitly, as a convincing example. Finally, we extend this result to k commodities.     Achieving target equilibria in network routing games without knowing the latency functions

    The analysis of network routing games typically assumes precise, detailed information about the latency functions. Such information may, however, be unavailable or difficult to obtain. Moreover, one is often primarily interested in enforcing a desired target flow as an equilibrium. We ask whether one can achieve target flows as equilibria without knowing the underlying latency functions. We give a crisp positive answer to this question. We show that one can efficiently compute edge tolls that induce a given target multicommodity flow in a nonatomic routing game using a polynomial number of queries to an oracle that takes tolls as input and outputs the resulting equilibrium flow. This result is obtained via a novel application of the ellipsoid method, and extends to various other settings. We obtain improved query-complexity bounds for series-parallel networks, and single-commodity routing games with linear latency functions. Our techniques provide new insights into network routing games

    The Impact of Stackelberg Routing in General Networks

    We investigate the impact of Stackelberg routing in network routing games. In this setting, a fraction alpha of the entire demand is first routed by a central authority, called the Stackelberg leader, while the remaining demand is then routed by selfish (nonatomic) players. The aim is to devise Stackelberg strategies, i.e., strategies to route the centrally controlled demand, so as to minimize the price of anarchy of the resulting flow. Although several advances have been made recently in proving that Stackelberg routing may in fact significantly reduce the price of anarchy for certain network topologies, it is still an open question whether this holds true in general. We answer this question negatively. We prove that the price of anarchy achievable via Stackelberg routing can be unbounded even for single-commodity networks. In light of this negative result, we consider bicriteria bounds. We develop an efficiently computable Stackelberg strategy that induces a flow whose cost is at most the cost of an optimal flow with respect to demands scaled by a factor of 1 + (1-alpha)^1/2. Thus, we obtain a smooth trade-off curve that scales between the absence of centralized control (doubling the demands is sufficient) and completely centralized control (no scaling is necessary). Finally, we analyze the effectiveness of a simple Stackelberg strategy, called SCALE, for polynomial latency functions. Our analysis is based on a general technique which is simple, yet powerful enough to obtain (almost) tight bounds for SCALE in general networks. For linear latency functions, we derive an upper bound that matches the current best one and show that this bound is tight. For general polynomial latency functions, we obtain upper bounds that improve all previously known ones

    Efficiency of Restricted Tolls in Non-atomic Network Routing Games

    An effective means to reduce the inefficiency of Nash flows in non- atomic network routing games is to impose tolls on the arcs of the network. It is a well-known fact that marginal cost tolls induce a Nash flow that corresponds to a minimum cost flow. However, despite their effectiveness, marginal cost tolls suffer from two major drawbacks, namely (i) that potentially every arc of the network is tolled, and (ii) that the imposed tolls can be arbitrarily large. In this paper, we study the restricted network toll problem in which tolls can be imposed on the arcs of the network but are restricted to not exceed a predefined threshold for every arc. We show that optimal restricted tolls can be computed efficiently for parallel-arc networks and affine latency functions. This generalizes a previous work on taxing subnetworks to arbitrary restrictions. Our algorithm is quite simple, but relies on solving several convex programs. The key to our approach is a characterization of the flows that are inducible by restricted tolls for single-commodity networks. We also derive bounds on the efficiency of restricted tolls for multi-commodity networks and polynomial latency functions. These bounds are tight even for parallel-arc networks. Our bounds show that restricted tolls can significantly reduce the price of anarchy if the restrictions imposed on arcs with high-degree polynomials are not too severe. Our proof is constructive. We define tolls respecting the given thresholds and show that these tolls lead to a reduced price of anarchy by using a (\lambda,\mu)-smoothness approach

    Altruism in Atomic Congestion Games

    This paper studies the effects of introducing altruistic agents into atomic congestion games. Altruistic behavior is modeled by a trade-off between selfish and social objectives. In particular, we assume agents optimize a linear combination of personal delay of a strategy and the resulting increase in social cost. Our model can be embedded in the framework of congestion games with player-specific latency functions. Stable states are the Nash equilibria of these games, and we examine their existence and the convergence of sequential best-response dynamics. Previous work shows that for symmetric singleton games with convex delays Nash equilibria are guaranteed to exist. For concave delay functions we observe that there are games without Nash equilibria and provide a polynomial time algorithm to decide existence for symmetric singleton games with arbitrary delay functions. Our algorithm can be extended to compute best and worst Nash equilibria if they exist. For more general congestion games existence becomes NP-hard to decide, even for symmetric network games with quadratic delay functions. Perhaps surprisingly, if all delay functions are linear, then there is always a Nash equilibrium in any congestion game with altruists and any better-response dynamics converges. In addition to these results for uncoordinated dynamics, we consider a scenario in which a central altruistic institution can motivate agents to act altruistically. We provide constructive and hardness results for finding the minimum number of altruists to stabilize an optimal congestion profile and more general mechanisms to incentivize agents to adopt favorable behavior.Comment: 13 pages, 1 figure, includes some minor adjustment

Such information may, however, be unavailable or difficult to obtain. Moreover, one is often primarily interested in enforcing a desirable target flow as the equilibrium by suitably influencing player behavior in the routing game. We ask whether one can achieve target flows as equilibria without knowing the underlying latency functions. Our main result gives a crisp positive answer to this question. We show that, under fairly general settings, one can efficiently compute edge tolls that induce a given target multicommodity flow in a nonatomic routing game using a polynomial number of queries to an oracle that takes candidate tolls as input and returns the resulting equilibrium flow. This result is obtained via a novel application of the ellipsoid method, and applies to arbitrary multicommodity settings and non-linear latency functions. Our algorithm extends easily to many other settings, such as (i) when certain edges cannot be tolled or there is an upper bound on the total toll paid by a user, and (ii) general nonatomic congestion games. We obtain tighter bounds on the query complexity for series-parallel networks, and single-commodity routing games with linear latency functions, and complement these with a query-complexity lower bound applicable even to single-commodity routing games on parallel-link graphs with linear latency functions. We also explore the use of Stackelberg routing to achieve target equilibria and obtain strong positive results for series-parallel graphs. Our results build upon various new techniques that we develop pertaining to the computation of, and connections between, different notions of approximate equilibrium, properties of multicommodity flows and tolls in series-parallel graphs, and sensitivity of equilibrium flow with respect to tolls. Our results demonstrate that one can indeed circumvent the potentially-onerous task of modeling latency functions, and yet obtain meaningful results for the underlying routing game

    The price of anarchy in series-parallel graphs

    Abstract Congestion games model self-interested agents competing for resources in communication networks. The price of anarchy quantifies the deterioration in performance in such games compared to the optimal solution. Recent research has shown that, when the social cost is defined as the maximum cost of all players, specific graph topologies impose a bound on the price of anarchy. We extend this research by providing bounds on the price of anarchy for congestion games on series-parallel networks. First we show that parallel composition does not increase the price of anarchy. This result is then used to show that the price of anarchy is bounded above by both the diameter of the graph and the number of players in the game, and that these bounds are tight. Finally we identify an important aspect of proofs for bounds on the price of anarchy: when a bound is achieved by restricting multiple parameters of the game, one should also prove that this bound cannot be realized using only a subset of these restrictions

    Uncertainty in Multi-Commodity Routing Networks: When does it help?

    We study the equilibrium behavior in a multi-commodity selfish routing game with many types of uncertain users where each user over- or under-estimates their congestion costs by a multiplicative factor. Surprisingly, we find that uncertainties in different directions have qualitatively distinct impacts on equilibria. Namely, contrary to the usual notion that uncertainty increases inefficiencies, network congestion actually decreases when users over-estimate their costs. On the other hand, under-estimation of costs leads to increased congestion. We apply these results to urban transportation networks, where drivers have different estimates about the cost of congestion. In light of the dynamic pricing policies aimed at tackling congestion, our results indicate that users' perception of these prices can significantly impact the policy's efficacy, and "caution in the face of uncertainty" leads to favorable network conditions.Comment: Currently under revie

    Bridging the user equilibrium and the system optimum in static traffic assignment: a review

    Solving the road congestion problem is one of the most pressing issues in modern cities since it causes time wasting, pollution, higher industrial costs and huge road maintenance costs. Advances in ITS technologies and the advent of autonomous vehicles are changing mobility dramatically. They enable the implementation of a coordination mechanism, called coordinated traffic assignment, among the sat-nav devices aiming at assigning paths to drivers to eliminate congestion and to reduce the total travel time in traffic networks. Among possible congestion avoidance methods, coordinated traffic assignment is a valuable choice since it does not involve huge investments to expand the road network. Traffic assignments are traditionally devoted to two main perspectives on which the well-known Wardropian principles are inspired: the user equilibrium and the system optimum. User equilibrium is a user-driven traffic assignment in which each user chooses the most convenient path selfishly. It guarantees that fairness among users is respected since, when the equilibrium is reached, all users sharing the same origin and destination will experience the same travel time. The main drawback in a user equilibrium is that the system total travel time is not minimized and, hence, the so-called Price of Anarchy is paid. On the other hand, the system optimum is an efficient system-wide traffic assignment in which drivers are routed on the network in such a way the total travel time is minimized, but users might experience travel times that are higher than the other users travelling from the same origin to the same destination, affecting the compliance. Thus, drawbacks in implementing one of the two assignments can be overcome by hybridizing the two approaches, aiming at bridging users’ fairness to system-wide efficiency. In the last decades, a significant number of attempts have been done to bridge fairness among users and system efficiency in traffic assignments.
