    Compensation and Incentives in Medical Networks with Gate-keeping and Case Management

    New approaches in health care, such as e.g. Integrated Delivery Systems, affect the role and tasks of medical suppliers. More and more, medical suppliers are incorporated into the process of guiding patients to medical specialists and hospitals and thus managing the course of disease. In this context, the role of medical gate-keepers and case managers may provide opportunities for undesirable behavior (from the network's point of view). Therefore, compensation-induced incentives for gatekeepers and case managers are in the main focus of the paper. Different health care payment systems and the impact of financial and non-financial incentives on case managers and gate-keepers in medical networks are analyzed. Another focus is laid on medical suppliers that are not involved in managing diseases and guiding patients. Due to their smaller margin of actions and possibilities to take advantage of it, reimbursement should emphasize different aspects than for case managers

    Transfer in a Connectionist Model of the Acquisition of Morphology

    The morphological systems of natural languages are replete with examples of the same devices used for multiple purposes: (1) the same type of morphological process (for example, suffixation for both noun case and verb tense) and (2) identical morphemes (for example, the same suffix for English noun plural and possessive). These sorts of similarity would be expected to convey advantages on language learners in the form of transfer from one morphological category to another. Connectionist models of morphology acquisition have been faulted for their supposed inability to represent phonological similarity across morphological categories and hence to facilitate transfer. This paper describes a connectionist model of the acquisition of morphology which is shown to exhibit transfer of this type. The model treats the morphology acquisition problem as one of learning to map forms onto meanings and vice versa. As the network learns these mappings, it makes phonological generalizations which are embedded in connection weights. Since these weights are shared by different morphological categories, transfer is enabled. In a set of experiments with artificial stimuli, networks were trained first on one morphological task (e.g., tense) and then on a second (e.g., number). It is shown that in the context of suffixation, prefixation, and template rules, the second task is facilitated when the second category either makes use of the same forms or the same general process type (e.g., prefixation) as the first.Comment: 21 pages, uuencoded compressed Postscrip

    Introduced here is a novel technique which adds the dimension of time to the well known back propagation neural network algorithm. Cited here are several reasons why the inclusion of automated spatial and temporal associations are crucial to effective systems modeling. An overview of other works which also model spatiotemporal dynamics is furnished. A detailed description is given of the processes necessary to implement the space-time network algorithm. Several demonstrations that illustrate the capabilities and performance of this new architecture are given
