What lies beneath? The role of informal and hidden networks in the management of crises
Crisis management research traditionally focuses on the role of formal communication networks in the escalation and management of organisational crises. Here, we consider instead informal and unobservable networks. The paper explores how hidden informal exchanges can impact upon organisational decision-making and performance, particularly around inter-agency working, as knowledge distributed across organisations and shared between organisations is often shared through informal means and not captured effectively through the formal decision-making processes. Early warnings and weak signals about potential risks and crises are therefore often missed. We consider the implications of these dynamics in terms of crisis avoidance and crisis management
Networking Innovation in the European Car Industry : Does the Open Innovation Model Fit?
The automobile industry is has entered an innovation race. Uncertain technological trends, long development cycles, highly capital intensive product development, saturated markets, and environmental and safety regulations have subjected the sector to major transformations. The technological and organizational innovations related to these transformations necessitate research that can enhance our understanding of the characteristics of the new systems and extrapolate the implications for companies as well as for the wider economy. Is the industry ready to change and accelerate the pace of its innovation and adaptability? Have the traditional supply chains transformed into supply networks and regional automobile ecosystems? The study investigates the applicability of the Open Innovation concept to a mature capital-intensive asset-based industry, which is preparing for a radical technological discontinuity - the European automobile industry - through interviewing purposely selected knowledgeable respondents across seven European countries. The findings contribute to the understanding of the OI concept by identifying key obstacles to the wider adoption of the OI model, and signalling the importance of intermediaries and large incumbents for driving network development and OI practices as well as the need of new competencies to be developed by all players.Peer reviewe
Data Provenance and Management in Radio Astronomy: A Stream Computing Approach
New approaches for data provenance and data management (DPDM) are required
for mega science projects like the Square Kilometer Array, characterized by
extremely large data volume and intense data rates, therefore demanding
innovative and highly efficient computational paradigms. In this context, we
explore a stream-computing approach with the emphasis on the use of
accelerators. In particular, we make use of a new generation of high
performance stream-based parallelization middleware known as InfoSphere
Streams. Its viability for managing and ensuring interoperability and integrity
of signal processing data pipelines is demonstrated in radio astronomy. IBM
InfoSphere Streams embraces the stream-computing paradigm. It is a shift from
conventional data mining techniques (involving analysis of existing data from
databases) towards real-time analytic processing. We discuss using InfoSphere
Streams for effective DPDM in radio astronomy and propose a way in which
InfoSphere Streams can be utilized for large antennae arrays. We present a
case-study: the InfoSphere Streams implementation of an autocorrelating
spectrometer, and using this example we discuss the advantages of the
stream-computing approach and the utilization of hardware accelerators
NFV Based Gateways for Virtualized Wireless Sensors Networks: A Case Study
Virtualization enables the sharing of a same wireless sensor network (WSN) by
multiple applications. However, in heterogeneous environments, virtualized
wireless sensor networks (VWSN) raises new challenges such as the need for
on-the-fly, dynamic, elastic and scalable provisioning of gateways. Network
Functions Virtualization (NFV) is an emerging paradigm that can certainly aid
in tackling these new challenges. It leverages standard virtualization
technology to consolidate special-purpose network elements on top of commodity
hardware. This article presents a case study on NFV based gateways for VWSNs.
In the study, a VWSN gateway provider, operates and manages an NFV based
infrastructure. We use two different brands of wireless sensors. The NFV
infrastructure makes possible the dynamic, elastic and scalable deployment of
gateway modules in this heterogeneous VWSN environment. The prototype built

The impact of national culture on e-government implementation: A comparison case study
Over the past decade there has been increasing interest in the IS research literature on the impact of cultural differences on the development and use of information and communications technologies (Ives & Jarvenpaa, 1991; Shore & Venkatachalam, 1995; Tractinsky & Jarvenpaa, 1995, Myers and Tan, 2002, Ali and Brooks, 2008). In this paper the authors explore the influence of national culture on eGov implementation. The authors have conducted a comparative case study in two different countries the UK as a developed country and Sari Lanka as a developing country. The research findings highlight the potential influence of cultural differences on eGov implementation
Forum Session at the First International Conference on Service Oriented Computing (ICSOC03)
The First International Conference on Service Oriented Computing (ICSOC) was held in Trento, December 15-18, 2003. The focus of the conference ---Service Oriented Computing (SOC)--- is the new emerging paradigm for distributed computing and e-business processing that has evolved from object-oriented and component computing to enable building agile networks of collaborating business applications distributed within and across organizational boundaries. Of the 181 papers submitted to the ICSOC conference, 10 were selected for the forum session which took place on December the 16th, 2003. The papers were chosen based on their technical quality, originality, relevance to SOC and for their nature of being best suited for a poster presentation or a demonstration. This technical report contains the 10 papers presented during the forum session at the ICSOC conference. In particular, the last two papers in the report ere submitted as industrial papers

An architecture for certification-aware service discovery
Service-orientation is an emerging paradigm for building complex systems based on loosely coupled components, deployed and consumed over the network. Despite the original intent of the paradigm, its current instantiations are limited to a single trust domain (e.g., a single organization). Also, some of the key promises of service-orientation - such as the dynamic orchestration of externally provided software services, using runtime service discovery and deployment - are still unachieved. One of the main reasons for this is the trust gap that normally arises when software services, offered by previously unknown providers, are to be selected at run-time, without any human intervention. To close this gap, the concept of machine-readable security certificates (called asserts) has been recently introduced, which paves the way to automated processing about security properties of services. Similarly to current security certification schemes, the assessment of the security properties of a service is delegated to an independent third party (certification authority), who issues a corresponding assert, bound to the service. In this paper, we propose an architecture, which exploits the assert concept to realise a certification-aware service discovery framework. The architecture supports the discovery of single services based on certified security properties (in additional to the usual functional properties), as well as the dynamic synthesis of service compositions, that satisfy the given security properties. The architecture is extensible, thus allowing for a range of domain specific matchmaking components, to cover dimensions related to, e.g., performance, cost and other non-functional characteristics
Peer-to-peer and community-based markets: A comprehensive review
The advent of more proactive consumers, the so-called "prosumers", with
production and storage capabilities, is empowering the consumers and bringing
new opportunities and challenges to the operation of power systems in a market
environment. Recently, a novel proposal for the design and operation of
electricity markets has emerged: these so-called peer-to-peer (P2P) electricity
markets conceptually allow the prosumers to directly share their electrical
energy and investment. Such P2P markets rely on a consumer-centric and
bottom-up perspective by giving the opportunity to consumers to freely choose
the way they are to source their electric energy. A community can also be
formed by prosumers who want to collaborate, or in terms of operational energy
management. This paper contributes with an overview of these new P2P markets
that starts with the motivation, challenges, market designs moving to the
potential future developments in this field, providing recommendations while
considering a test-case
