    Innovation networks in China, Japan, and Korea : evidence from Japanese patent data

    The growing importance of innovation in economic growth has encouraged the development of innovation capabilities in East Asia, within which China, Japan, and Korea are most important in terms of technological capabilities. Using Japanese patent data, we examine how knowledge networks have developed among these countries. We find that Japan's technological specialization saw little change, but those of Korea and China changed rapidly since 1970s. By the year 2009, technology specialization has become similar across three countries in the sense that the common field of prominent technology is "electronic circuits and communication technologies".     The production and diffusion of policy knowledge

    "The published works of the International Food Policy Research Institute (IFPRI) represent the most immediate and tangible measure of the new policy-related knowledge attributable to the institute, its staff, and research partners. This study provides a quantitative assessment of the number, nature, form, and use of IFPRI's published products since 1979 and compares and contrasts that with the publication performance of several similar agencies, including the economics and social sciences programs of the Centro Internacional de Mejoramiento de Maíz y Trigo (CIMMYT) and the International Rice Research Institute (IRRI) respectively, the Australian Bureau of Agricultural and Resource Economics (ABARE), the Bangladesh Institute for Development Studies (BIDS), and the now defunct Stanford University Food Research Institute (SFRI). Overall, IFPRI's circulated output is extensive, published not only in a broad portfolio of leading scholarly journals, but also in a wide range of books, technical reports, and extension documents. The amount of published output has tended to increase throughout IFPRI's history, and it continues to do so. Going beyond counting and classifying IFPRI's published record, we report the results of a bibliometric assessment of IFPRI and the comparison institutes for the period 1981–96 using the publication and citation performance details recorded in the Institute for Scientific Information's (ISI) Science Citation Index and Social Science Citation Index data bases. Citations to published literature are not indicative of an impact on policy or the economy generally but on further research and analysis. An analysis of coauthorship patterns provides an indication of impact too (more directly through the conduct of joint research), as well as indications of the way the research is carried out. Our analysis reveals the role IFPRI plays as a knowledge intermediary between the scholarly community and policy clienteles, but that a high proportion of its research collaborations leading to formal publications (and especially publications in the leading journals covered in ISI's data bases) involve researchers in advanced agencies. This partly reflects the limited capacity to perform food policy research in many developing countries — itself a reflection of local priorities for education and limited, long-term international support to increase scientific capacity in developing countries — and also underscores the role IFPRI could, and arguably should, play in redressing this state of affairs."     Patents as a Measure for Eco-Innovation

    This paper examines the usefulness of patent analysis for measuring eco-innovation. The overall conclusion is that patents are a useful means for measuring environmentally motivated innovations, such as pollution control technologies and green energy technologies, and for general purpose technologies with environmental benefits. For these types of innovations it is acceptable to use patent analysis, provided they are carefully screened. Patent analysis may be used for measuring five attributes of eco-innovation: (1) eco-inventive activities in specific technology fields, (2) international technological diffusion, (3) research and technical capabilities of companies, (4) institutional knowledge sources of eco-innovation, and (5) technological spillovers and knowledge flows.     Open Innovation in entrepreneurships: agents of transformation towards the knowledge-based economy

    Innovation and globalization are the two essential components of economic achievement. The Internet is the catalyst and its emerging forms are assisting in this aspect. But, due to the global economic crisis, nations and enterprises are facing challenges. Those challenges include social, cultural, economical and political contexts. To overcome, all entities jointly and, or individually are trying through various policies, strategies and activities. Furthermore, the transformation of technologies has also transformed those strategies and approaches through the years. The main focus of this paper emphasizes on agents of transformation in OECD region to find open innova-tion in entrepreneurships leading to establishment of a knowledge based economy. This paper has found a few of the strategies that are acting as the agents of these transformations deducting from several exhaustive reports made by the OECD Secretariat. The paper has also reviewed extant literatures, including classical and relevant contributions supporting the hypothesis. The research observes that during this period (1999-2011) open innovation strategies have been transformed towards the knowledge based economy. In this aspect, the paper has synthesized a few key ele-ments of the transformation ranging from human resources to venture capital to patenting.     A framework for assessing innovation collaboration partners and its application to BRICs

    We develop a framework for assessing innovation collaboration partners. Based on the studies explaining the internationalisation of inventive activity, we identify four elements relevant as drivers of innovation collaboration. These elements include inventive capacity, technological specialization patterns, openness to international innovation collaboration and economic potential of technology. In order to make the framework operational, we propose a set of patent-based indicators that capture the relevant elements. This way the proposed framework serves as a tool to both assess the potential of inventive collaboration and to anticipate benefits of such collaboration. In a second step, we apply the framework to analyse the attractiveness of BRIC countries as potential partners for innovation collaboration. Our analysis shows that BRICs do not only differ in terms of inventive performance, but also in terms of the openness to international collaboration or the economic potential of technology developed by these countries.JRC.J.3-Information Societ

    Is Japan's Innovative Capacity in Decline?

    This paper investigates changes in the output and productivity of research and development activities in Japanese manufacturing firms over the 1980s and 1990s. Evidence from aggregate patent and R&D statistics and a micro-level analysis of R&D productivity at the firm-level suggest that there has been a slowdown in the growth of Japanese research productivity in the 1990s. The paper goes on to suggest possible explanations for this slowdown and reviews some of the steps Japanese firms are taking to increase the effectiveness of their R&D. The paper presents empirical evidence concerning the impact of one of these steps the creation of technology alliances with U.S. firms on Japanese innovative output.

    This paper investigates empirically what it takes for a firm to move from new to the firm to new to the domestic market and new to the world innovations. More specifically, the paper analyses the relationship between, on the one hand, the degree of novelty of product innovation and on the other hand the accumulation of technological capabilities at firm level as well as the geographical spread of the innovation activities of the firm. The analysis is based on a unique firm level data collected in Pune(India) and Beijing (China) in 2008. The paper shows that the role of the region supporting the move from new to the firm to new to the world is limited.
