Exploring capability and accountability outcomes of open development for the poor and marginalized: An analysis of select literature
Open development concerns the application of digitally-enabled openness to radically change human capability and governance contexts (Davies & Edwards, 2012; Smith & Reilly, 2013; Smith, Elder, & Emdon, 2011). However, what openness means, and how it contributes to development outcomes is contested (Buskens, 2013; Singh & Gurumurthy, 2013). Furthermore, the potential of open development to support positive social transformation has not yet materialized, particularly for marginalized populations (Bentley & Chib, 2016), partly because relatively little is known regarding how transformation is enacted in the field. Likewise, two promising outcomes ā the expansion of human capabilities and accountability ā have not been explored in detail. This research interrogates the influence of digitally-enabled openness on transformation processes and outcomes. A purposeful sample of literature was taken to evaluate outcomes and transformation processes according to our theoretical framework, which defines seven cross-cutting dimensions essential to incorporate. We argue that these dimensions explain links between structures, processes and outcomes of open development. These links are essential to understand in the area of Community Informatics as they enable researchers and practitioners to support effective use of openness by and for poor and marginalized communities to pursue their own objectives
A adoĆ§Ć£o de sistemas de Business Intelligence & Analytics na contabilidade de gestĆ£o por entidades da AdministraĆ§Ć£o PĆŗblica: uma revisĆ£o da literatura
This work is a review of articles published between 2001 and 2020 dealing with the use of Business Intelligence & Analytics (BI&A) systems by management accounting in the public sector. Based on a review of 54 studies, it was possible to group the research into five clusters according to the research focus: BI&A and urban infrastructure management; role of information in the management of government accounting; performance in government units; evaluation of performance management systems; big data and its applications. Case study was the dominant methodology in the sample and the assumptions in the New Public Management were prevalently used as the authors' theoretical basis. Among the main results, it is concluded that the application of modern information systems positively impacts knowledge, decision-making and performance in public organizations, provided that it is accompanied by training, commitment and acceptance of the devices by the agents involved. A future research agenda is suggested based on the gaps identified in the sample.En el trabajo, se examinan artiĢculos publicados entre 2001 y 2020 que se ocupan de la utilizacioĢn de sistemas de Business Intelligence & Analytics (BI&A) por la contabilidad de gestioĢn en el sector puĢblico. A partir de una revisioĢn de 54 estudios, fue posible agrupar las investigaciones en cinco cluĢsters de acuerdo con el enfoque de la investigacioĢn: BI&A y gestioĢn de la infraestructura urbana; papel de la informacioĢn en la gestioĢn de la contabilidad gubernamental; performance en las unidades gubernamentales; evaluacioĢn de sistemas de gestioĢn de rendimiento; big data y sus aplicaciones. El estudio de caso fue la metodologiĢa dominante en la muestra y prevalecioĢ la utilizacioĢn de los supuestos de la New Public Management como base teoĢrica de los autores. Entre los principales resultados, se concluye que la aplicacioĢn de los modernos sistemas de informacioĢn impacta positivamente el conocimiento, la toma de decisiones y el performance en las organizaciones puĢblicas, siempre y cuando acompanĢada por capacitacioĢn, comprometimiento y aceptacioĢn de los dispositivos por parte de los agentes involucrados. ParticipaciĆ³n de la municipalidad en la escuela
El presente trabajo de investigaciĆ³n tiene como objetivo es analizar la participaciĆ³n
de la municipalidad en la escuela en el distrito de San Juan de Miraflores, para
detectar los problemas que puedan afectar la integraciĆ³n del binomio escuela y
comunidad; la metodologĆa utilizada fue el enfoque cualitativo de diseƱo
hermenĆ©utico ā fenomenolĆ³gico, basado en entrevistas no estructuradas a
directivos, docentes, miembros de la comunidad y la revisiĆ³n de documentos. Se
tiene como resultado que se han utilizado diversas estrategias para promover
procesos de aprendizaje dentro del enfoque ambiental, actitud vocacional,
fortalecimiento de la ciudadanĆa y el liderazgo, pero la forma de trabajar es
desorganizada e improvisada, no aprovechando alianzas y quedando varios
proyectos sin culminar por el cambio de alcaldes. Se concluyĆ³ que, para fortalecer
los lazos entre la escuela, el municipio y la comunidad, es necesario la creaciĆ³n de
espacios para coordinar, intercambiar ideas y planificar en forma conjunta

School leaders and the implementation of education management information systems (EMIS) in the Bahamas: a case study of six principals
The tension between the leadership of technology and technology as a means of school improvement are still issues of debate. Researchers have argued that education management technology has yet to make a significant contribution to school improvement, while others have experienced small pockets of success. This study seeks to contribute to the debate by exploring the tension associated with the implementation of an education management information system (EMIS) in The Bahamas from the experiences of school leaders. More specifically, this thesis explores EMIS from the understanding of six principals in their schools and its contributions to their schools. This study develops a social constructivist view and relies on the case study approach.
Among the major findings of the study was that EMIS was often perceived by principals to be associated with conflict and the primary uses of the technology were for generating report cards, facilitating school administrative tasks and monitoring. Principalsā expressed concern for the lack of support from senior management and the impact of using the technology on their role as leader. As conflicts hindered the implementation of EMIS, principals adopted a shared leadership approach.
This study offers pertinent information concerning the reasons why EMIS is underutilized and the important contributions of leadership to the successful implementation of the technology. Such information can be useful for understanding EMIS in education organizations
