Harvesting for disseminating, open archives and role of academic libraries
The Scholarly communication system is in a critical stage, due to a number of factors.The Open Access movement is perhaps the most interesting response that the scientific community has tried to give to this problem. The paper examines strengths and weaknesses of the Open Access strategy in general and, more specifically, of the Open Archives Initiative, discussing experiences, criticisms and barriers. All authors that have faced the problems of implementing an OAI compliant e-print server agree that technical and practical problems are not the most difficult to overcome and that the real problem is the change in cultural attitude required. In this scenario the university library is possibly the standard bearer for the advent and implementation of e-prints archives and Open Archives services. To ensure the successful implementation of this service the Library has a number of distinct roles to play
Eprints and the Open Archives Initiative
The Open Archives Initiative (OAI) was created as a practical way to promote
interoperability between eprint repositories. Although the scope of the OAI has
been broadened, eprint repositories still represent a significant fraction of
OAI data providers. In this article I present a brief survey of OAI eprint
repositories, and of services using metadata harvested from eprint repositories
using the OAI protocol for metadata harvesting (OAI-PMH). I then discuss
several situations where metadata harvesting may be used to further improve the
utility of eprint archives as a component of the scholarly communication

The UPS Prototype: An Experimental End-User Service Across E-Print Archives
A meeting was held in Santa Fe, New Mexico, October 21-22, 1999, to generate discussion and consensus about interoperability of publicly available scholarly information archives. The invitees represented several well known e-print and report archive initiatives, as well as organizations with interests in digital libraries and the transformation of scholarly communication. The central goal of the meeting was to agree on recommendations that would make the creation of end-user services -- such as scientific search engines and linking systems -- for data originating from distributed and dissimilar archives easier. The Universal Preprint Service (UPS) Prototype was developed in preparation for this meeting. As a proof-of-concept of a multi-discipline digital library of publicly available scholarly material, the Prototype harvested nearly 200,000 records from several different archives and created an attractive end-user environment. This paper describes the results of the project. This is done in two ways. On the one hand, the experimental end-user service that was created during the project is illustrated. On the other hand, the lessons that the project team drew from the experience of creating the Prototype are presented

Lessons Learned with Arc, an OAI-PMH Service Provider
Web-based digital libraries have historically been built in isolation utilizing different technologies, protocols, and metadata. These differences hindered the development of digital library services that enable users to discover information from multiple libraries through a single unified interface. The Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) is a major, international effort to address technical interoperability among distributed repositories. Arc debuted in 2000 as the first end-user OAI-PMH service provider. Since that time, Arc has grown to include nearly 7,000,000 metadata records. Arc has been deployed in a number of environments and has served as the basis for many other OAI-PMH projects, including Archon, Kepler, NCSTRL, and DP9. In this article we review the history of OAI-PMH and Arc, as well as some of the lessons learned while developing Arc and related OAI-PMH services. Reprinted by permission of the publisher
