    The Federal Communications Commission’s Notice of Inquiry in GN 09-157 Fostering Innovation and Investment in the Wireless Communications Market is a significant event at an opportune moment. Wireless communications has already radically changed the way not only Americans but people the world over communicate with each other and access and share information, and there appears no end in sight to this fundamental shift in communication markets. Although the wireless communications phenomenon is global, the US has played and will continue to play a major role in the shaping of this market. At the start of a new US Administration and important changes in the FCC, it is most appropriate that this proceeding be launched.

    A reference architecture for flexibly integrating machine vision within manufacturing

    A reference architecture provides an overall framework that may embrace models, methodologies and mechanisms which can support the lifecycle of their target domain. The work described in this thesis makes a contribution to establishing such a generally applicable reference architecture for supporting the lifecycIe of a new generation of integrated machine vision systems. Contemporary machine vision systems consist of a complex combination of mechanical engineering, the hardware and software of an electronic processor, plus optical, sensory and lighting components. "This thesis is concerned with the structure of the software which characterises the system application. The machine vision systems which are currently used within manufacturing industry are difficult to integrate within the information systems required within modem manufacturing enterprises. They are inflexible in all but the execution of a range of similar operations, and their design and implementation is often such that they are difficult to update in the face of the required change inherent within modem manufacturing. The proposed reference architecture provides an overall framework within which a number of supporting models, design methodologies, and implementation mechanisms can combine to provide support for the rapid creation and maintenance of highly structured machine vision applications. These applications comprise modules which can be considered as building blocks of CIM systems. Their integrated interoperation can be enabled by the emerging infrastructural tools which will be required to underpin the next generation of flexibly integrated manufacturing systems. The work described in this thesis concludes that the issues of machine vision applications and the issues of integration of these applications within manufacturing systems are entirely separate. This separation is reflected in the structure of the thesis. PART B details vision application issues while PAIIT C deals with integration. The criteria for next generation integrated machine vision systems, derived in PART A of the thesis, are extensive. In order to address these criteria and propose a complete architecture, a "thin slice" is taken through the areas of vision application, and integration at the lifecycle stages of design, implementation, runtime and maintenance. The thesis describes the reference architecture, demonstrates its use though a proof of concept implementation and evaluates the support offered by the architecture for easing the problems of software change

    “Self-determined Teacher Learning in a Digital Context” reports on a longitudinal study of teacher empowerment through Constructionist learning about computational technologies and learning about learning itself. The study includes but looks beyond how teachers engage with technology, to how they redefine their own understandings o f learning as they use technology in working alongside their students. The teachers’ emerging self-reflective practice enables them to better understand the multifaceted structure of the learning situation and their own relations to its social, cognitive, and affective aspects. The “Empowering Minds” study also addresses how teachers can become critical judges o f technologies, in order to define for themselves and suggest for others what being digital can mean in learning. These processes have the potential to change educational strategies on personal, community and national scales. How teachers understand learning and how we conceptualise teacher learning will directly affect future generations’ potentials. Teachers grapple with epistemological issues in designing and developing environments around new protean materials that enable each person’s construction of ideas and expression of self. Learning theory becomes less abstract and more meaningful as teachers create a language for talking among themselves about learning. The resulting concrétisation of learning processes becomes possible through anchoring the learning with and about technologies in the teachers’ everyday reality o f the classroom. Teachers become empowered to use their own practice as “an object-to-thinkwith” in the Papertian sense. By externalising and examining their understandings of learning, they experiment with and ultimately transform their teaching practice, their relationships with their students, and their understandings of their role as teachers. Constructionists have been challenged to demonstrate that their assertions about education work. The approach described here is a compelling response. Furthermore its continuance among the original participants and its extension to a variety o f new initiatives demonstrate both sustainability and scalability

    Tesis inédita de la Universidad Complutense de Madrid, Facultad de Filología, leída el 18-01-2022This study aims at analysing relative clauses in Australian English from 1788 to 1900 and the possible influence which 18th and 19th century grammarians had on the first settlers and, lately, on the Australian inhabitants. The main objective is to analyse the different relativization strategies, that is, case-marked wh- relatives, the invariable that,and the gap relativizer zero, and the effect of prescriptive grammars, which could be seen on the medium, written or oral, and the formality of the context. These two factors may result in the use of any of the strategies previously described either by following normative principles or by slowly distancing from such precepts, which might contribute to an endonormative innovation from a linguistic exonormative reality based on British English. Additionally, this investigation could determine to what extent the text category and the medium may affect the distribution of relatives, the syntactic functions which they realize, the placement of the preposition when complementing a preposition, and the typology, that is, restrictive or non-restrictive. In conclusion, this research will contribute to a detailed analysis which allows, on the one hand, to learn about some aspects of early Australian English and, on the other hand, a diachronic view of this specific variety or a future contrastive analysis with other varieties of English...El presente estudio se centra en las oraciones de relativo en el inglés australiano desde1788 a 1900 y la posible influencia de las gramáticas prescriptivas en los primeros pobladores y, posteriormente, en los habitantes de Australia. El principal objetivo es el análisis de las diferentes estrategias de relativización, a saber, los pronombres de relativo introducidos por wh, el invariable that y el relativo omitido zero, y la repercusión de las gramáticas prescriptivas del siglo XVIII, que podría verse reflejada, por un lado, en el medio, es decir, escrito o hablado, y por otro lado, en la formalidad del contexto. Estos dos factores podrían suponer el uso de cada una de las estrategias bien siguiendo las normas dictadas en las gramáticas o mostrando cierto distanciamiento de tales preceptos, que podría dar paso a su vez a una innovación endonormativa desde una realidad lingüística exonormativa basada en el inglés británico. Adicionalmente, este análisis puede determinar hasta qué punto la categoría textual y el medio pueden afectar a la distribución de los relativos, las funciones sintácticas que desempeñan, la colocación de la preposición en el caso de tratarse de un complemento de la misma y la tipología, es decir, si la oración es especificativa o explicativa.
