    Improving C2 Effectiveness Based on Robust Connectivity

    This chapter describes an approach to develop an improved metric for network effectiveness through the use of Cares\u27 (2005) Information Age Combat Model (IACM) as a context for combat (or competition) between networked forces. The IACM highlights the inadequacy of commonly used quantifiable metrics with regards to comparing networks that differ only by the placement of a few links. An agent-based simulation is used to investigate the potential value of the Perron-Frobenius Eigenvalue (λPFE) as an indicator of network effectiveness. The results validate this assumption. Another measurement is proven to be equally important, namely the robustness of a configuration. Potential applications from the domain of ballistic missile defense are included to show operational relevance

    Modeling the Information Age Combat Model: An Agent-Based Simulation of Network Centric Operations

    The Information Age Combat Model (IACM) was introduced by Cares in 2005 to contribute to the development of an understanding of the influence of connectivity on force effectiveness that can eventually lead to quantitative prediction and guidelines for design and employment. The structure of the IACM makes it clear that the Perron-Frobenius Eigenvalue is a quantifiable metric with which to measure the organization of a networked force. The results of recent experiments presented in Deller, et aI., (2009) indicate that the value of the Perron-Frobenius Eigenvalue is a significant measurement of the performance of an Information Age combat force. This was accomplished through the innovative use of an agent-based simulation to model the IACM and represents an initial contribution towards a new generation of combat models that are net-centric instead of using the current platform-centric approach.     Effect of intense military training on body composition

    Individuals in a structural physical training program can show beneficial changes in body composition, such as body fat reduction and muscle mass increase. This study measured body composition changes by using 3 different techniques-skinfold thickness (SF) measurements, air displacement plethysmography (BOD-POD), and dual-energy x-ray absorptiometry (DXA)-during 9 months of intense training in healthy young men engaged in military training. Twenty-seven young men were recruited from a special faction of the Italian Navy. The program previewed three phases: ground combat, sea combat, and amphibious combat. Body composition was estimated at the beginning, in the middle, and at the end of the training. After the subjects performed the ground combat phase, body composition variables significantly decreased: body weight (P < 0.05), fat-free mass (FFM) (P < 0.001), and fat mass (FM) (P < 0.03). During the amphibious combat phase, body weight increased significantly (P < 0.01), mainly because of an increase in FFM (P < 0.001) and a smaller mean decrease in FM. There was a significant difference (P < 0.05) in circumferences and SF at various sites after starting the training course. Bland-Altman analysis did not show any systematic difference between FM and FFM measured with the 3 different techniques on any occasion. On any visit, FFM and FM correlation measured by BOD-POD (P = 0.90) and DXA was significantly greater than measured by SF. A significant difference was found in body mass index (BMI) measured during the study. BOD-POD and SF, compared with DXA, provide valid and reliable measurement of changes in body composition in healthy young men engaged in military training. In conclusion, the findings suggest that for young men of normal weight, changes in body weight alone and in BMI are not a good measure to assess the effectiveness of intense physical training programs, because lean mass gain can masquerade fat weight loss

    Toolkit on tackling error, fraud and corruption in social protection programs

    This toolkit is intended to provide a concise but thorough resource for social protection practitioners on how to minimize error, fraud and corruption in their program(s). It is organized in five sections. The first section introduces the topic, by clarifying the key concepts and spelling out the rationale for this activity. The second section provides a generic framework for combating error, fraud, and corruption (EFC), developed around four building blocks of prevention; detection; deterrence; and measurement. The third section reviews the instruments, tools and mechanisms used to combat EFC in social protection programs, structured by strategic actions (prevention; detection; deterrence), by level of government and over time (how these tools and instruments can be developed over time). Section four includes generic terms of reference for the assessment of the mechanisms for combating EFC in social protection programs.     Modern public finances as a proposal for an emerging country: The social approach in the fight against poverty in Mexico

    In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive
