    The Genomic HyperBrowser: inferential genomics at the sequence level

    The immense increase in the generation of genomic scale data poses an unmet analytical challenge, due to a lack of established methodology with the required flexibility and power. We propose a first principled approach to statistical analysis of sequence-level genomic information. We provide a growing collection of generic biological investigations that query pairwise relations between tracks, represented as mathematical objects, along the genome.     An Overview of Computer Graphics Industry Standards.

    This paper presents the status of the family of computer graphics standards that have been under development in recent years. In order to take advantage of the graphics standards, the industrial communities should be aware of what standards exist, and the relationship of the standards to each other. Since it is also beneficial to understand the process for the development of standards, the role of organizations in the standards-making field and the standardization process is presented. This discussion will provide an introduction and reference source for the computer graphics standards for those who have a need to understand the emerging standards, but have no technical involvement in their development. A level of understanding is provided which will assist in determining whether or not a particular standard would be appropriate for an intended application, and if further research into the standard might be required

    Opportunistic Political Cycles: Test in a Young Democracy Setting

    This paper tests the theory of opportunistic cycles in a decade-old democracy–Russia–finds strong evidence of cycles, and provides an explanation for why previous literature often found weaker evidence. Using regional monthly panel data, we find that: (1) the budget cycle is sizable and short-lived; public spending shifts towards direct monetary transfers to voters; (2) the magnitude of the cycle decreases with democracy, government transparency, media freedom, voter awareness, and over time; and (3) pre-electoral manipulation increases incumbents’ chances for reelection.     User Interface Management Systems: A Survey and a Proposed Design

    The growth of interactive computing has resulted in increasingly more complex styles of interaction between user and computer. To facilitate the creation of highly interactive systems, the concept of the User Interface Management System (UIMS) has been developed. Following the definition of the term 'UIMS' and a consideration of the putative advantages of the UIMS approach, a number of User Interface Management Systems are examined. This examination focuses in turn on the run-time execution system, the specification notation and the design environment, with a view to establishing the features which an "ideal" UIMS should possess. On the basis of this examination, a proposal for the design of a new UIMS is presented, and progress reported towards the implementation of a prototype based on this design
