    Ethics Code of NGOs in Kosovo

    The aim of this research paper is to elaborate the issue of the ethics code of Non- Governmental Organizations (now and on NGO) in Kosovo. It is very important for any institution or organization to have the ethics code and respect it, but in so many transitional countries such as Kosovo, this and so many other issues still remain unsolved. This paper first will introduce a brief historical information about the establishment of NGOs in Kosovo, and then elaborate the main topic, trying to give an answer to the question: To what extent have Kosovar NGOs adopted and implemented the Ethics Code? The major finding of this research is giving answer to the question abovementioned, and the answer is: In most cases, not all NGOs in Kosovo have the ethics code, because they don’t work according to it and no one monitors them or asks from them responsibility for that. The qualitative research methodology was used to gather information about this topic. Descriptive and analytical method was used to arrive at the conclusion of this topic. All the data were taken from official websites of NGOs, official websites of governmental institutions such as Ministry of Public Administration, interviews with professional officials of this field and some data from credible portals

    Replicating the Synthetic LBD with German Establishment Data

    One major criticism against the use of synthetic data has been that the efforts necessary to generate useful synthetic data are so intense that many statistical agencies cannot afford them. However, we argue in this paper that the field is still evolving and many lessons that have been learned in the early years of synthetic data generation can now be used in the development of new synthetic data products, considerably reducing the required investments. We evaluate whether synthetic data algorithms that have been developed in the U.S. to generate a synthetic version of the Longitudinal Business Database (LBD) can easily be transferred to generate a similar data product for other countries. We construct a German data product with information comparable to the LBD - the German Longitudinal Business Database (GLBD) - that is generated from different administrative sources at the Institute for Employment Research, Germany. In a second stage, the algorithms developed for the synthesis of the LBD will be applied to the GLBD. Extensive evaluations will illustrate whether the algorithms provide useful synthetic data without further adjustment. The ultimate goal of the project is to provide access to multiple synthetic datasets similar to the SynLBD at Cornell to enable comparative studies between countries.     Why stagnant? Behind the scenes in Indonesia's reformed state asset management policies

    This study seeks to answer the question of “why is policy innovation in Indonesia, in particular reformed state asset management laws and regulations, stagnant?” through an empirical and qualitative approach, identifying and exploring potential impeding influences to the full and equal implementation of said laws and regulations. The policies and regulations governing the practice of state asset management has emerged as an urgent question among many countries worldwide (Conway, 2006; Dow, Gillies, Nichols, & Polen, 2006; Kaganova, McKellar, & Peterson, 2006; McKellar, 2006b) for there is heightened awareness of the complex and crucial role that state assets play in public service provision. Indonesia is an example of such country, introducing a ‘big-bang’ reform in state asset management laws, policies, regulations, and technical guidelines. Two main reasons propelled said policy innovation: a) world-wide common challenges in state asset management practices - such as incomplete information system, accountability, and governance adherence/conceptualisation (Kaganova, McKellar and Peterson 2006); and b) unfavourable state assets audit results in all regional governments across Indonesia. The latter reasoning is emphasised, as the Indonesian government admits to past neglect in ensuring efficiency and best practice in its state asset management practices. Prior to reform there was euphoria of building and developing state assets and public infrastructure to support government programs of the day. Although this euphoria resulted in high growth within Indonesia, there seems to be little attention paid to how state assets bought/built is managed. Up until 2003-2004 state asset management is considered to be minimal; inventory of assets is done manually, there is incomplete public sector accounting standards, and incomplete financial reporting standards (Hadiyanto 2009). During that time transparency, accountability, and maintenance state assets was not the main focus, be it by the government or the society itself (Hadiyanto 2009). Indonesia exemplified its enthusiasm in reforming state asset management policies and practices through the establishment of the Directorate General of State Assets in 2006. The Directorate General of State Assets have stressed the new direction that it is taking state asset management laws and policies through the introduction of Republic of Indonesia Law Number 38 Year 2008, which is an amended regulation overruling Republic of Indonesia Law Number 6 Year 2006 on Central/Regional Government State Asset Management (Hadiyanto, 2009c). Law number 38/2008 aims to further exemplify good governance principles and puts forward a ‘the highest and best use of assets’ principle in state asset management (Hadiyanto, 2009a). The methodology of this study is that of qualitative case study approach, with a triangulated data collection method of document analysis (all relevant state asset management laws, regulations, policies, technical guidelines, and external audit reports), semi-structured interviews, and on-site observation. Empirical data of this study involved a sample of four Indonesian regional governments and 70 interviews, performed during January-July 2010. The analytical approach of this study is that of thematic analysis, in an effort to identify common influences and/or challenges to policy innovation within Indonesia. Based on the empirical data of this study specific impeding influences to state asset management reform is explored, answering the question why innovative policy implementation is stagnant. An in-depth analysis of each influencing factors to state asset management reform, and the attached interviewee’s opinions for each factor, suggests the potential of an ‘excuse rhetoric’; whereby the influencing factors identified are a smoke-screen, or are myths that public policy makers and implementers believe in; as a means to explain innovative policy stagnancy. This study offers insights to Indonesian policy makers interested in ensuring the conceptualisation and full implementation of innovative policies, particularly, although not limited to, within the context of state asset management practices

    In contrast to the many public-use microdata samples available for individual and household data from many statistical agencies around the world, there are virtually no establishment or firm microdata available. In large part, this difficulty in providing access to business micro data is due to the skewed and sparse distributions that characterize business data. Synthetic data are simulated data generated from statistical models.     Looking back on three years of Synthetic LBD Beta

    Distributions of business data are typically much more skewed than those for household or individual data and public knowledge of the underlying units is greater. As a results, national statistical offices (NSOs) rarely release establishment or firm-level business microdata due to the risk to respondent confidentiality. One potential approach for overcoming these risks is to release synthetic data where the establishment data are simulated from statistical models designed to mimic the distributions of the real underlying microdata. The US Census Bureau\u27s Center for Economic Studies in collaboration with Duke University, the National Institute of Statistical Sciences, and Cornell University made available a synthetic public use file for the Longitudinal Business Database (LBD) comprising more than 20 million records for all business establishment with paid employees dating back to 1976. The resulting product, dubbed the SynLBD, was released in 2010 and is the first-ever comprehensive business microdata set publicly released in the United States including data on establishments employment and payroll, birth and death years, and industrial classification.     The Growth and Survival of Early Instars of \u3ci\u3eBellura Obliqua\u3c/i\u3e (Lepidoptera: Noctuidae) on \u3ci\u3eTypha Latifolia\u3c/i\u3e and \u3ci\u3eTypha Angustifolia\u3c/i\u3e

    Larvae of the noctuid moth Bellura obliqua are frequently encountered on Typha latifolia, but less commonly on Typha angustifolia. Experiments were conducted to compare the growth and survivorship of early B. obliqua instars on the two species of cattail. In short-term growth chamber experiments there were no significant differences in the survivorship, relative growth rate (RGR), relative consumption rate (RCR), or the efficiency of conversion of ingested food (ECI) between first-instar larvae reared on leaves of the two species. Third-instar larvae fed stems, however, had a greater RGR and higher ECI when reared on T. lalifolia. Differences in growth are apparently not related to differences in hostplant nitrogen or acid-detergent fiber content. In a long term greenhouse experiment, using transplanted cattails, larvae reared on T. latifolia grew somewhat larger and had a significantly higher survival rate than those reared on T. angustifolia. Host plant structure is postulated to influence larval survivorship. Typha is under consideration for use as a bio-energy crop and planting T. angustifolia may help to reduce infestations in cultivated stands

    An Analytical Study of the Reality of Electronic Documents and Electronic Archiving in the Management of Electronic Documents in the Palestinian Pension Agency (PPA)

    The study aims to identify the reality of management of electronic documents and electronic archiving retirement in the Palestinian Pension Agency -analytical study, as well as to recognize the reality of the current document management system in the Palestinian Pension Agency. The study found the following results: that the reality of the current system for the management of documents in the agency is weak and suffers from many jams. Employee in the agency understand the importance and benefits of the management of electronic documents system, where the application of electronic document management system provide important features and benefits most of which reduce the loss of documents between departments, illustrates the flow path, the speed, accuracy, transparency, and reduce the proportion of damage and destruction of files. Furthermore, the electronic documents system cost will be less than the cost of the current system and it will reduce the tasks assigned for the staff. The existence of a clear adoption of the agency for the policies and procedures established for the application of electronic documents management system. There are weak plans for training and developing of staff in the agency to raise their efficiency. The study found a set of recommendations, including: increased interest and awareness of the need to implement policies, mechanisms, and procedures to ensure the success of electronic document management system through benefiting from the experiences of other organizations and the private sector. The agency need to increase and develop its services for retirees in order to encourage the private sector, universities, and institutions to join the agency, and open the way for all segments of society in Gaza and West Bank and enhance its competitiveness between international social security institutions. The need to focus its attention on developing and publishing appropriate clear plans and specific goals about management of electronic documents and the agency should be committed to apply them. The need to focus on the establishment of a public management of archiving in the structure dealing with all technical operations and having competent and qualified employees in the field of electronic document management. The need to focus on the Palestinian National Archives and the follow-up with the international standards by the International Council Archives (ICA)

    Guideline for handling pesticide residues in Czech organic production

    This document was prepared in the project «Development of guidelines for the use of pesticide analysis in organic inspection in the Czech Republic (sampling, evaluation and interpretation)». At the beginning of this project, a workshop with stakeholders was held. The present document builds on the outcomes of this workshop, and elaborates guidance for all stakeholders involved in Czech organic production and its control, on how to deal with residue analyses. In recognition of the European dimension of the problem, the project followed a two-step approach. In the first step, the present guideline was prepared. It is written in a general style and in the English language, so that it potentially applies for many countries. Although the current project aims specifically at the situation in the Czech Republic, its use for other countries is welcome! In the second step, a national guideline for the Czech Republic will be prepared, based on this document. The present document will serve as a blueprint for this guideline, which will be tailored to the specific situation in the Czech Republic and written in the Czech language. The aim is that all control bodies and authorities dealing with organic production and organic products in the Czech Republic will use this guideline
