Culture specifics of the Internet usage is analysed. The analysis done is a preliminary work for the application of the socio-historical theory of human mental development. The practice of the Internet usage is ambigious as it gives rise to both the unification and the diversity. The parameters analysed include the techniques of the hypertexts browsing,\ud and the status/position/rank of the communicators - its influence on holding the floor and turntaking rules, the ways the emotions are expressed while Internet communication, and the way the English language serves the functions of world-wide medium

Internet usage on English for academic purposes courses

This paper begins by documenting general usage of the Internet as a tool for delivery of English for Academic Purposes (EAP) courses. It then goes on to illustrate how a number of specific internet-based classroom activities might be integrated onto EAP courses in order to equip non-native speakers with the main skills that they are likely to need when following an academic course at a British university

Determinants of Inter-Country Internet Diffusion Rates

This paper employs cross-sectional data from 100 countries to analyze the main determinants of inter-country Internet diffusion rates. We set up an empirical model based on strong theoretical foundations, in which we regress Internet usage on variables that capture social, economic and political differences between these countries. Our results support past findings that economic strength, infrastructure and knowledge of the English language positively affect Internet connectivity. In addition to these indicators, the openness of a country, tertiary enrollment, and income equality are found to also have a significant positive effect on Internet diffusion.internet, technological diffusion, inequality, education, English proficiency

Can monolinguals be like bilinguals? Evidence from dialect switching

Bilinguals rely on cognitive control mechanisms like selective activation and inhibition of lexical entries to prevent intrusions from the non-target language. We present cross-linguistic evidence that these mechanisms also operate in bidialectals. Thirty-two native German speakers who sometimes use the Öcher Platt dialect, and thirty-two native English speakers who sometimes use the Dundonian Scots dialect completed a dialect-switching task. Naming latencies were higher for switch than for non-switch trials, and lower for cognate compared to non-cognate nouns. Switch costs were symmetrical, regardless of whether participants actively used the dialect or not. In contrast, sixteen monodialectal English speakers, who performed the dialectswitching task after being trained on the Dundonian words, showed asymmetrical switch costs with longer latencies when switching back into Standard English. These results are reminiscent of findings for balanced vs. unbalanced bilinguals, and suggest that monolingual dialect speakers can recruit control mechanisms in similar ways as bilinguals

Toward Universal Broadband in Rural Alaska

The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska. Roots Reloaded. Culture, Identity and Social Development in the Digital Age
