    Risk Management in the Arctic Offshore: Wicked Problems Require New Paradigms

    Recent project-management literature and high-profile disasters—the financial crisis, the BP Deepwater Horizon oil spill, and the Fukushima nuclear accident—illustrate the flaws of traditional risk models for complex projects. This research examines how various groups with interests in the Arctic offshore define risks. The findings link the wicked problem framework and the emerging paradigm of Project Management of the Second Order (PM-2). Wicked problems are problems that are unstructured, complex, irregular, interactive, adaptive, and novel. The authors synthesize literature on the topic to offer strategies for navigating wicked problems, provide new variables to deconstruct traditional risk models, and integrate objective and subjective schools of risk analysis

    "Last-Mile" preparation for a potential disaster

    Extreme natural events, like e.g. tsunamis or earthquakes, regularly lead to catastrophes with dramatic consequences. In recent years natural disasters caused hundreds of thousands of deaths, destruction of infrastructure, disruption of economic activity and loss of billions of dollars worth of property and thus revealed considerable deficits hindering their effective management: Needs for stakeholders, decision-makers as well as for persons concerned include systematic risk identification and evaluation, a way to assess countermeasures, awareness raising and decision support systems to be employed before, during and after crisis situations. The overall goal of this study focuses on interdisciplinary integration of various scientific disciplines to contribute to a tsunami early warning information system. In comparison to most studies our focus is on high-end geometric and thematic analysis to meet the requirements of small-scale, heterogeneous and complex coastal urban systems. Data, methods and results from engineering, remote sensing and social sciences are interlinked and provide comprehensive information for disaster risk assessment, management and reduction. In detail, we combine inundation modeling, urban morphology analysis, population assessment, socio-economic analysis of the population and evacuation modeling. The interdisciplinary results eventually lead to recommendations for mitigation strategies in the fields of spatial planning or coping capacity

    The Costa Concordia last cruise: The first application of high frequency monitoring based on COSMO-SkyMed constellation for wreck removal

    AbstractThe Italian vessel Costa Concordia wrecked on January 13th 2012 offshore the Giglio Island (Tuscany, Italy), with the loss of 32 lives. Salvage operation of the vessel started immediately after the wreck. This operation was the largest and most expensive maritime salvage ever attempted on a wrecked ship and it ended in July 2014 when the Costa Concordia was removed from the Giglio Island, and dragged in the port of Genoa where it was dismantled. The refloating and removal phases of the Costa Concordia were monitored, in the period between 14th and 27th of July, exploiting SAR (Synthetic Aperture Radar) images acquired by the X-band COSMO-SkyMed satellite constellation in crisis mode. The main targets of the monitoring system were: (i) the detection of possible spill of pollutant material from the vessel and (ii) to exclude that oil slicks, illegally produced by other vessels, could be improperly linked to the naval convoy during its transit along the route between the Giglio Island and the port of Genoa. Results point out that the adopted monitoring system, through the use of the COSMO-SkyMed constellation, can be profitably employed to monitor emergency phases related to single ship or naval convoy over wide areas and with a suitable temporal coverage. Furthermore, the refloating and removal phases of the Costa Concordia were a success because no pollution was produced during the operations

Descriptions of the problems discuss the data needs and the expected utility of remote measurement. Data needs and resolution requirements are specified for surface and satellite measurement.     Target definition for shipwreck hunting

    The research described in the present article was implemented to define the locations of two World War II shipwrecks, the German raider Kormoran, and the Australian light cruiser HMAS Sydney. The paper describes the long and complex trail that led through inefficient oceanographic prediction to ambiguous historical prediction involving a single report and on to precise cognitive prediction based on nine reports from more than 70 survivors, a process that yielded a single target position or “mean” just 2.7NM (nautical miles) from the wreck of Kormoran. Prediction for the position of the wreck of Sydney opened with wishful thinking that she had somehow reached the coast more than 100NM away when cognitive analysis of the survivor’s reports actually provided the basis for accurate prediction in a position near to the wreck of Kormoran. In the account provided below, the focus on cognitive procedures emerged from, first, a review of a sample of the shipwreck hunts, and, second, growing awareness of the extraordinarily rich database available for this search, and the extent to which it was open to cognitive analysis. This review touches on both the trans-disciplinary and the cognitive or intra-disciplinary issues that so challenged the political entities responsible for supervising of the search for the wrecks of Kormoran and Sydney. One of the theoretical questions that emerged from these debate concerns the model of expertise advanced by Collins (2013). The decomposability of alleged forms of expertise is revealed as a fundamental problem for research projects that might or might not benefit from trans-disciplinary research. Where expertise can be decomposed for operational purposes, the traditional dividing lines between experts and novices, and fools for that matter, are much harder to discern, and require advanced and scientifically informed review
