    Military Base Closure and Community Transformation: The Case of England Air Force Base in Central Louisiana

    Closing England Air Force Base (AFB) emerged as a possibility following the first Base Realignment and Closure (BRAC) round in 1988. The central Louisiana community responded with a dual strategy: defense, implemented by a highly visible group of mostly elected officials who fought to save the base; and offense, implemented by a small group of professionals working in the background to develop a contingency plan. Together, they managed both sides of the change equation, political and technical, and produced a military to civilian conversion. This thesis focuses on policy issues of base closure and ingredients for success and failure among communities affected by such disruption. The main research question is: Was the military to civilian conversion of England AFB successful; and if so, how and why? In answering this question, hopefully, the work also illuminates how success is defined and identifies some of the strategies adopted to produce a successful conversion

    Did the Tax Cuts Increase Hours of Work? A Pre-Post Analysis of Swedish Panel Data

    Based on longitudinal data covering periods before and after the major Swedish tax reform in 1991 a difference-in-difference approach is used to estimate the effects on hours of work of the cuts in the income tax. The results show that women increased their hours more than men did. If there is an effect for men at all, then primarily young men have adjusted to the new tax incentives.

    Child protection (CP) has risen to the top of the UK sports policy agenda in the past four years and the Football Association has invested in this major strategy as part of its commitment to “use the power of football to build a better future” (FA, 2000a). Evidencing the impact of child protection is, however, a complex task, exacerbated by the dearth of measurement tools that exist for this purpose in sport. This article presents a new model of ‘Activation States’ that has been designed and used to measure shifts in football culture as child protection has begun to impact upon the sport. The model is used to map changes over time related to the knowledge, feelings, actions and discourses of key stakeholders in football. The research for which the model was designed is a longitudinal study, commissioned by the English Football (soccer) Association, on the impact of the organisation’s child protection strategy on the culture of soccer. Sample data from the project are used to illustrate the model and to examine its potential and limitations as a tool for measuring impacts in child protection and other social inclusion themes

    I estimate the magnitude and the geographic distribution of property tax impacts of the Twin Cities Metropolitan Area's two farmland protection programs. The total 2001 net tax reduction for participating landowners was 12.5million,rangingfrom12.5 million, ranging from 0.2 million in Ramsey County to $3.2 million in Washington County. These "tax breaks" were necessarily matched by tax increases for all property owners, both participants and non-participants, but the pattern of these "tax shifts" does not match the pattern of tax breaks. Residents in the periphery of the metropolitan area pay more (on a per tax dollar basis) than do residents closer to the core-just the reverse of the pattern of tax breaks. Preferential tax schemes such as these are often touted as "free," because their municipal budget implications are obscured by the complexities of the property tax system.     The impact of migration on earnings of married men and women

    This paper examines differences in the outcomes of moving between married and unmarried individuals. Even if Amigration would be optimal for the family, it can be sub-optimal for one of the spouses. Unattached individuals instead, simply maximise their own personal welfare, and thus they should benefit from moving. In addition, there might exist gender differences in the outcomes of moving, especially in the family context. Therefore, both genders are investigated. The consequences of migration are examined both in terms of income and employment. A very large data set is utilised, and many-sided estimation techniques are used.
