    The Best and Brightest Metal-Poor Stars

    The chemical abundances of large samples of extremely metal-poor (EMP) stars can be used to investigate metal-free stellar populations, supernovae, and nucleosynthesis as well as the formation and galactic chemical evolution of the Milky Way and its progenitor halos. However, current progress on the study of EMP stars is being limited by their faint apparent magnitudes. The acquisition of high signal-to-noise spectra for faint EMP stars requires a major telescope time commitment, making the construction of large samples of EMP star abundances prohibitively expensive. We have developed a new, efficient selection that uses only public, all-sky APASS optical, 2MASS near-infrared, and WISE mid-infrared photometry to identify bright metal-poor star candidates through their lack of molecular absorption near 4.6 microns. We have used our selection to identify 11,916 metal-poor star candidates with V < 14, increasing the number of publicly-available candidates by more than a factor of five in this magnitude range. Their bright apparent magnitudes have greatly eased high-resolution follow-up observations that have identified seven previously unknown stars with [Fe/H] <~ -3.0. Our follow-up campaign has revealed that 3.8^{+1.3}_{-1.1}% of our candidates have [Fe/H] <~ -3.0 and 32.5^{+3.0}_{-2.9}% have -3.0 <~ [Fe/H] <~ -2.0. The bulge is the most likely location of any existing Galactic Population III stars, and an infrared-only variant of our selection is well suited to the identification of metal-poor stars in the bulge. Indeed, two of our confirmed metal-poor stars with [Fe/H] <~ -2.7 are within about 2 kpc of the Galactic Center.     This research discusses historical, societal, and educational contexts leading to negative perceptions of public school education in the United States. The qualitative phenomenological research study explored the lived experiences of students participating in a unique scholarship program for high achieving students in teacher education. The study focused on fellows participating in the Mississippi Excellence in Teaching Program (METP), a full scholarship opportunity allowing top performers to study secondary education at either Mississippi State University or the University of Mississippi. The study focused on University of Mississippi METP scholarship recipients and explored the conflict fellows experienced as a result of pursing a career in education. The researcher conducted in-depth, one-on-one interviews of METP fellows and conducted the study through a social constructivism lens. Data analysis included triangulation and thick description to aid with validity. The researcher sought emerging themes from the data and focused only on the participants\u27 viewpoints. The data revealed the participants’ experiences of conflict as relating decision to attend a school of education, conflict during college program, and conflict in worldview. Conflict in definition of success was an underlying theme in all categories. Results derived from collection of the data have the potential to aid in recruiting high achieving students to the education profession.     Brain drain has long been a common concern for migrant-sending countries, particularly for small countries where high-skilled emigration rates are highest. However, while economic theory suggests a number of possible benefits, in addition to costs, from skilled emigration, the evidence base on many of these is very limited. Moreover, the lessons from case studies of benefits to China and India from skilled emigration may not be relevant to much smaller countries. This paper presents the results of innovative surveys which tracked academic high achievers from five countries to wherever they moved in the world in order to directly measure at the micro level the channels through which high-skilled emigration affects the sending country. The results show that there are very high levels of emigration and of return migration among the very highly skilled; the income gains to the best and brightest from migrating are very large, and an order of magnitude or more greater than any other effect; there are large benefits from migration in terms of postgraduate education; most high-skilled migrants from poorer countries send remittances; but that involvement in trade and foreign direct investment is a rare occurrence. There is considerable knowledge flow from both current and return migrants about job and study opportunities abroad, but little net knowledge sharing from current migrants to home country governments or businesses. Finally, the fiscal costs vary considerably across countries, and depend on the extent to which governments rely on progressive income taxation

    The microeconomic determinants of emigration and return migration of the best and brightest: evidence from the Pacific

    A unique survey which tracks worldwide the best and brightest academic performers from three Pacific countries is used to assess the extent of emigration and return migration among the very highly skilled, and to analyze, at the microeconomic level, the determinants of these migration choices. Although we estimate that the income gains from migration are very large, not everyone migrates and many return. Within this group of highly skilled individuals the emigration decision is found to be most strongly associated with preference variables such as risk aversion, patience, and choice of subjects in secondary school, and not strongly linked to either liquidity constraints or to the gain in income to be had from migrating. Likewise, the decision to return is strongly linked to family and lifestyle reasons, rather than to the income opportunities in different countries. Overall the data show a relatively limited role for income maximization in distinguishing migration propensities among the very highly skilled, and a need to pay more attention to other components of the utility maximization decision
