    Climate Policy in the United States and Japan: Prospects in 2005 and Beyond, Workshop Summary

    Resources for the Future and the Institute for Global Environmental Strategies convened a one and one-half day workshop on domestic and international climate policy May 11–12, 2005, in Tokyo, Japan. The first day included 49 participants hearing presentations from 13 speakers and discussing domestic activities, economics, and politics. The second day included a smaller group of participants listening to a panel of four experts and discussing opportunities for future international climate regimes. Participants included government officials from the Japanese Ministry of the Environment; the Japanese Ministry of Economy, Trade and Industry; the U.S. Environmental Protection Agency; the U.S. Department of State; and the Massachussetts Department of Commonwealth Development; representatives from business and environmental groups; and academic experts. Over the course of both days, it was clear that great opportunities exist for regularly informing experts from both countries on recent policy developments, economic analyses, and political nuances in the other country. For example, U.S. participants had an opportunity to learn the process through which Japanese technology standards are set and implemented, the subtle evolution of mandatory policy discussions, and details of current policies on voluntary trading and an emission registry. Japanese participants benefited from a frank discussion with U.S. experts of how and why it would be difficult to link different domestic emissions trading markets, the current process to establish a regional emissions trading program, and the evolving dynamics in the U.S. Senate. Looking forward, important lessons may be taken from past negotiating experiences. A small group of national leaders, including large emitters of greenhouse gases and major economies, addressing not only climate change but also developmental issues, could be a useful vehicle for meaningful international efforts. Such a small-group process should be carried out in parallel with the multilateral United Nations Framework Convention on Climate Change process. In addition, policies in both the United States and Japan reflect a strong emphasis on technology development and commercialization; this may be an area where bilateral cooperation could be particularly beneficial.climate change, global warming, United States, Japan, Kyoto

    In recent years, technology has started to play a major role in the U.S. political climate. Specifically, it has created a platform for outside groups, such as libertarians, to have their voices heard. This brought forward an important research question: How has technology helped or hindered the ability of individually focused libertarians to organize for collective action? Through the exploration of previous research, two major findings are discovered: 1) technology and the growth of individualism in politics are intertwined and 2) technology and individualism both have ties to libertarianism. The implications of libertarianism are analyzed further through the study of various libertarian thinkers. Finally, a discussion section attempts to offer some insight on overcoming potential collective action problems that libertarians are tasked with facing

On the first day, 55 participants heard presentations from 14 speakers and discussed domestic activities, economics, and politics. The second day featured a smaller group of 27 participants hearing six informal sets of comments and discussing opportunities for international collaboration. Participants included government officials from the Japanese Ministry of the Environment, the U.S. Environmental Protection Agency, and other U.S. administration and congressional staff; representatives from business and environmental groups; and academic experts. Over the course of both days, it was clear that great opportunities exist for informing participants from both countries on recent developments, economic analyses, and political nuances in the other country. For example, American participants were unaware of the Keidanren’s success at exceeding required efficiency standards. Japanese participants were unaware of U.S. treaty tradition, by which ratification cannot occur until implementing legislation is in place—a fact that makes the Kyoto Protocol virtually unratifiable. Participants on both sides benefited from a frank discussion of how and why it may be unwise for the international community to attempt to re-engage the United States in international climate policy until the United States settles on its own course of meaningful domestic action. Looking forward, an important lesson may be taken from U.S. experience with early environmental regulation, where state action provided experience and impetus for federal action. As an alternative to the Kyoto model, distinct national actions may provide experience and impetus for international action. In addition, policies in both the United States and Japan reflect a strong emphasis on technology development and commercialization; this may be an area where bilateral cooperation could be particularly beneficial.climate change, global warming, United States, Japan, Kyoto

    The economic evolution of petroleum property rights in the United States.

    We examine Harold Demsetz's (1967) prediction that property rights emerge and are refined as the benefits of doing so exceed the costs in the context of oil and gas resources in the U.S. Familiar influences on the development of petroleum property rights, technology, market demand, and politics, provide support for the hypothesis, and those issues are examined. Our primary contribution is to demonstrate the important role of a less familiar factor, the presence in the reservoir of both oil and gas with differentially volatile prices. This factor has affected the nature of the property rights assigned with unitization, an institutional arrangement to internalize the common pool externality. Information asymmetries and conflicting price expectations have resulted in unit agreements that would not have been predicted in a strict neo-classical sense. Our analysis provides new insights regarding the nature of voluntary unitization contracts, inherent limits to producers' ability to internalize externalities, and the welfare implications of compulsory unitization.

    Metaphors, Visual Blends and the Ideology of Information Technology

    In this article I argue from linguistic and visual evidence that the information highway metaphor is having tremendous ideological effects in shaping U.S. politics over technology. I apply Lakoff and Johnson’s theory of conceptual metaphor to the linguistic and visual evidence, but then argue that Fauconnier and Turner’s theory of conceptual blending is useful to explain the visual and linguistic evidence in its full complexity. I conclude by summarizing the ways in which current ideological uses of conceptual metaphors and conceptual blends are assimilating the older innovative software design metaphors for operating systems

    On the Teaching of Science, Technology and International Affairs

    Despite the ubiquity and critical importance of science and technology in international affairs, their role receives insufficient attention in traditional international relations curricula. There is little literature on how the relations between science, technology, economics, politics, law and culture should be taught in an international context. Since it is impossible even for scientists to master all the branches of natural science and engineering that affect public policy, the learning goals of students whose primary training is in the social sciences should be to get some grounding in the natural sciences or engineering, to master basic policy skills, to understand the basic concepts that link science and technology to their broader context, and to gain a respect for the scientific and technological dimensions of the broader issues they are addressing. They also need to cultivate a fearless determination to master what they need to know in order to address policy issues, an open-minded but skeptical attitude towards the views of dueling experts, regardless of whether they agree with their politics, and (for American students) a world-view that goes beyond a strictly U.S. perspective on international events. The Georgetown University program in Science, Technology and International Affairs (STIA) is a unique, multi-disciplinary undergraduate liberal arts program that embodies this approach and could be an example that other institutions of higher learning might adapt to their own requirements
