Local Government Policy and Planning for Unmanned Aerial Systems
This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholdersâ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. The first tier consisted of a detailed survey sent out to over 450 local agencies and jurisdictions in California. The second tier consisted of an in-person focus group to discuss survey results as well as to gain deeper insights into local policymakersâ current concerns. Drones for parcel and passenger transportation: A literature review
Delivery drones and âair taxisâ are currently among the most intensely discussed emerging technologies, likely to expand mobility into the âthird dimensionâ of low-level airspace. This paper presents a systematic literature review of 111 interdisciplinary publications (2013 - 03/2019). The review systematizes the current socio-technical debate on civil drones for transportation purposes allowing for a (critical) interim assessment. To guide the review process four dimensions of analysis were defined. A total of 2581 relevant quotations were subdivided into anticipated barriers (426), potential problems (1037), proposed solutions (737) and expected benefits (381). We found that the debate is characterized by predominantly technical and regulatory problems and barriers which are considered to prevent or impede the use of drones for parcel and passengers transportation. At the same time, definite economic expectations are juxtaposed with quite complex and differentiated concerns regarding societal and environmental impacts. Scrutinizing the most prevalent transportation-related promises of traffic reduction, travel time saving and environmental relief we found that there is a strong need to provide scientific evidence for the promises linked to the use of drones for transportation. Distributed Consensus to Enable Merging and Spacing of UAS in an Urban Environment
This paper presents a novel approach to enable multiple Unmanned Aerial Systems approaching a common intersection to independently schedule their arrival time while maintaining a safe separation. Aircraft merging at a common intersection are grouped into a network and each aircraft broadcasts its arrival time interval to the network. A distributed consensus algorithm elects a leader among the aircraft approaching the intersection and helps synchronize the information received by each aircraft. The consensus algorithm ensures that each aircraft computes a schedule with the same input information. The elected leader also dictates when a schedule must be computed, which may be triggered when a new aircraft joins the network. Preliminary results illustrating the collaborative behavior of the vehicles are presented
Enhancing Road Infrastructure Monitoring: Integrating Drones for Weather-Aware Pothole Detection
The abstract outlines the research proposal focused on the utilization of Unmanned Aerial Vehicles (UAVs) for monitoring potholes in road infrastructure affected by various weather conditions. The study aims to investigate how different materials used to fill potholes, such as water, grass, sand, and snow-ice, are impacted by seasonal weather changes, ultimately affecting the performance of pavement structures. By integrating weather-aware monitoring techniques, the research seeks to enhance the rigidity and resilience of road surfaces, thereby contributing to more effective pavement management systems. The proposed methodology involves UAV image-based monitoring combined with advanced super-resolution algorithms to improve image refinement, particularly at high flight altitudes. Through case studies and experimental analysis, the study aims to assess the geometric precision of 3D models generated from aerial images, with a specific focus on road pavement distress monitoring. Overall, the research aims to address the challenges of traditional road failure detection methods by exploring cost-effective 3D detection techniques using UAV technology, thereby ensuring safer roadways for all users
A Survey on Cellular-connected UAVs: Design Challenges, Enabling 5G/B5G Innovations, and Experimental Advancements
As an emerging field of aerial robotics, Unmanned Aerial Vehicles (UAVs) have
gained significant research interest within the wireless networking research
community. As soon as national legislations allow UAVs to fly autonomously, we
will see swarms of UAV populating the sky of our smart cities to accomplish
different missions: parcel delivery, infrastructure monitoring, event filming,
surveillance, tracking, etc. The UAV ecosystem can benefit from existing 5G/B5G
cellular networks, which can be exploited in different ways to enhance UAV
communications. Because of the inherent characteristics of UAV pertaining to
flexible mobility in 3D space, autonomous operation and intelligent placement,
these smart devices cater to wide range of wireless applications and use cases.
This work aims at presenting an in-depth exploration of integration synergies
between 5G/B5G cellular systems and UAV technology, where the UAV is integrated
as a new aerial User Equipment (UE) to existing cellular networks. In this
integration, the UAVs perform the role of flying users within cellular
coverage, thus they are termed as cellular-connected UAVs (a.k.a. UAV-UE,
drone-UE, 5G-connected drone, or aerial user). The main focus of this work is
to present an extensive study of integration challenges along with key 5G/B5G
technological innovations and ongoing efforts in design prototyping and field
trials corroborating cellular-connected UAVs. This study highlights recent
progress updates with respect to 3GPP standardization and emphasizes
socio-economic concerns that must be accounted before successful adoption of
this promising technology. Various open problems paving the path to future

Generative AI for Unmanned Vehicle Swarms: Challenges, Applications and Opportunities
With recent advances in artificial intelligence (AI) and robotics, unmanned
vehicle swarms have received great attention from both academia and industry
due to their potential to provide services that are difficult and dangerous to
perform by humans. However, learning and coordinating movements and actions for
a large number of unmanned vehicles in complex and dynamic environments
introduce significant challenges to conventional AI methods. Generative AI
(GAI), with its capabilities in complex data feature extraction,
transformation, and enhancement, offers great potential in solving these
challenges of unmanned vehicle swarms. For that, this paper aims to provide a
comprehensive survey on applications, challenges, and opportunities of GAI in
unmanned vehicle swarms. Specifically, we first present an overview of unmanned
vehicles and unmanned vehicle swarms as well as their use cases and existing
issues. Then, an in-depth background of various GAI techniques together with
their capabilities in enhancing unmanned vehicle swarms are provided. After
that, we present a comprehensive review on the applications and challenges of
GAI in unmanned vehicle swarms with various insights and discussions. Finally,
we highlight open issues of GAI in unmanned vehicle swarms and discuss
