An Approach to Transform Public Administration into SOA-based Organizations

Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration. Measuring performance in healthcare

Hospitals invest in process management and process optimization from an organizational and patient perspective to increase efficiency and simultaneously the quality of their operations. Consequently, the use of process-oriented performance measurement systems gains importance. This study contributes to the development of a dashboard for the process of hip surgery using a case study design. We integrate strategic goals of hospital management and different stakeholders with the analysis of Business Process Management and Hospital Information Systems’ data. Evaluator services for optimised service placement in distributed heterogeneous cloud infrastructures

Optimal placement of demanding real-time interactive applications in a distributed heterogeneous cloud very quickly results in a complex tradeoff between the application constraints and resource capabilities. This requires very detailed information of the various requirements and capabilities of the applications and available resources. In this paper, we present a mathematical model for the service optimization problem and study the concept of evaluator services as a flexible and efficient solution for this complex problem. An evaluator service is a service probe that is deployed in particular runtime environments to assess the feasibility and cost-effectiveness of deploying a specific application in such environment. We discuss how this concept can be incorporated in a general framework such as the FUSION architecture and discuss the key benefits and tradeoffs for doing evaluator-based optimal service placement in widely distributed heterogeneous cloud environments
