    Electronic Social Networks as Supporting Means of Educational Process in Higher Education Institutions

    Given research describes experience of electronic social networks use in educational practices. It was determined that electronic social networks can be a powerful tool for support of educational process in higher education institutions, namely to support study of different disciplines. There are main advantages of electronic social networks use for education: universal accessibility and free of charge; possibility of instant messaging and multimedia data; user-friendly intuitive interface; ability to search data and information; availability of event scheduling, invitations, reminder settings; support for synchronous and asynchronous communication between network members; access from different devices. It is emphasized that one of the main advantages of electronic social networks is receipt of quick feedback and convenience of their tools and services. Nowadays, it is important to include network educational interaction in existing models of study organization. It is advisable to use electronic social networks to manage educational process in higher education institution. Efficiency of electronic social networks use depends on intensity and need for their use in educational system management for implementation of organizational, educational, psychological and pedagogical functions and ensuring universal communication with subjects of educational process. Expediency of electronic social networks use to carry out research work at university is described. Electronic social networks are convenient tool to conduct surveys and questionnaires, to create thematic groups for specific issue discussion. Also it is possible to interact with researchers from different countries, share experiences and disseminate research findings, invite those who wish to participate in various scientific activities using these networks

    From Sensor to Observation Web with Environmental Enablers in the Future Internet

    This paper outlines the grand challenges in global sustainability research and the objectives of the FP7 Future Internet PPP program within the Digital Agenda for Europe. Large user communities are generating significant amounts of valuable environmental observations at local and regional scales using the devices and services of the Future Internet. These communities’ environmental observations represent a wealth of information which is currently hardly used or used only in isolation and therefore in need of integration with other information sources. Indeed, this very integration will lead to a paradigm shift from a mere Sensor Web to an Observation Web with semantically enriched content emanating from sensors, environmental simulations and citizens. The paper also describes the research challenges to realize the Observation Web and the associated environmental enablers for the Future Internet. Such an environmental enabler could for instance be an electronic sensing device, a web-service application, or even a social networking group affording or facilitating the capability of the Future Internet applications to consume, produce, and use environmental observations in cross-domain applications. The term ?envirofied? Future Internet is coined to describe this overall target that forms a cornerstone of work in the Environmental Usage Area within the Future Internet PPP program. Relevant trends described in the paper are the usage of ubiquitous sensors (anywhere), the provision and generation of information by citizens, and the convergence of real and virtual realities to convey understanding of environmental observations. The paper addresses the technical challenges in the Environmental Usage Area and the need for designing multi-style service oriented architecture. Key topics are the mapping of requirements to capabilities, providing scalability and robustness with implementing context aware information retrieval. Another essential research topic is handling data fusion and model based computation, and the related propagation of information uncertainty. Approaches to security, standardization and harmonization, all essential for sustainable solutions, are summarized from the perspective of the Environmental Usage Area. The paper concludes with an overview of emerging, high impact applications in the environmental areas concerning land ecosystems (biodiversity), air quality (atmospheric conditions) and water ecosystems (marine asset management)

    Dynamics in online social networks

    An increasing number of today's social interactions occurs using online social media as communication channels. Some online social networks have become extremely popular in the last decade. They differ among themselves in the character of the service they provide to online users. For instance, Facebook can be seen mainly as a platform for keeping in touch with close friends and relatives, Twitter is used to propagate and receive news, LinkedIn facilitates the maintenance of professional contacts, Flickr gathers amateurs and professionals of photography, etc. Albeit different, all these online platforms share an ingredient that pervades all their applications. There exists an underlying social network that allows their users to keep in touch with each other and helps to engage them in common activities or interactions leading to a better fulfillment of the service's purposes. This is the reason why these platforms share a good number of functionalities, e.g., personal communication channels, broadcasted status updates, easy one-step information sharing, news feeds exposing broadcasted content, etc. As a result, online social networks are an interesting field to study an online social behavior that seems to be generic among the different online services. Since at the bottom of these services lays a network of declared relations and the basic interactions in these platforms tend to be pairwise, a natural methodology for studying these systems is provided by network science. In this chapter we describe some of the results of research studies on the structure, dynamics and social activity in online social networks.     Analysis of heterogeneous collaboration in the German research system with a focus on nanotechnology

    The German research system is functionally differentiated into various institutional pillars, most importantly the university system and the extra-university sector including institutes of the Helmholtz Association, the Max Planck Society, the Leibniz Association and the Fraunhofer Society. While the research organisations heterogeneous institutional profiles are widely regarded as a key strength of the German research landscape, tendencies towards segmentation and institutional self-interests have increasingly impeded inter-institutional collaboration. Yet, in young and highly dynamic fields, many research breakthroughs are stimulated at the intersection of established scientific disciplines and across fundamental and applied technological research. Therefore, inter-institutional collaboration is an important dimension of the performance of the German research system. There is tension between the need for effective inter-institutional collaboration on the one hand, and the governance structures in the public research sector on the other hand. The paper presents preliminary results of an ongoing DFG project on collaborations between the various research institutions in Germany, particularly in the field of nano S&T. It introduces key facts of the German research system including institutional dynamics between 1990 and 2002. It discusses rationales for cooperative research relationships and elaborates on institutional factors that either facilitate or interfere with the transfer of knowledge and expertise between research organizations. For this purpose, the paper refers to a governance cube as a heuristic tool that captures three institutional dimensions which are important in facilitating heterogeneous research cooperation. --

    Innovative interventions in support of innovation networks. A complex system perspective to public innovation policy and private technology brokering

    The linear model of innovation has been superseded by a variety of theoretical models that view the innovation process as systemic, complex, multi-level, multi-temporal, involving a plurality of heterogeneous economic agents. Accordingly, the emphasis of the policy discourse has shifted over time. It has gone from a focus on direct public funding of basic research as an engine of innovation, to the creation of markets for knowledge goods, to, eventually, the acknowledgement that knowledge transfer very often requires direct interactions among innovating actors. In most cases, these interventions attempt to facilitate the match between “demand” and “supply” of the knowledge needed to innovate. A complexity perspective calls for a different framing, one focused on the fostering of process characterized by multiple agency levels, multiple temporal scales, ontological uncertainty and emergent outcomes. The article explores what it means to design interventions in support of innovation processes inspired by a complex systems perspective. It does so by analyzing two different examples of coordinated interventions: an innovative public policy funding networks of innovating firms, and a private initiative supporting innovation in the mechanical engineering industry thanks to the set up of a technology broker. Relying on two unique datasets recording the interactions of the various organizations involved in these interventions, the article combines social network analysis and qualitative research in order to investigate the dynamics of the networks and the roles and actions of specific actors in fostering innovation processes. Building upon this comparative analysis, some general implications for the design of coordinated interventions supporting innovation in a complexity perspective are derived.Innovation policy; local development policies; regional development policies; evaluation management
