    Structuring e-learning multi-criteria decision making problems

    Problem structuring is one of the most critical phases of decision making process. A well-posed problem has direct impact on effective decision making, especially when we use the multi-criteria decision making methods. There are different decision making methods that have been used for decision making on e-learning issues in higher education, but the most suitable method for this kind of problems is the Analytic Network Process (ANP). ANP meets all the theoretical requirements of decision making in higher education, but policy makers use it very rarely in practice because of its implementation weaknesses. One of the weaknesses is a lack of support in structuring problem in the form of a network. This paper brings an overview of several problem structuring methods and approaches, such as simple top-down and bottom-up approaches, the PrOACT approach, ISM (Interpretative Structural Modelling), DEMATEL (Decision Making Trial and Evaluation Laboratory) and the PAPRIKA structuring method. It also brings analysis of how those structuring methods and approaches help overcome some of the ANP weaknesses. Finally, we provide some recommendations of how to design a new problem structuring method that fits the ANP needs

    A holistic multi-methodology for sustainable renovation

    A review of the barriers for building renovation has revealed a lack of methodologies, which can promote sustainability objectives and assist various stakeholders during the design stage of building renovation/retrofitting projects. The purpose of this paper is to develop a Holistic Multi-methodology for Sustainable Renovation, which aims to deal with complexity of renovation projects. It provides a framework through which to involve the different stakeholders in the design process to improve group learning and group decision-making, and hence make the building renovation design process more robust and efficient. Therefore, the paper discusses the essence of multifaceted barriers in building renovation regarding cultural changes and technological/physical changes. The outcome is a proposal for a multi-methodology framework, which is developed by introducing, evaluating and mixing methods from Soft Systems Methodologies (SSM) with Multiple Criteria Decision Making (MCDM).     Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies

    Knowledge and perceptions in participatory policy processes: lessons from the delta-region in the Netherlands

    Water resources management issues tend to affect a variety of uses and users. Therefore, they often exhibit complex and unstructured problems. The complex, unstructured nature of these problems originates from uncertain knowledge and from the existence of divergent perceptions among various actors. Consequently, dealing with these problems is not just a knowledge problem; it is a problem of ambiguity too. This paper focuses on a complex, unstructured water resources management issue, the sustainable development—for ecology, economy and society—of the Delta-region of the Netherlands. In several areas in this region the ecological quality decreased due to hydraulic constructions for storm water safety, the Delta Works. To improve the ecological quality, the Dutch government regards the re-establishment of estuarine dynamics in the area as the most important solution. However, re-establishment of estuarine dynamics will affect other uses and other users. Among the affected users are farmers in the surrounding areas, who use freshwater from a lake for agricultural purposes. This problem has been addressed in a participatory decision-making process, which is used as a case study in this paper. We investigate how the dynamics in actors’ perceptions and the knowledge base contribute to the development of agreed upon and valid knowledge about the problem–solution combination, using our conceptual framework for problem structuring. We found that different knowledge sources—expert and practical knowledge—should be integrated to create a context-specific knowledge base, which is scientifically valid and socially robust. Furthermore, we conclude that for the convergence of actors’ perceptions, it is essential that actors learn about the content of the process (cognitive learning) and about the network in which they are involved (strategic learning). Our findings form a plea for practitioners in water resources management to adopt a problem structuring approach in order to deal explicitly with uncertainty and ambiguity

    Agribusiness, farm business and agricultural-environmental decisions which varied in their characteristics were used to evaluate multiple criteria decision making (MCDM) in an agricultural context. This paper discusses differences between the case studies, strengths and weaknesses of the methods used, and the success of the MCDM process based on participants’ expectations and experiences. While MCDM can help identify the best decision, the main benefits identified in using MCDM included better understanding of their own and other’s perspectives, a means to explain the decision and a structured way to work through the decision process.     Social Multi-Criteria Evaluation (SMCE)

    The main argument developed here is the proposal of the concept of “Social Multi-Criteria Evaluation” (SMCE) as a possible useful framework for the application of social choice to the difficult policy problems of our Millennium, where, as stated by Funtowicz and Ravetz, “facts are uncertain, values in dispute, stakes high and decisions urgent”. This paper starts from the following main questions: 1. Why “Social” Multi-criteria Evaluation? 2. How such an approach should be developed? The foundations of SMCE are set up by referring to concepts coming from complex system theory and philosophy, such as reflexive complexity, post-normal science and incommensurability. To give some operational guidelines on the application of SMCE basic questions to be answered are: 1. How is it possible to deal with technical incommensurability? 2. How can we deal with the issue of social incommensurability?     Understanding and profiling user requirements to support the conceptual design of an integrated land monitoring system

    Acquiring and organizing knowledge and information elements can be essential not only to understand, but also to eliminate, reduce and control complexity and uncertainty. An integration of tools from different disciplines could systematically help in the construction of an agreed framework for problem formulation, above all when the situation is "new". An application was de-veloped in relation to an industrial project, in order to propose profiles of the potential users of an innovative system and of their requirements, and to for-mally develop models that can orient analysis, decision and action.
