    Sustainability and certification in the biofuels sector: some critical observations

    The society at large demand sustainable production of products often defined in terms of the planet, profit and people categories. Many industrial sectors started to internalize sustainability in their company processes. Public policies underscored these initiatives by giving incentives to raise awareness, support initiatives and disseminate the value of sustainability. In the last decade initiatives came to life to connect confidence, trust and sustainability in the agri- fuel- and food industry. One of the more interesting attempts are Round Tables for sustainable production of palm oil, forest exploitation, biofuels, sugar or soybean. However, are the results positive. Some of these initiatives seem more successful than others. The question is why? How can one interpret these initiatives in terms of performance, structure and governance mechanisms? Based on a comparison of several of these initiatives, conclusions are drawn and hypotheses defined. More in particular, the observations focus on network development, weaknesses in the governance structures, ambivalence in the public domain and the resulting societal confusion

    Towards a certification of biomass: Feasibility of a certifications scheme of sustainability standards for trade and production of bioethanol in Brazil

    Bioenergy produced from biomass is increasingly used to substitute fossil energy sources. Trade of biomass is expected to increase in the following years due to disparities in production costs and potentials in countries and regions. In this paper the possibility of a certification scheme for minimizing negative socio-ecological impacts and for increasing a sustainable production of biomass is discussed, taking Brazilian bioethanol as an example. This case-study comes up with a first set of feasible sustainability standards for Brazilian bioethanol and discusses issues to be considered when developing sustainability standards. At the same time problematic aspects are identified. When incorporating opinions of different stakeholders, the setting of sustainability standards holds the inherent danger of being used as non-tariff trade barriers.     EU Ecolabel for food and feed products – feasibility study

    The environmental impacts of the production and processing of food, feed and drinks make up between 20% and 30% of the total environmental impacts of consumable goods in the EU. In the case of eutrophication (the accumulation of nutrients in water causing a reduction in oxygen availability) they account for as much as 58% of the total impacts. The EU Ecolabel is a voluntary scheme that forms part of overall EU policy to encourage more sustainable consumption and production. To date, the EU Ecolabel scheme has developed criteria for products in the non-food sector. The Regulation that governs the scheme (66/2010) aims to extend the EU Ecolabel into new product categories including food. However, the Regulation stipulates that before extending to the food sector, a feasibility study should be undertaken

    The TP Organics Strategic Research Agenda (SRA) was finalised in December 2009. The purpose of the Strategic Research Agenda (SRA) is to enable research, development and knowledge transfer that will deliver relevant outcomes – results that will contribute to the improvement of the organic sector and other low external input systems. The document has been developed through a dynamic consultative process that ran from 2008 to 2009. It involved a wide range of stakeholders who enthusiastically joined the effort to define organic research priorities. From December 2008 to February; the expert groups elaborated the first draft. The consultative process involved the active participation of many different countries. Consultation involved researchers, advisors, members of inspection/certification bodies, as well as different users/beneficiaries of the research such as farmers, processors, market actors and members of civil society organisations throughout Europe and further afield in order to gather the research needs of the whole organic sector

    The TP Organics Vision Research Agenda was prepared between June 2007 and July 2008 on the basis of wide-ranging discussions with farmers’ organizations, scientists, organic traders and retailers, and EU-wide umbrella organizations representing a variety of commercial, non-commercial and civil interests. Up to now, research projects and national framework programmes on organic agriculture have addressed immediate technology gaps in organic agriculture and food production. This Vision has been politically expedient and has given rise to a greater number of producers and professional skills for the task of serving unexpectedly fast growing consumer driven markets. Thus, many organic research projects had a short term perspective only. In contrast to this, our vision takes a long-term perspective on the research needs of organic agriculture and food systems. The three strategic research priorities presented in the vision focus in particular on the inconsistencies between economy, ecology and social cohesion in agriculture and food production and propose research activities and insightful learning concepts for organic and other farming systems

    As in previous years the annual meeting on organic certification in the out-of-home sector took place at the congress of the BioFach Trade Fair, on the 22nd of February 2009. As a conclusion to this meeting this report now summarizes the main topics of the “European Forum for Certification” with the focus on the presentations in Nuremberg. The presenters delivered insight into the various situations in their countries and indicated the challenges that they currently are dealing with. Depictions included developments in Belgium, Finland, Italy, Germany, Norway, Switzerland and The Netherlands. After describing and discussing the issues the country presenters agreed to have this paper developed by the organisers, which gives a short overview of the proceedings to all participants and to all interested in this topic. The Council Regulation (EC) No 834/2007 on organic production and labelling of organic products came into force on January 1, 2009. It repeals the former Regulation (EEC) No 2092/91 and for the first time explicitly refers to mass catering (out of home). The Regulation excludes catering and eating enterprises from mandatory certification whilst at the same time giving each country the option how best to proceed. How do member countries deal with this new situation? The presenters go into detail and this summary characterizes some detailed situations in the following pages

    This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible

    Towards a sustainable biomass strategy: what we know and what we should know

    The paper reviews the current knowledge on the use of biomass for non-food purposes, critically discusses its environmental sustainability implications, and describes the needs for further research, thus enabling a more balanced policy approach. The life-cylce wide impacts of the use of biomass for energy and material purposes derived from either direct crop harvest or residuals indicate that biomass based substitutes have a different, not always superior environmental performance than comparable fossil based products. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered from the end-of-life products, tends to provide a higher environmental benefit than primary use as fuel. Due to limited global land resources, non-food biomass may only substitute for a certain share of non-renewables. If the demand for non-food biomass, especially fuel crops and its derivates, continues to grow this will inevitably lead to an expansion of global arable land at the expense of natural ecosystems such as savannas and tropical rain forests. Whereas the current aspirations and incentives to increase the use of non-food biomass are intended to counteract climate change and environmental degradation, they are thus bound to a high risk of problem shifting and may even lead to a global deterioration of the environment. Although the balanced approach of the European Union's biomass strategy may be deemed a good principle, the concrete targets and implementation measures in the Union and countries like Germany should be revisited. Likewise, countries like Brazil and Indonesia may revisit their strategies to use their natural resources for export or domestic purposes. Further research is needed to optimize the use of biomass within and between regions. -- Der Beitrag wertet die vorliegenden Erkenntnisse ĂŒber den Einsatz von Non-Food Biomasse aus. Er diskutiert kritisch die damit verbundenen ökologischen Nachhaltigkeitswirkungen und beschreibt die Forschungsaufgaben, die gelöst werden mĂŒssen, um einen ausgewogeneren Politikansatz zu ermöglichen. Die lebenszyklusweiten Umweltbelastungen des energetischen und stofflichen Einsatzes von Biomasse als Roh- oder Reststoffe zeigen, dass Biomasse basierte Produkte andere, nicht immer bessere Umweltauswirkungen aufweisen als fossil basierte. Eine kaskadenförmige Nutzung, bei der Biomasse zunĂ€chst materiell fĂŒr Ge- und Verbrauchsprodukte eingesetzt wird, deren Energiegehalt am Ende ihrer Einsatzphase genutzt wird, ist tendenziell mit einer höheren Umweltentlastung verbunden als der primĂ€r energetische Einsatz. Auf Grund der begrenzten globalen LandflĂ€chen kann Non-Food Biomasse nur einen gewissen Anteil an nichterneuerbaren Ressourcen ersetzen. Wenn die Nachfrage nach Non-Food Biomasse und ihren Derivaten, speziell nach Biokraftstoffen, weiter ansteigt, wird dies zwangslĂ€ufig zu einer Ausdehnung der globalen AckerflĂ€che zu Lasten von natĂŒrlichen Ökosystemen wie Savannen und tropischen RegenwĂ€ldern fĂŒhren. Wenngleich die gegenwĂ€rtigen Hoffnungen und Anreize zum verstĂ€rkten Einsatz von Non-Food Biomasse darauf abzielen, dem Klimawandel entgegenzuwirken und die Umweltsituation zu verbessern, sind sie daher mit einem großen Risiko verbunden, Probleme zu verlagern und die globale Umweltsituation sogar noch zu verschlechtern. Obwohl der ausgewogene Ansatz der Biomassestrategie der EuropĂ€ischen Union als ein gutes Prinzip gelten kann, so sollten die konkreten Ziele und Umsetzungsmaßnahmen in der Union und in LĂ€ndern wie Deutschland ĂŒberprĂŒft werden. In gleicher Weise mögen LĂ€nder wie Brasilien und Indonesien ihre Strategie zur Nutzung ihrer natĂŒrlichen Ressourcen fĂŒr den Export oder im Inland ĂŒberprĂŒfen. Weitere Forschungsarbeiten sind nötig, um den Einsatz von Biomasse innerhalb und zwischen den Regionen zu optimieren.

    Global Governance for Environmentally Sustainable Food Systems: Certified Organics in a North – South and South-South Perspective

    Challenged to consume with less environmental impact, consumers buy certified organic products to “proxy” environmental governance. The paper explores how far certified organic agriculture is institutionally embedded in Brazil, China, and Egypt. The three case studies illustrate how regulation, including standard-setting and certification processes differ between south and north, in terms of the evolution and nature of certification, as well as stakeholders and agency involved in shaping the regulation. A comparative analysis is presented on south-south differences in this regard along with some possible explanations of these. The paper finally discusses the perspectives in the global success of organic certification and whether it has potential to transform global agriculture towards higher overall levels of sustainability
