    Stability

    Reproducibility is imperative for any scientific discovery. More often than not, modern scientific findings rely on statistical analysis of high-dimensional data. At a minimum, reproducibility manifests itself in stability of statistical results relative to "reasonable" perturbations to data and to the model used. Jacknife, bootstrap, and cross-validation are based on perturbations to data, while robust statistics methods deal with perturbations to models. In this article, a case is made for the importance of stability in statistics. Firstly, we motivate the necessity of stability for interpretable and reliable encoding models from brain fMRI signals. Secondly, we find strong evidence in the literature to demonstrate the central role of stability in statistical inference, such as sensitivity analysis and effect detection. Thirdly, a smoothing parameter selector based on estimation stability (ES), ES-CV, is proposed for Lasso, in order to bring stability to bear on cross-validation (CV). ES-CV is then utilized in the encoding models to reduce the number of predictors by 60% with almost no loss (1.3%) of prediction performance across over 2,000 voxels. Last, a novel "stability" argument is seen to drive new results that shed light on the intriguing interactions between sample to sample variability and heavier tail error distribution (e.g., double-exponential) in high-dimensional regression models with pp predictors and nn independent samples.     One of the purposes of the Council is to maintain a forum where problems related to the design and behavior of columns and other compression elements in metal structures can be presented for evaluation and discussion. The Annual Technical Session provides an opportunity to carry out this function. The 1976 Annual Technical Session was held on March 2 and 3 at the SheratonBiltmore Hotel in Atlanta, Georgia. Fifty-five persons attended the session and nineteen papers were delivered. A panel discussion on New Ideas on Stability of Multistory Buildings was held in the evening of March 2, 1976. the panelists were D. Ruby, J. Springfield and W. J. LeMessurier. The moderator was J. S. B. Iffland. In conjunction with the Technical Session, an Annual Business Meeting was held for the purpose of electing new members, and to discuss financial and other business matters.     The Role of Counterparty Risk in CHAPS Following the Collapse of Lehman Brothers

    We study the impact of the global financial crisis on CHAPS, the United Kingdom's large-value wholesale payments system, over the period 2006-2009. Payments data show that in the two months following the Lehman Brothers failure, banks did, on average, make payments at a slower pace than before the failure. We show that this slowdown is related to concerns about counterparty default risk, thereby identifying a new channel through which counterparty risk manifests itself in financial markets

Aufgabe des Institute for Monetary and Financial Stability (IMFS) ist die wirtschafts- und rechtswissenschaftliche Forschung sowie die wirtschaftspolitische und rechtliche Beratung auf dem Gebiet des Geld-, Währungs- und Finanzwesens.
