    Building consensus on Internet access at the Internet Governance Forum (IGF)

    This paper identifies and documents the main areas of discussions and 'recommendations' that were generated under the Access theme at the second Internet Governance Forum in Rio De Janeiro, November 2007. Whilst recognising that the IGF is currently viewed and operates primarily as a space for discussion, the paper finds that (specifically in the case of Access) it is also a space in which commonality of opinion occurs to the level at which 'recommendations' can be made and repeatedly asserted independently/individually in the workshops, and strategically reinforced at different levels of the IGF. The Internet Governance Forum (IGF) is a space for multi-stakeholder policy dialogue, set up in 2006 as a direct response to the deliberations of the World Summit on the Information Society (WSIS). The forum was created to (amongst other things) discuss public policy issues related to key elements of internet governance in order to foster the sustainability, robustness, security, stability and development of the internet. Its structure, function and working are addressed in paragraphs 73 to 79 of the WSIS Tunis Agenda

This space has the potential to reinvigorate, at least partly, the immense economic potential of the Internet by stimulating a multitude of e-commerce transactions so common only a few years ago.     The Importance of Place in Corporate Identity an Investigation on the Presence of Old Dutch Firms on the Internet

    This paper investigates how old Dutch firms display their corporate identity on the Internet, with special attention paid to location and place. Several scholars argue that the Internet would create the ‘end-of-geography’. Current empirical investigation found that incumbent firms display a strong sense-of-place in the presentation of ‘self’ on their websites. Location is important for old firms' images, underlining the importance of embeddedness. Location remains important when firms compete on the ‘global level’ on the Internet. This paper therefore contributes to the understanding of place and local embeddedness of firms in the ‘global internet space’

    Security Analysis of DTN Architecture and Bundle Protocol Specification for Space-Based Networks

    A Delay-Tolerant Network (DTN) Architecture (Request for Comment, RFC-4838) and Bundle Protocol Specification, RFC-5050, have been proposed for space and terrestrial networks. Additional security specifications have been provided via the Bundle Security Specification (currently a work in progress as an Internet Research Task Force internet-draft) and, for link-layer protocols applicable to Space networks, the Licklider Transport Protocol Security Extensions. This document provides a security analysis of the current DTN RFCs and proposed security related internet drafts with a focus on space-based communication networks, which is a rather restricted subset of DTN networks. Note, the original focus and motivation of DTN work was for the Interplanetary Internet . This document does not address general store-and-forward network overlays, just the current work being done by the Internet Research Task Force (IRTF) and the Consultative Committee for Space Data Systems (CCSDS) Space Internetworking Services Area (SIS) - DTN working group under the DTN and Bundle umbrellas. However, much of the analysis is relevant to general store-and-forward overlays

    Command and Control of Space Assets Through Internet-Based Technologies Demonstrated

    The NASA Glenn Research Center successfully demonstrated a transmission-control-protocol/ Internet-protocol- (TCP/IP) based approach to the command and control of onorbit assets over a secure network. This is a significant accomplishment because future NASA missions will benefit by using Internet-standards-based protocols. Benefits of this Internet-based space command and control system architecture include reduced mission costs and increased mission efficiency. The demonstration proved that this communications architecture is viable for future NASA missions. This demonstration was a significant feat involving multiple NASA organizations and industry. Phillip Paulsen, from Glenn's Project Development and Integration Office, served as the overall project lead, and David Foltz, from Glenn's Satellite Networks and Architectures Branch, provided the hybrid networking support for the required Internet connections. The goal was to build a network that would emulate a connection between a space experiment on the International Space Station and a researcher accessing the experiment from anywhere on the Internet, as shown. The experiment was interfaced to a wireless 802.11 network inside the demonstration area. The wireless link provided connectivity to the Tracking and Data Relay Satellite System (TDRSS) Internet Link Terminal (TILT) satellite uplink terminal located 300 ft away in a parking lot on top of a panel van. TILT provided a crucial link in this demonstration. Leslie Ambrose, NASA Goddard Space Flight Center, provided the TILT/TDRSS support. The TILT unit transmitted the signal to TDRS 6 and was received at the White Sands Second TDRSS Ground Station. This station provided the gateway to the Internet. Coordination also took place at the White Sands station to install a Veridian Firewall and automated security incident measurement (ASIM) system to the Second TDRSS Ground Station Internet gateway. The firewall provides a trusted network for the simulated space experiment. A second Internet connection at the demonstration area was implemented to provide Internet connectivity to a group of workstations to serve as platforms for controlling the simulated space experiment. Installation of this Internet connection was coordinated with an Internet service provider (ISP) and local NASA Johnson Space Center personnel. Not only did this TCP/IP-based architecture prove that a principal investigator on the Internet can securely command and control on-orbit assets, it also demonstrated that valuable virtual testing of planned on-orbit activities can be conducted over the Internet prior to actual deployment in space

    Towards a Humanistic Conception of Cyberspace. A Twofold Challenge for Netizens Mobilizing for a Democratic Internet Governance

    Our paper critically addresses the involvement and the role of civil society entities in new participatory forms of governance, using the Internet governance (IG) debate as a case study. The Internet is first and foremost a global public space potentially available to everyone for the pursuit of the most heterogeneous interests. As this global space becomes crucial in everyday life and consequences of interests pursuit within it capillary innerve the offline dimension, new forms of governance are required to ensure that all stakeholders are represented and actively involved in the management and development of what can be conceptualized as a common pool resource (CPR). The commons of the Internet space and its service as a CPR necessitate the involvement of various competencies that are dispersed in intelligence networks to which private sector and civil society necessary belong. In particular, we examine the meaning and the potential for the inclusion of civil society entities in this debate in relation to the achievement of a universal (and not only global) Internet and the consolidation of a humanized conception of IG. To this end, we propose an analytical division of IG space in four sub-sectors (social commons; information and service commons; price commons; infrastructure commons) and we argue that civil society groups participation should be contextualized and actions modulated following this dissection of competence and eligibility spheres. Furthermore, the effort to achieve a democratic internet governance translates into a double challenge for civil society groups: on the one hand, occasions of direct influence must be fully exploited modulating actions in a way that overcomes the inherent heterogeneity characterizing public interests entities; on the other, a humanized vision has to be built up and consolidated in the IG field in order to provide a set of benchmarks dynamically interacting with market and traditional policy making logics. Finally, we will also explore the effect that the construction and the consolidation of a humanized perspective on IG will have in the translation of this domain from a mostly technical matter into a seed in an emerging field of contention built around information and communication issues.internet governance, common pool resource, civil society political participation, humanized conception of internet governance
