    Responsible Research and Innovation between \u201cnew governance\u201d and fundamental rights

    This chapter frames RRI as an emerging governance approach in the EU regulatory context. We argue that reference to fundamental rights makes RRI a distinctive approach to responsibility compared to other existing paradigms and that human rights, in particular those laid down in the Charter of Fundamental Rights of the European Union, are not necessarily a constraint but can instead be a catalyst of innovation. Eventually we maintain that a governance framework based on the complementarity between legal norms and voluntary commitments might successfully combine the respect of fundamental rights with the openness and flexibility of the innovation process

    Trustworthy Experimentation Under Telemetry Loss

    Failure to accurately measure the outcomes of an experiment can lead to bias and incorrect conclusions. Online controlled experiments (aka AB tests) are increasingly being used to make decisions to improve websites as well as mobile and desktop applications. We argue that loss of telemetry data (during upload or post-processing) can skew the results of experiments, leading to loss of statistical power and inaccurate or erroneous conclusions. By systematically investigating the causes of telemetry loss, we argue that it is not practical to entirely eliminate it. Consequently, experimentation systems need to be robust to its effects. Furthermore, we note that it is nontrivial to measure the absolute level of telemetry loss in an experimentation system. In this paper, we take a top-down approach towards solving this problem. We motivate the impact of loss qualitatively using experiments in real applications deployed at scale, and formalize the problem by presenting a theoretical breakdown of the bias introduced by loss. Based on this foundation, we present a general framework for quantitatively evaluating the impact of telemetry loss, and present two solutions to measure the absolute levels of loss. This framework is used by well-known applications at Microsoft, with millions of users and billions of sessions.     A Low Cost UWB Based Solution for Direct Georeferencing UAV Photogrammetry

    Thanks to their flexibility and availability at reduced costs, Unmanned Aerial Vehicles (UAVs) have been recently used on a wide range of applications and conditions. Among these, they can play an important role in monitoring critical events (e.g., disaster monitoring) when the presence of humans close to the scene shall be avoided for safety reasons, in precision farming and surveying. Despite the very large number of possible applications, their usage is mainly limited by the availability of the Global Navigation Satellite System (GNSS) in the considered environment: indeed, GNSS is of fundamental importance in order to reduce positioning error derived by the drift of (low-cost) Micro-Electro-Mechanical Systems (MEMS) internal sensors. In order to make the usage of UAVs possible even in critical environments (when GNSS is not available or not reliable, e.g., close to mountains or in city centers, close to high buildings), this paper considers the use of a low cost Ultra Wide-Band (UWB) system as the positioning method. Furthermore, assuming the use of a calibrated camera, UWB positioning is exploited to achieve metric reconstruction on a local coordinate system. Once the georeferenced position of at least three points (e.g., positions of three UWB devices) is known, then georeferencing can be obtained, as well. The proposed approach is validated on a specific case study, the reconstruction of the façade of a university building. Average error on 90 check points distributed over the building façade, obtained by georeferencing by means of the georeferenced positions of four UWB devices at fixed positions, is 0.29 m. For comparison, the average error obtained by using four ground control points is 0.18 m

    Do Spins Have Directions?

    The standard Bloch sphere representation was recently generalized to the 'extended Bloch representation' describing not only systems of arbitrary dimension, but also their measurements. This model solves the measurement problem and is based on the 'hidden-measurement interpretation', according to which the Born rule results from our lack of knowledge about the interaction between measuring apparatus and the measured entity. We present here the extended Bloch model and use it to investigate the nature of quantum spin and its relation to our Euclidean space. We show that spin eigenstates cannot generally be associated with directions in the Euclidean space, but only with generalized directions in the Blochean space, which generally is a space of higher dimension. Hence, spin entities have to be considered as genuine non-spatial entities. We also show, however, that specific vectors can be identified in the Blochean theater that are isomorphic to the Euclidean space directions, and therefore representative of them, and that spin eigenstates always have a predetermined orientation with respect to them. We use the details of our results to put forward a new view of realism, that we call 'multiplex realism', providing a specific framework with which to interpret the human observations and understanding of the component parts of the world. Elements of reality can be represented in different theaters, one being our customary Euclidean space, and another one the quantum realm, revealed to us through our sophisticated experiments, whose elements of reality, in the quantum jargon, are the eigenvalues and eigenstates. Our understanding of the component parts of the world can then be guided by looking for the possible connections, in the form of partial morphisms, between the different representations, which is precisely what we do in this article with regard to spin entities.Comment: 28 pages, 11 figure

    Invariant connections, Lie algebra actions, and foundations of numerical integration on manifolds

    Motivated by numerical integration on manifolds, we relate the algebraic properties of invariant connections to their geometric properties. Using this perspective, we generalize some classical results of Cartan and Nomizu to invariant connections on algebroids. This has fundamental consequences for the theory of numerical integrators, giving a characterization of the spaces on which Butcher and Lie-Butcher series methods, which generalize Runge-Kutta methods, may be applied.Comment: 18 page
